The Costa Rican government showed keenness to implement the SSF Guidelines from day one by signing a national decree that called upon Costa Rican institutions to support small-scale fisher organizations and the Costa Rican Institute of Fisheries and Aquaculture (INCOPESCA) in their efforts to implement the SSF Guidelines at the national level.
