Case study on the use of Information and Communication Technology in the Management of Rural Groundwater in China
The objective of this case study is to understand the application of ICT technologies for rural groundwater management in China, and it’s impacts on the rural poor. This will help understand the physical and policy context this technology is being applied and expanded, its impact on resource management, and changes in water delivery service to farmers. These understanding will help improve this technology and provide data and information for its replication in other parts of Asia. It will also help understand the capabilities of the ICT within the water sector applications.

Unsustainable water use (over-drafted aquifers, seasonally dry rivers, disappearing lakes and wetlands) is a problem across the world. This is especially true in the NENA region, which includes many of the most water-short countries in the world. On 25 September 2015, the 193 Member States of the United Nations adopted the 2030 Agenda for Sustainable Development – including 17 Sustainable Development Goals (SDGs) and 169 targets – committing the international community to end poverty and hunger and achieve sustainable development between 2016 and 2030. Agriculture, deforestation and other land use account for roughly 25 percent of all greenhouse gas (GHG) emissions (IPCC, 2014). When the share of industry related to agriculture is included, the agriculture sector is an even greater contributor to climate change. It is thus crucial to identify technologies and practices that ensure a high and sustainable level of agricultural production while reducing GHG emissions from the sector.
