    Within the remit of reducing world hunger FAO has been extensively involved with pests and pesticides management. Based on the experience gained over the past 20 years FAO has developed a series of tools which allow a risk based approach to dealing with obsolete pesticide stocks considering the potential impact on both public health and the wider environment. This has led to the development and publication of the Environmental Management Tool Kit Series. The methodologies presented in these tools have been developed to provide a sound technical baseline for implementation of pesticide inventory, obsolete stock site prioritization and safeguarding projects in developing and developed countries in many regions across the globe. They have a solid foundation in international regulations from the US and Europe and so can be considered as complying with international best practice for worker and environmental safety. Despite the implementation of projects resulting in the removal of the above ground stocks, pesticide legacy problems persist that affect the ground beneath the sites and the groundwater passing through it. In many cases the grounds at these sites present a greater risk to human health and the wider environment than the original pesticide stockpiles which are often sent for environmentally sound disposal. To assess the particular risks posed by pesticide contaminated land, FAO has developed a fifth tool in the EMTK series, the EMTK 5.     Welcome to Volume 2 of the FAO Environmental Management Tool Kit (EMTK) for Obsolete Pesticides. The tool kit provides a practical set of methodologies to assist countries in the risk-based management of obsolete pesticides. The tool kit has been divided into sections for ease of reference. Tools D, E and F in Volume 2 cover all aspects of the safe storage and transport of pesticides. The outputs from applying tools D, E and F are essential planning tools that should be incorporated into the project environmental assessment and EMP, which is covered in more detail in EMTK Volume 3. Application of the tools will have a direct impact on the safeguarding strategy adopted by a country and will make a large contribution to risk reduction and safe implementation.

    The preparation of coherent and environmentally sound strategies for the safeguarding and disposal of obsolete pesticides and associated wastes is a vital component of pesticide management. The guidance contained in this document provides the user with the support needed to complete the development of the strategies for safeguarding and disposal along with offering formats for the presentation of the environmental assessment (EA) and associated environmental management plans (EMPs). Th e development of a project-level EA that includes a detailed EMP to identify and then mitigate the risks associated with the implementation of these strategies is a prerequisite for any project supported through FAO and other agencies, such as the World Bank1 involving the safeguarding and disposal of obsolete pesticides and associated wastes. The EA should provide a detailed analysis of the relationship of the pesticides and their storage locations with the country’s1 general environm ent. This will allow a complete assessment of potential impacts during the implementation of safeguarding and disposal activities. Volume 3 of the Environmental Management Tool Kit series for Obsolete Pesticides (EMTK Volume 3) provides countries with step-by-step advice on how to develop these strategies and how to then identify the risks associated with their implementation. It uses data collected during the inventory and through the application of tools A–C (EMTK Volume 1) and tools D–F (EMTK Volume 2) to formulate a series of national strategies based on the specific country situation. It then shows how these crucial outputs can be combined to form a single, country-specific EA report for obsolete pesticides and associated wastes. Both the EA and the EMP should be considered as practical tools to act as an overall guide in assisting countries during subsequent project implementation.
