Implementation of decentralised food procurement programmes and the impact of the policy, institutional and legal enabling environment: the case of PRONAE and PAA Africa in Mozambique. Working Paper No. 161

Drawing on two school feeding programmes in Mozambique, this study shows how policy reforms need to be aligned legally for successful implementation. It also argues that pilot initiatives can inform the adaptations needed within institutional frameworks.

While countries in Europe and Central Asia have made significant progress reducing the prevalence of undernourishment, 14.3 million people still experience severe food insecurity. Measuring the cost of dietary diversity: Novel price indexes to monitor access to nutritious diets. Trade Policy Technical Notes No. 20.

The technical note describes a novel approach to measure changes in the affordability of nutritious diets in low-income settings, using price indexes to monitor how trade policy or market infrastructure and other factors influence the cost of reaching a standard threshold of dietary diversity.  Preliminary results for a new Cost of Diet Diversity price index in Ghana are provided.

During the review period (2007-2015), the government continued to support small and medium scale producers through several schemes, including distributing seeds, expanding agricultural credit, providing direct payments and marketing programmes. Since 2005, the National Pledge Programme has been targeting rice producers and financing storage in periods of low prices or oversupply.
