This brief is based on the Forum’s discussion on “Rural migration, agriculture and rural development”. It presents experts’views on the causes and impacts of migration and the best ways to address the needs of affected communities and individuals.
While migration has long been part of a wider process of development and structural transformation, migrants often feel they have no choice but to leave home, due to poverty or other harsh conditions. Despite the focus on international migration, most migrants move within their home countries.

Institutions, Economic Freedom and Structural Transformation in 11 Sub-Saharan African Countries. FAO Agricultural Development Economics Working Paper 18-01
Good institutions are a fundamental pre-requisite to successfully achieve structural transformation in growing developing countries (UNECA, 2016). Sub-Saharan Africa is experiencing a rapid growth but a weak and slow structural transformation process, which is mainly characterized by the reallocation of labour from agriculture to low skilled services. The focus of this paper is to explore how political and economic institutions affect structural transformation in a panel of 11 sub-Saharan African countries. Our empirical analysis reveals a positive and statistically significant effect of quality of institutions and economic freedom measures on structural transformation between sectors, which translates into movement out of agriculture. These guidelines are primarily directed towards decision-makers responsible for integrating the goals and targets of the 2030 Agenda for Sustainable Development into national policies and programmes. Emergency Assistance for Smallholders Affected by El Niño-induced Drought in Ethiopia
Despite government efforts to reduce poverty and food insecurity, Ethiopia remains one of the world’s poorest countries, with around 25 million people living in extreme poverty. The country is exposed to a wide range of natural hazards, especially recurrent drought, such as that induced by El Niño in Amhara and Tigray Regions in 2014/15. The aim of the project was to provide emergency assistance in these regions for vulnerable smallholder households affected by the 2014/15 drought, many of whom had consumed their seed reserves. Controlling highly pathogenic avian influenza outbreaks in Ghana
Livestock and poultry-keeping are crucial to the farming and livelihood systems of Ghana. In May 2015, outbreaks of highly pathogenic avian influenza (HPAI) threatened these systems and made it essential that measures be put in place to forestall losses caused by the disease in the affected areas and elsewhere. The project was designed to control the disease in Ghana and, above all, to prevent its spread to non-affected regions of the country and to neighbouring countries, by means of an immediate response.

The impact of the shea nut industry on women’s empowerment in Burkina Faso. Social Protection and Forestry Working Paper 3
This study report, developed in collaboration with the Bright Futures of Burkina Faso, is based on the case study in Burkina Faso. It, through a survey of 183 women and 6 men including 36 leaders of shea groups, provides quantitative analysis on the economic resilience derived from shea nuts in terms of income, assets and savings; on the social indicators of wellbeing, education, health and living standards; and on the political implications, especially with regard to women’s decision making at home and at work, participation in the shea value chain and personal aspirations.
