Assessing the Policy Environment for Cash Crops in Malawi: What Could Hinder the Achievement of the National Export Strategy Objectives? FAO Agricultural Development Economics Working Paper 17-02

This paper examines the main issues affecting producers of export crops in Malawi that could compromise the attainment of the National Export Strategy (NES) 2013-2018 targets. The analysis assesses the level of policy support to the major export crops (cotton, groundnuts, sugar, tea and tobacco) for the period 2005-2013, by calculating the Nominal Rate of Protection (NRP), the Nominal Rate of Assistance (NRA) and the Market Development Gap (MDG) indicators for producers and by analysing public expenditure targeting the aforementioned commodities. The results show that trade and market policies resulted in disincentives of -15 percent on average for cash crop [...]

Ending poverty and hunger by investing in agriculture and rural areas

While there has been an unprecedented achievement in poverty reduction in the last three decades, eradicating extreme poverty and halving poverty by 2030 are still two of our greatest challenges. Today, about 767 million people continue to live in extreme poverty. Roughly, two thirds of the extreme poor live in rural areas, and the majority are concentrated in Sub-Saharan Africa and South Asia. In the past 30 years, private and public investments in agriculture and rural areas have remained stagnant or have declined in most developing countries, particularly in Sub-Saharan Africa and South Asia, where poverty and hunger are most [...]

Global Action Programme on Food Security and Nutrition in Small Island Developing States: Supporting the implementation of the Samoa Pathway

The complexity and magnitude of these challenges are daunting and far too great for any one agency, organization or country to solve on their own. Closer international cooperation and a more integrated approach are needed so that all stakeholders can play their part in supporting SIDS in achieving the Sustainable Development Goals.

The 2017 report contains a special feature on the prospects for, and challenges facing, Southeast Asia. Over the ten-year Outlook period, agricultural markets are projected to remain weak, with growth in China weakening and biofuel policies having less impact on markets than in the past. Future growth in crop production will be attained mostly by increasing yields, and growth in meat and dairy production from both higher animal stocks and improved yields. Agricultural trade is expected to grow more slowly, but remain [...]
