Meeting Fuel and Energy Needs in Protracted Crises. The SAFE approach

This note focuses on the topic of access to fuel and energy in protracted crises, and the possible solutions using the SAFE approach, illustrated by case studies from FAO's interventions in protracted crisis situations. Access to fuel and energy – vital for food security – is often highly constrained in protracted crises. The risks posed by limited access to fuel and energy are multiple and diverse depending on the context, including malnutrition, environmental degradation, a high work burden for women, gender-based violence (GBV) and unsustainable livelihood activities. The inter-agency Safe Access to Fuel and Energy (SAFE) initiative and FAO’s work on [...]

Land and People in Protracted Crises. Building Stability on the Land. Guidance Note

This note focuses on the topic of access to land and land governance in protracetd crises, providing some possible solutions illustrated by case studies from FAO interventions in such contexts. Protracted crisis do represent a signal of alert on the fact that approaches proposed so far where not enough to deal with such a complexity. Not enough cross-sectorial, not enough inclusive and not enough able to create a sense of ownership by the concerned stakeholders. This is why a renewed thinking is needed, based on the concrete observations of local dynamics, making an effort to understand the positions and interests of [...]

United Nations Decade of Action on Nutrition 2016-2025. Towards country-specific SMART commitments for action on nutrition

A common vision for global action to eradicate hunger and end all forms of malnutrition was defined by the ten commitments of the Rome Declaration on Nutrition and the accompanying 60 recommended policy options and strategies in its Framework for Action which were adopted at the Second International Conference on Nutrition (ICN2) in November 2014.  The next step is to translate selected policy options and strategies into country-specific commitments for action, in line with the 2030 Sustainable Development Goals (SDGs) and various regional strategic frameworks.

FAO's Bioenergy and Food Security (BEFS) Approach. Implementation Guide

It consists of tools and guidance to support countries through the main stages of the bioenergy policy development and implementation process. Countries may decide to use specific components of the BEFS Approach depending on the level of bioenergy development, and the status of bioenergy policy formulation and implementation.  This approach can be implemented directly by governments, experts in the field and other stakeholders [...]

Monitoring and Analysing Food and Agricultural Policies (MAFAP): Database

Since 2009, FAO’s MAFAP programme has been working in several developing countries to create sustainable policy monitoring systems and carry out a consistent set of policy and public expenditure analyses across a wide range of agricultural value chains. MAFAP works with government institutions, research organizations and other partners to establish a community of practice on policy measurement, monitoring and analysis by developing institutional capacities to systematically analyse government policies and their effects. MAFAP analyses are used to inform targeted food and agricultural policy reforms that will result in a more conducive environment for agricultural investment and productivity growth, especially for smallholder farmers. MAFAP’s [...]

FAO Policy on Indigenous and Tribal Peoples

Consistent with its mandate to pursue a world free from hunger and malnutrition, the following “FAO Policy on Indigenous and Tribal Peoples” has been formulated so as to ensure that FAO will make all due efforts to respect, include and promote indigenous issues in relevant work. In so doing, it joins the international community’s increasing mobilization in favour of the rights and concerns of indigenous peoples, most of whom suffer disproportionately from multiple adversities such as discrimination, poverty, ill health, political under-representation, and environmental and cultural degradation. Although much attention is focused on the challenges that indigenous peoples face, it [...]
