The 29th Session of the FAO Committee on Fisheries (COFI), Rome, 31 January − 4 February 2011, agreed on the important role played by the small-scale fisheries sector, particularly for developing countries in the context of food security and poverty alleviation. It approved the development of a new international instrument on small-scale fisheries that would draw on relevant existing instruments, complementing the Code of Conduct for Responsible Fisheries. This discussion document has served as an input into the process of developing the guidelines.
