The Programme Clinic: Designing conflict-sensitive interventions - Approaches to working in fragile and conflict-affected contexts. Facilitation guide

In 2018 FAO approved its Corporate Framework to Support Sustainable Peace in the Context of Agenda 2030, committing FAO to a more deliberate and transformative impact on sustaining peace, within the scope of its mandate. The foundational element for FAO supported interventions to - at a minimum - do no harm, or to identify where they may contribute to sustaining peace, is to understand contextual dynamics and how they could interact with a proposed intervention. This is essentially what conflict-sensitive programming means. The Programme Clinic Facilitation Guide is a key step in operationalising this, being a structured participatory analysis designed to [...]

Guide to context analysis informing FAO decision-making. Approaches to working in fragile and conflict-affected contexts

This is essential to effective conflict-sensitive programming. The Guide to Context Analysis is a key step in operationalising this, being an accessible and practical learning tool [...]

Detoxifying agriculture and health from highly hazardous pesticides

While all pesticides can be dangerous when used inappropriately, highly hazardous pesticides are of particular concern due to the severe adverse effects they can cause to human health and the environment. With adequate investment in scaling-up existing and new ecological alternatives for pest control, pesticides that pose unacceptable risk to humans and the environment can be phased out from agriculture and other use sectors. The brochure explains the risks pose by HHPs, the possible alternatives and what can be done to phase them out and opt for more sustainable solutions.

Proactive approaches to drought preparedness. Where are we now and where do we go from here?

This paper presents current approaches to building proactive policies that support drought-stricken populations and activities, reduce vulnerability, and strengthen resilience to droughts. The paper analyses challenges and options for countries to adopt proactive drought preparedness policies, and addresses opportunities for enhancing the role of international organizations. The first section presents an overview of the regions and countries that are most affected by drought. Reinforcing social cohesion and peace in Côte d’Ivoire and Liberia

Along the border of Côte d’Ivoire and Liberia, many communities are ethnically and politically divided. Land is at the heart of social, political and economic life, which makes land disputes and other related issues even more challenging. Tensions and conflict in Liberia, as well as the civil war, created an unstable scenario, where marginalized people increasingly take to demonstrating in cities, and roadblocks and even violence are becoming more common. Within this context, FAO, the United Nations Development Programme (UNDP) and United Nations Mission in Liberia (UNMIL) developed this project to promote the stabilization and cohesion of 10 communities along [...]

Governance challenges for disaster risk reduction and climate change adaptation convergence in agriculture. Guidance for analysis. Governance and Policy Series

This discussion paper aims to help practitioners work in a more informed and politically sensitive way to integrate actions on disaster risk reduction (DRR) and climate change adaptation (CCA) in agriculture. It illustrates some typical governance and political economy-related barriers that may hamper convergence or integration of DRR and CCA actions. It also provides guidance for in-depth governance analysis, putting the analytical focus at national and subnational levels, while considering the international context as an important factor for convergence. The FAO Governance and Policy Support series provides perspectives and concepts on critical governance and policy issues that are relevant to FAO [...]

Resilience analysis of pastoral and agropastoral communities in South Sudan’s cross-border areas with Sudan, Ethiopia, Kenya and Uganda. FAO resilience analysis report No. 17

The IGAD member states are situated in a region exposed to recurrent natural shocks, political instability and characterized by internal and cross-border population displacement. Conflict is the root cause of food insecurity in South Sudan where about 6 million people were estimated to be severely food insecure in September 2017. Internal and cross-border displacement prevents households from engaging in typical livelihood activities, inhibits economic growth and disrupts markets and trade routes. Consequently, income-earning opportunities are limited, and the Government’s earnings in United States dollars are very low, which has led to hyperinflation. The European Union funded “Strengthening the Livelihoods Resilience [...]

Household vulnerability to food insecurity in the face of climate change in Paraguay. FAO Agricultural Development Economics Working Paper 19-04

This working paper analyses the effect climate change is expected to have on agricultural productivity, caloric consumption, and vulnerability to food insecurity of household agricultural producers in Paraguay. Our results suggest that increasing temperatures and reduced precipitation will reduce agricultural productivity and caloric consumption, and increase vulnerability to food insecurity. Specifically, a 1 percent increase in average maximum temperatures is associated with a 5 percent reduction in agricultural productivity. A 5 percent reduction in agricultural productivity translates into nearly a 1 percent reduction in caloric consumption. Vulnerability to food insecurity in Paraguay is expected to increase by 28 percentage points [...]
