FAO promotes PSMA at Port State Control meeting, discusses with Guinean fisheries authorities
© FAO/Eric MostertOfficials from the Food and Agriculture Organization of the United Nations (FAO) participated as an observer in the fifteenth meeting of the Port State Control Committee and the third meeting of the Abuja MoU Bureau, in Conakry, Republic of Guinea, between the 6-9 October 2025.
FAO had the opportunity to discuss the coordinated implementation of the FAO Agreement on Port State Measures (PSMA) within the broader framework of port State control as per Article 5(a) of the Agreement. In this context, FAO presented its international course on the coordinated implementation of international instruments contributing to the fight against illegal, unreported and unregulated (IUU) fishing, including the IMO Cape Town Agreement (IMO CTA), the International Convention on Standards of Training for Fishing Vessel Personnel (STCW-F), the ILO Work in Fishing Convention (ILO C.188), and the PSMA.
In parallel with this international meeting, FAO also had the opportunity to be received by His Excellency Mr. Fassou Thea, Minister of Fisheries and Maritime Economy, as well as by the Director General of the National Fisheries Surveillance and Enforcement Center, Mr. Guillaume Hawing. These meetings provided an opportunity to take stock of past activities carried out to support national authorities in Guinea to improve their fight against IUU fishing, and to discuss new areas where FAO technical assistance would be useful.
Guinea benefited from technical assistance funded by the Kingdom of Norway as part of a global capacity building programme which ended in June 2024.
