Global science–policy interfaces related to agrifood systems: a desktop review of structures and common patterns

This background paper to the guidance that FAO is developing on strengthening science–policy interfaces (SPIs) for agrifood systems at the national level sets provides information about the structures and patterns common to global SPIs. It aims to: 1) provide a broad overview and comparison of how international SPIs work, 2) identify a set of categories that are relevant to the work of SPIs, 3) present a systematic, comparative analysis based on publicly available data, 4) draw preliminary conclusions based on findings, and 5) suggest further avenues for study. The conceptual framework identifies three key components of SPIs that, operating together, [...]

Using geographical indications to improve sustainability. Lessons learned from 15 years of FAO work on geographical indications

Since 2007, FAO has been applying a comprehensive approach to support its Members in the development of sustainable geographical indications, with the scope of its work ranging from local value chains to national institutional frameworks.Based on the lessons learned from technical assistance projects, consultations with stakeholders across the globe and scientific expertise, FAO has identified a number of best practices to ensure that geographical indications contribute to the development of sustainable food systems. This policy guidance brief highlights the importance of endogenous projects that put local producers at the centre of geographical indication processes (with support from public authorities and [...]

The impacts of COVID-19 and policy responses in rural economies. Findings from a local-economy general equilibrium modelling study

The impacts of the COVID-19 pandemic and government policies to limit its spread are multi-faceted and complex. Market linkages transmit these impacts through economies, from directly affected actors to others in both the urban and rural spheres. Economic contexts, including the structure of local economies, shape the transmission of impacts on rural men and women. Because of this, the pandemic, lockdowns, and mitigation policies influence outcomes in complex ways. In most cases, the magnitudes and even the signs of impacts cannot be determined ex ante. In this study, we use multiple local economy-wide impact evaluation (LEWIE) models to estimate the [...]

This study reviews the agricultural policy environment and provides quantitative indicators for policy incentives and disincentives to agricultural producers for key commodity value chains in the eight study countries in Eastern Europe, Caucasus and Central Asia (Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, the Republic of Moldova, Tajikistan and Uzbekistan), utilizing the methodology aligned with the approach of the International Organizations Consortium for Measuring the Policy Environment for Agriculture (Ag-Incentives Consortium). This report describes the methodology and approach taken for these eight countries covered by this study and presents the key results and their interpretation in the policy and market contexts of [...]

European good practices on land banking. FAO study and recommendations

Many countries in Western Europe have a long tradition of applying land banking as part of the integrated toolbox of land management instruments. As with land consolidation, the traditional purpose of land banking has been to support agriculture and rural development by reducing land fragmentation and facilitating the enlargement of farms. In Western Europe, the objectives of land banking have developed over the last decades, and today, in several countries, the instrument is applied in a multi-purpose approach together with land consolidation. In most countries, land banking shares the objectives of land consolidation, which in addition to continued agricultural development, [...]

Access to food in 2021: filling data gaps. Results of twenty national surveys using the Food Insecurity Experience Scale (FIES)

This report presents the results of assessments based on the food insecurity experience scale (FIES), data collected by FAO in twenty least developed countries (LDCs), landlocked developing countries (LLDCs) and Small Island Developing States (SIDS) between November 2021 and February 2022. For nine of the countries (including eight SIDS), it was the first time FIES data had been collected. The surveys described in the report were conducted to provide accurate and timely food insecurity assessments of the 20 countries for which food security data are scarce. The detailed results, presented at the subnational level, can support country-level decision-making and will [...]

A holistic approach to food loss reduction in Africa: food loss analysis, integrated capacity development and policy implications

Food insecurity in the African context is a critical issue; yet total food losses are estimated at 15.9% and 17.2% in quantity and in caloric value, respectively (FAO, 2019). Currently across the continent, there is insufficient funding and the lack of policy mechanisms to support interdisciplinary analytical approaches and data collection systems to better inform the reduction of food loss. This paper highlights the critical need for a paradigm shift of current research and development programs aimed at food loss reduction, as demonstrated by findings of a project implemented in Burkina Faso, the Democratic Republic of Congo and Uganda by the [...]

Global report on the state of dietary data

Diet and nutrition are critical to health, well-being and longevity. The economic and health burdens associated with poor quality diets are a worldwide concern, but for low- and middle-income countries (LMICs), the long-term impact of these burdens has the potential to be especially devastating. Many of these LMICs are currently grappling with the deepening multiple burdens of malnutrition, with undernutrition, nutrient inadequacies, and overweight and obesity often presenting simultaneously in communities, households and even in single individuals.Time-relevant data is a necessary and critical component of any process or initiative that aims to ensure healthy diets. Robust data on what people [...]
