Professionals in El Salvador complete a Training of Trainers course on the Right to Adequate Food

El Salvador - 4 June 2013. A group of 39 Salvadoran professionals in Law, Nutrition, Education and Biology, among other areas, concluded this week the training course on the Right to Adequate Food conducted by the Food and Agriculture Organization of the United Nations (FAO).

"The main objective of this training course was to provide participants tools to better grasp the concept of the Right to Adequate Food in a practical way. In addition to that, the course helped them to absorb such concepts and their practical implications to be able to pass them on to others during other training courses in order to maintain a continuous dissemination of what learnt today", said the FAO Specialist on the Right to Food, Cecilia Luna.

During the closing ceremony of the training course, the FAO Representative in El Salvador, Alan González, made some important remarks. Among them he stressed the importance of creating a network called "Network of Educators on the Right to Adequate Food in El Salvador". He also invited the participants to request, in writing, the prompt ratification of a constitutional amendment guaranteeing the enjoyment of this right.

Parliamentarian Orestes Ortez, President of the Agricultural Committee and Representative of the Parliamentary Front Against Hunger of the Legislative Assembly, said that the Right to Adequate Food should be of primary importance in legislative matters being confident that in October 2013 El Salvador may adopt a Law on Food and Nutrition Security (FNS).

The Minister of Health, María Isabel Rodríguez, stressed that the Right to Adequate Food is a fundamental human right and must be addressed holistically, as it is essential to educate people in understanding that good nutrition affects them throughout their lives.

Oscar Humberto Luna, Human Rights Defender Attorney, stressed the need to create an inter-institutional dialogue which would help the consultation process for the Right to Adequate Food which should also have complementary human rights addressed like the Right to Life, Health and Water.

The Economic, Social and Cultural Rights Defender of the Attorney's Office for the Defence of Human Rights in El Salvador, Antonio Aguilar Martínez, explained the justiciability and enforcement mechanisms of the Right to Adequate Food in the country.

Another relevant presentation was that of Carlos de la Torre, from the Regional Office of the High Commissioner for Human Rights (OHCHR) in Guatemala, who introduced the human rights-based approach to development and its significance in relation to the Right to Adequate Food.

José Miguel Vásquez López, who attended the training course as a representative of the University of El Salvador said that, "it was an excellent training course where the concepts of Right to Adequate Food, FNS and Food Sovereignty were learnt, in particular how to practice the Right to Adequate Food through the Right to Food Guidelines and mechanisms of how to disseminate this right. "

Ana Leysi Calderón, from the Non-Governmental Organization Centro de Atención para la Lactancia Materna (CALMA) expressed her satisfaction for the acquired knowledge during the course and to look forward to the challenge ahead to work with their home institutions and the people who these serve every day.

The participants agreed that the issue requires a multidisciplinary approach and for that it will be important to coordinate actions among themselves. "The Right to Adequate Food has not only a legal dimension, but it also serves as a policy and monitoring tool. In the course we tried to combine these elements with each other so that the participants could have tools which will be useful in different areas of their work", said Cecilia Luna.

During the five days of the course, the participants were able to assist to presentations on the legal, nutritional, advocacy, communication and current aspects related to the Right to Adequate Food.

The FAO National Project Team in charge of other training course sessions were: Delmy Linares, FAO Assistant Representative in El Salvador, Densy Trejo, National Right to Food Project Consultant, Victor Mata, Legal Consultant, Ana Hernandez, Nutrition Specialist, Yulissa Guevara, Communication Officer and Cecilia Luna, FAO Specialist on the Right to Food of the Project Right to Food at Country Level.
