This policy brief is based on the FAO (2018) report “Policy coherence for agricultural transformation in African least developed countries: Aligning agriculture and trade policymaking processes”. The report presents the results of the Multi-partner Programme Support Mechanism (FMM) Project on Trade related capacity development for food security and nutrition in Eastern and Southern Africa, implemented by FAO and focusing on four least developed countries in Africa: Mozambique, Rwanda, Tanzania and Zambia.

Guide to context analysis informing FAO decision-making. Approaches to working in fragile and conflict-affected contexts
In 2018 FAO approved its Corporate Framework to Support Sustainable Peace in the Context of Agenda 2030, committing FAO to a more deliberate and transformative impact on sustaining peace, within the scope of its mandate. The foundational element for FAO supported interventions to - at a minimum - do no harm, or to identify where they may contribute to sustaining peace, is to understand contextual dynamics and how they could interact with a proposed intervention. This is essential to effective conflict-sensitive programming.

Country gender assessment of agriculture and the rural sector in Samoa
The objective of the Assessment is to analyse the agriculture and rural sectors from a gender perspective at the macro level (policy), meso level (institutional) and micro level (community and household). The Assessment seeks to identify gender inequalities in access to critical productive resources, assets, services and opportunities. The assessment looks at the priorities, needs and constraints of both women and men in agricultural and rural communities, and the gaps that exist in responding to these issues. It also provides recommendations and guidance to promote gender sensitivity in future programmes and projects, and identifies possible partners for gender-related activities.

Favourable policies for family-based maize production in Ecuador. FAO Agricultural Development Economics Policy Brief 17
This policy brief analyses Ecuador’s trade, productive and price policies for maize and their effect on farmers’ level of protection. The minimum support price enacted until 2017, turned out to be a non-operative policy due to a higher market price, which created incentives for speculative investments by traders. To counteract speculative investments the Ministry enacted a price range for maize, the price ceiling is expected to counteract future speculations.
