Identifies the links between decent employment and food security and shows how improving policy coherence between employment and agricultural initiatives and investing more in the promotion of decent rural employment will contribute highly to the interlinked challenges of fighting rural poverty and feeding a growing world population in a sustainable way.

The guidelines are the first comprehensive, global instrument on tenure and its administration to be prepared through intergovernmental negotiations. This paper reviews experiences on food export restrictions during 2007-10 and related studies and makes some proposals for disciplining export restrictions through the ongoing Doha Round negotiations. To start with, there is a strategic choice to be made. An essential part of the Food Safety Emergency  Response (FSER) is the process of assessing the risk,  making risk management decisions, and communicating  risk in the face of time constraints, lack of data and  knowledge gaps.
