Monitoring and Analysing Food and Agricultural Policies (MAFAP): Database

Since 2009, FAO’s MAFAP programme has been working in several developing countries to create sustainable policy monitoring systems and carry out a consistent set of policy and public expenditure analyses across a wide range of agricultural value chains. MAFAP works with government institutions, research organizations and other partners to establish a community of practice on policy measurement, monitoring and analysis by developing institutional capacities to systematically analyse government policies and their effects. MAFAP analyses are used to inform targeted food and agricultural policy reforms that will result in a more conducive environment for agricultural investment and productivity growth, especially for smallholder farmers. MAFAP’s [...]

Public-Private Partnerships for Agribusines Development. A Review of International Experiences

High levels of investments are required to unleash the potential of agriculture for sustainable development and poverty reduction in developing countries, but low public budgetary allocations to the sector have slowed growth. To address this problem, innovative partnerships that bring together business, government and civil society actors are increasingly being promoted as a mechanism for pooling much-needed financing while mitigating some of the risks of doing business in the agriculture sector. Commonly referred to as public–private partnerships (PPPs), these initiatives are expected to contribute to the pursuit of sustainable agricultural development that is inclusive of smallholder farmers. However, there remain [...]

Adopting a Territorial Approach to Food Security and Nutrition Policy

The calls for action are numerous: at the United Nations Rio+20 Conference on Sustainable Development in September 2012, governments reaffirmed the fundamental right of everyone to be free from hunger. The same year, the UN Secretary General launched the “Zero Hunger Challenge” campaign to end hunger globally. The United Nations 2030 Agenda for Sustainable Development, endorsed in September 2015, confirms the importance of achieving food security, and eradicating hunger is the second Sustainable Development Goal (SDG 2). Since 1990, much progress has been made in reducing hunger. Yet, challenges to food security and nutrition remain as pressing as ever. Around [...]

Policy Analysis Paper: Policy Mainstreaming of Biodiversity and Ecosystem Services With a Focus on Pollination

This publication addresses the need to strengthen the interface between the scientific community, knowledge-holders and policymakers, and build capacity for and strengthen the use of science and knowledge in policymaking on the topic of ecosystem services. With respect to the ecosystem service of pollination, FAO developed a protocol to identify and assess pollination deficits in crops – resulting in a global meta-analysis, with data from eleven countries. Results emerging from this endeavour give strong indication that pollination deficits may exist in a wide variety of farming systems across the world. As a response to this science, researchers and policymakers from [...]

Regional Strategic Framework Reducing Food Losses and Waste in the Near East & North Africa Region

Food losses and waste (FL&W) in the Near East & North Africa (NENA) region are high and contribute to reduced food availability, aggravated water scarcity, adverse environmental impacts and increased food imports, in an already highly import-dependent region. This document outlines a Regional Strategic Framework for reducing food losses and waste in the region. It responds to the FAO NERC-31 (in May 2012) recommendation calling on FAO to “assist member countries in addressing the key challenges of reducing food waste and losses by conducting comprehensive studies on impact of food losses and waste on food security in the region and in establishing a plan to [...]

Food security and international trade – unpacking disputed narratives

Is trade a threat or an opportunity for food security? Longstanding debates over this question remain unresolved. This is understandable when one considers that the agricultural sector serves a range of vital functions in society. This paper seeks to shed light on this debate by providing an overview of the main opposing narratives and the rationale behind them. It does not seek to advocate one viewpoint over the other. Instead, it seeks to examine the contours of the debate with a view to uncovering why it is so polarized, and how we might move beyond the current impasse in international [...]
