指标 2.4.1 - 从事生产性和可持续农业的农业地区比例

生产性和可持续农业领域涉及可持续生产的三个维度：环境、经济和社会。衡量工具与农业调查将使各国能够灵活地确定可持续性三个方面的优先事项和挑战。在具生产性和可持续农业土地上的将是那些能够满足所有三个维度指定指标的农场。该指标可衡量可持续发展目标具体目标2.4的进展状况。

具体目标 2.4

到 2030 年，确保建立可持续粮食生产体系并执行具有抗灾能 力的农作方法，以提高生产力和产量，帮助维护生态系统，加强适 应气候变化、极端天气、干旱、洪涝和其他灾害的能力，逐步改善 土地和土壤质量。

该指标衡量在实现更多产和可持续农业方面取得的进展。它由相关的子指标组成，将为各国政府提供循证决策的战略信息。

关键信息

可持续农业是《2030年议程》的核心，也是实现“零饥饿”的第一步。虽然许多可持续发展目标涉及农业相关问题，但可持续发展目标指标2.4.1则完全针对农业领域。

在过去的三十年里，人们对如何定义“可持续农业”进行了大量的讨论。鉴于农业对发展的贡献——作为一项经济活动、一项生计来源以及环境服务的提供者和使用者——《2030年议程》建议，包括农业在内的所有部门都应将可持续性的三个维度纳入考量：经济、社会和环境。

可持续发展目标指标2.4.1为衡量“生产性和可持续农业占农业面积的百分比”。在过去，它主要是根据环境标准来界定的。若土壤不良，或者水资源管理不善，那么这样的农场可能会被认为是以不可持续的方式经营的。然而，近年来，人们已经意识到，可持续发展的意义要比这深远得多，像经济和社会层面的意义影响，以及要把农民放在中心地位进行考量。如果一个农场的经济能力不健全，或者对外部冲击缺乏恢复力，再或者没有考虑到那些在农场工作的人的福祉，那么这个农场就不可能以可持续得方式走下去。

这一指标是通过由各国、国际组织、国家统计处、民间社会和私营部门的统计人员及技术专家参与的多方利益攸关方进程制定的。它汇集了关于生产力、盈利能力、恢复力、土地和水资源利用、体面工作及福祉等相关主题，以便抓住可持续农业的多维本质。

该指标正在不同区域的选定国家进行试点试验。
