Global plan of action for the conservation, sustainable use and development of forest genetic resources

Forest genetic resources (FGR) are the heritable materials maintained within and among tree and other woody plant species that are of actual or potential economic, environmental, scientific or societal value. They are crucial to the adaptation and protection of our ecosystems, landscapes and production systems, yet are subject to increasing pressures and unsustainable use. This Global Plan of Action identifies 27 strategic priorities grouped into 4 areas: 1) improving the availability of, and access to, information on FGR; 2) conservation of FGR (in situ and ex situ); 3) sustainable use, development and management of FGR; 4) policies, institutions and capacity-building. Implementation [...]

Making Economic Corridors Work for the Agricultural Sector

Developing countries are increasingly using agrocorridors to develop their agricultural sectors. These corridors promote inclusive agribusiness growth, building on a linear agglomeration of people and activities along existing transportation infrastructure. Based on initiatives in Central Asia, the Greater Mekong Subregion, Indonesia, Mozambique, Peru and the United Republic of Tanzania, this report shows how agrocorridors help improve physical connectivity and functioning of markets, while generating economies of scale in agriculture. Agrocorridors do this because they integrate public and private investments in “hardware” (transport and agribusiness infrastructure), “software” (policy and regulatory framework) and “orgware” (institutional strengthening and capacity building). The goal of [...]

When the Law is Not Enough. Paralegals and Natural Resources Governance in Mozambique. FAO Legislative Study 110

The Mozambique land law provides statutory recognition of customary land rights and is considered one of the most progressive legislations in Africa. However, the law continues to face implementation challenges, including the realization of equal rights for women and institutional reform. Simply having a progressive law ‘is not enough’ to bring about transformative change in a country. Recognizing these challenges, the Food and Agriculture Organization of the United Nations (FAO) developed a programme to support the legislation through the capacity development of both direct beneficiaries and those responsible for implementing it. This publication, presents an overview of how this programme [...]

Agricultural Trade Expert Network in Europe and Central Asia

The transformation of agricultural markets as a result of political and economic transition in the post-Soviet countries was accompanied by the process of globalization and deepening trade integration both within the region and with external trade partners. These countries are often engaged in multiple trade negotiation processes at the same time, each with their own challenges and benefits.  Many European and Central Asian countries joined the WTO which helped enhance their participation in global agricultural trade, and the region plays an increasingly important role as a supplier of agricultural commodities to international markets. The network brings together experts who conduct research, carry [...]

Integrating the Right to Adequate Food in National Food and Nutrition Security Policies and Programmes. Practical Approaches to Policy and Programme Analysis

This volume outlines a simple and practical way to analyse the design and implementation of food and nutrition security (FNS) policies and programmes from a right to food perspective. The right to food approach, as an instrument to help formulate FNS policies and programmes, is emphasized. The primary focus is on national overarching FNS policies. The question of how to assess sector policies that may have direct or indirect impacts on food security and nutrition security is also addressed. Good policies need an enabling implementation environment, which includes evidence-based decisions, adequate financial and human resources and sound governance. These aspects [...]

Organization development (OD) is an important area of capacity development practice to improve food and nutrition security, reduce poverty and promote sustainable development. OD is a powerful instrument that helps to analyse and engage in complex situations or contexts and discover effective ways to promote processes of organizational change. Learning Module 4 is the fourth in the FAO capacity development series. It aims to create a basic understanding of OD and system thinking approaches, as even a basic understanding can cultivate a new way of working. It reflects the learning experience, constructive inputs and wealth of exchanges from the OD seminar series which was held in FAO [...]

FAO Policy on Gender Equality. Attaining Food Security Goals in Agriculture and Rural Development

Gender equality is central to the Food and Agriculture Organisation of the United Nations’ (FAO’s) mandate to achieve food security for all by raising levels of nutrition, improving agricultural productivity and natural resource management, and improving the lives of rural populations. FAO can achieve its goals only if it simultaneously works towards gender equality and supports women’s diverse roles in agriculture and rural development. Gender equality is not only an essential means by which FAO can achieve its mandate, it is also a basic human right. Available in French and Spanish.

Policy Instruments to Promote Good Practices in Bioenergy Feedstock Production

Building on FAO’s work on good practices in agriculture and forestry, the Bioenergy and Food Security Criteria and Indicators (BEFSCI) project has compiled a set of good environmental practices that can be implemented by bioenergy feedstock producers in order to minimize the risk of negative environmental impacts from their operations, and to ensure that modern bioenergy contributes to climate change mitigation while safeguarding and possibly fostering food security.  BEFSCI has also compiled a set of good socio-economic practices that can help minimize the risks and increase the opportunities for food security associated with bioenergy operations.  BEFSCI has identified a range of policy instruments that [...]
