From Evidence to Action: The Story of Cash Transfers and Impact Evaluation in Sub-Saharan Africa

Cash transfers have become a key social protection tool in developing countries and have expanded dramatically in the last two decades. However, the impacts of cash transfers programmes, especially in Sub-Saharan Africa, have not been substantially documented. This book presents a detailed overview of the impact evaluations of these programmes, carried out by the Transfer Project and FAO’s From Protection to Production project. Social Protection in Protracted Crises, Humanitarian and Fragile Contexts. FAO’s Agenda for Action for Social Protection and Cash-Based Programmes

FAO recognizes that scaling-up cash-based programming and risk-informed and shock-responsive social protection systems is a strategic priority in particular to improve food security and nutrition and protect households' assets as well as increase income of the most vulnerable population. Over the past 15 years, there has been a rapid increase in the number of countries implementing social protection schemes, mainly cash-based. Today, more than 1.9 billion people in 136 countries benefit from social assistance programmes and approximately 718 million people are enrolled in cash transfer programmes.

Social protection has helped lift millions of people out of extreme poverty.  However, seventy percent of the world population, particularly in rural areas, still lack social protection coverage. Malawi. Socio-economic context and role of agriculture. Country fact sheet on food and agriculture policy trends.

In reaction to weather and market induced food price crises, the government has implemented various measures targeting maize in order to combat low production and high prices such as the Farm Input Subsidy Programme (FISP) in 2005/06, export bans in 2005/06, 2008/09 and 2012/13, private domestic trade bans in 2006 and 2008, and import restrictions throughout the entire period under review.

To LEAP out of poverty. Impacts of social protection in Ghana

The video shows the results and impacts the Livelihood Empowerment Against Poverty (LEAP) programme is having in Ghana. LEAP is a cash transfer programme for the poorest families in Ghana to reduce poverty and enhance long term human development. LEAP is managed by Ghana's Ministry of Gender, Children and Social Protection. The University of North Carolina and the Institute for Statistical, Social and Economic Research at the University of Ghana carried out the impact evaluation, in conjunction with UNICEF and FAO's PtoP team.

The Economic Impacts of Cash Transfer Programmes in Sub-Saharan Africa

Cash transfer programmes in sub-Saharan Africa impact the productive activities of both beneficiary and non-beneficiary households in the communities where they are implemented. These programmes have led to an increase in agricultural activities in beneficiary households, including greater use of agricultural inputs, more land area in crop production and higher crop output. Beneficiary households have increased ownership of livestock and agricultural tools, as well as a greater tendency to participate in non-farm family enterprises.
