Climate-smart agriculture in China. From policy to investment

Climate-smart agriculture (CSA) is a comprehensive system that requires thorough consideration of local climate, natural environment, market demand, economic and cultural environment. FAO introduced CSA at the Hague Conference on Agricultural, Food Security and Climate Change in 2010 and has been strongly supporting it since then. The development of CSA in China contributes to reaching its carbon peak by 2030 and carbon neutrality in China by 2060.This publication introduces China's CSA development and provides policy proposals. It contains four sections: the background and development status of China's CSA; practices and achievements of China's CSA, including analysing case studies such as [...]

Assessing the state of youth financial inclusion in developing contexts

In developing and emerging contexts, youth of all ages and backgrounds face substantial and multidimensional challenges when seeking to access the financial services they need to take adequate care of several aspects of their personal and professional lives. These barriers to financial inclusion represent a core development constraint that limits the capability of the youth to unlock their true potential as entrepreneurs, business innovators, and – ultimately – as agents of growth and change in developing contexts. From the perspective of a financial inclusion practitioner, the ability to assess these barriers with insight and precision – as well as being able [...]

A tool to support the spatial prioritization of commodity-specific investments. An application to Uganda

In this paper, we propose a simple methodology to select a limited number of geographical areas to prioritize for commodity-specific investments in Uganda. Similar to other approaches for prioritizing investments geographically, the basic idea behind the proposed method is that districts with high agro-ecological potential, that are also far from their potential and have high levels of poverty, should be prioritized for commodity-specific investments as they are where investments are likely to have the highest impact. The methodology then proposes an iterative elimination algorithm to provide a list of suggested districts that rank high in all dimensions. The results highlight that [...]

Managing risks to build climate-smart and resilient agrifood value chains. The role of climate services

This work provides a preliminary analysis of the key climate risks affecting agrifood value chains and opportunities for climate services that reach stakeholders involved in all stages of the value chain, from agrifood production to harvest, storage and refrigeration, processing and packaging, transportation, markets, trade and consumption. Climate services provide opportunities to effectively and comprehensively mainstream climate risk management across the entire agrifood value chain, in addition to increasing sustainability and efficiency in the face of changing climate conditions. This report provides significant primary information and recommendations on the development of climate services across the agrifood value chain with a view [...]

The impact of changes in the fundamental drivers of trade – Productivity, trade costs, and trade policies. Background paper for The State of Agricultural Commodity Markets (SOCO) 2022

Countries’ varying natural resource endowments are vital in explaining international trade. Traditional trade theory suggests that differences in technology and factor endowments lead countries to specialize and export certain goods or services in which they have a comparative advantage. The computable general equilibrium (CGE) model simulations used in this paper aim to explain agricultural trade patterns and show how agricultural trade would change in response to productivity, infrastructure and institutions improvements and trade cost changes from regional and global trade liberalization. A set of nine scenarios is used to explore the effects of productivity, transport costs, non-tariff barriers (NTB), and border [...]

Distributional impacts of agricultural policies in Zambia: A microsimulation approach

This paper examines the distributional impacts of agricultural policies versus those of cash transfers using a tax–benefit microsimulation model for Zambia for the policy year 2020. The analysis also considers the behavioural impacts of input subsidies and social cash transfers. The results indicate that Zambian agricultural policies reduce headcount poverty by 3–5 percentage points, depending on whether only their direct impacts or also behavioural impacts that lead to changes in agricultural production are taken into account. The paper also considers policy reforms where the goal is to achieve similar, or even greater, poverty reduction with smaller government net expenditure. The results [...]

The State of Agricultural Commodity Markets 2022. The geography of food and agricultural trade: Policy approaches for sustainable development

The State of Agricultural Commodity Markets 2022 (SOCO 2022) discusses how trade policies, based on both multilateral and regional approaches, can address today’s challenges for sustainable development. Trade policies in food and agriculture should aim to safeguard global food security, address the trade-offs between economic and environmental objectives, and strengthen the resilience of the global agrifood system to shocks, such as conflicts, pandemics and extreme weather. The report discusses the geography of trade, analysing food and agricultural trade and its patterns across countries and regions, its drivers and the trade policy environment. Comparative advantage, trade policies and trade costs shape the [...]
