Agricultural policies for a sustainable rice supply chain in Ecuador. FAO Agricultural Development Economics Policy Brief 18

The high cost to Ecuador’s national budget of maintaining a minimum guaranteed producer price for rice led to the introduction of a price bracket system in 2017. The minimum support price policy and a complimentary high import tariff were meant to protect small rice producers from competition from world markets and increase their incomes. However, farmers with greater productive capacity are currently accruing the highest income transfers from the guaranteed minimum rice price. Moreover, the policy has led to distortions throughout the marketing chain, only partially meeting its objective of price stability. The introduction of the price bracket system and [...]

Background Notes on Sustainable, Productive and Resilient Agro-Food Systems: Value chains, human capital, and the 2030 Agenda

Agricultural production more than tripled between 1960 and 2015, owing in part to productivity-enhancing technologies and a significant expansion in the use of land, water, and other natural resources for agricultural purposes. Today, more than ever, agriculture faces multiple and complex challenges. It has to provide sufficient, safe, and nutritious food to meet boosting demand by a growing and progressively more prosperous population, and ensure food security for all.  Prepared to support the G20 Presidency of Japan and the G20 Agriculture Deputies, these three background notes provide an overview on the following interlinked issues: (i) the policy challenges for strengthening [...]

Available only in French

Local Economy Impacts and Cost-Benefit Analysis of Social Protection and Agricultural Interventions in Malawi

Using rural economy-wide impact simulation methods and cost-benefit analysis, this study examines the impacts of individual and combined social protection and agricultural interventions in Malawi on incomes, poverty and production. The goal of this analysis is to provide evidence on policy options to increase coordination and coherence between social protection and agricultural programmes, with the objective of reducing poverty, increasing incomes and enhancing agricultural production and productivity.    Research shows that significant income gains in rural areas can extend beyond the direct beneficiary households, as a result of consumption and other local linkages. Given the income gained by these vulnerable households, [...]

Cropping systems diversification to enhance productivity and adaptation to climate change. Mozambique

Farmers in Mozambique are diversified, but subsistence-oriented. Thirty-seven percent of farmers in Mozambique grow a three crop system based on maize, a legume, and an alternative staple, such as cassava or sorghum. This system is an effective adaption strategy, as it reduces crop income volatility compared to less diverse systems, but it is also associated with low levels of productivity, input use, and incomes. Adoption of cash cropping system improves farmers’ welfare. Farmers who adopt cash crops have higher average incomes and higher productivity levels. However, only 19 percent of farmers grow cash crops. Limited household resources and isolation from [...]

Strengthening linkages between small actors and buyers in the roots and tubers sector in Africa. Rwanda

Rwanda is the sixth largest producer of potatoes in Africa, and the Irish potato is one of the most important crop in the country. Small scale farmers and food enterprises though strong contenders for regional and domestic market opportunities, have difficulties entering the value chain. To unleash their potential, the African Roots and Tubers project sought to: (i) increase and intensify sustainable market-led production and (ii) strengthen farmers’ cooperatives; (iii) improve access to climate change risk management tools and access to finance; and (iv) develop business models throughout the value chain in which farmers and enterprises play a key role [...]

Agricultural Loan Analyzer

Loan appraisal is a critical step in the risk management processes of financial institutions, and has a direct impact on portfolio quality and institutional viability. In this sense, the demands of traditional loan appraisal for agricultural households make capital inaccessible to many agricultural clients. The Agriculture Loan Analyzer tool helps to facilitate agricultural loan appraisals based on cash-flow analysis. Target users: financial institutions (loan officers, credit analysts, other agricultural lending practitioners), central banks, donors, policy makers. Supports the risk management processes and capacities of these stakeholders in the design of sustainable and inclusive financial services.

Agricultural investment funds for development. Descriptive analysis and lessons learned from fund management, performance and private–public collaboration

This publication explores agricultural investment funds as a vehicle for financing agricultural businesses and projects. It looks at the capital needs of the different agricultural actors along the agricultural value chain and taking into consideration investment funds involving all kinds of investors (private, public as well as joint initiatives) and investment objectives. The publication draws heavily from the FAO 2010 publication “Agricultural Investment Funds for Developing Countries”, which was developed from an FAO-ConCAP research study that identified a broad range of investment funds that target agriculture in developing and transitioning countries. The identified funds were classified according to various criteria such [...]
