V. Les forêts et les orientations pour l'avenir
Autrefois, les forêts étaient considérées par les gouvernements comme de simples réserves de bois, à accroître, entretenir ou convertir pour améliorer le niveau de vie. La production de recettes et de devises dans ce secteur était le fait de ministères centralisés et faisait l'objet de politiques sectorielles. Aujourd'hui, les gouvernements reconnaissent que les sources de bois échappent au domaine forestier traditionnel et que les forêts offrent des avantages et fournissent des services qui vont au-delà de la seule production de bois.
Avec ce concept élargi des forêts et de leur contribution, des stratégies et des politiques nationales s'imposent pour intégrer la foresterie dans les efforts de développement rural et pour concilier besoins économiques et écologiques et intérêts locaux, nationaux et internationaux. Les gouvernements sont à la recherche d'un cadre politique pragmatique et cohérent, qui traite à la fois la contribution des forêts au développement et les structures organisationnelles nécessaires pour mieux utiliser cette contribution. Désormais, les forêts occupent une place de premier plan dans les débats de politique nationale sur la restructuration des systèmes économiques et politiques et sur la façon dont cette restructuration peut se concilier avec les intérêts nationaux au niveau local, la répartition sociale et sectorielle et les obligations internationales.
Pourtant, les gouvernements adoptent de plus en plus souvent des orientations politiques pouvant s'avérer incompatibles: libéralisation du marché, allégement de la pauvreté, réduction du déficit, décentralisation, libre-échange, sécurité alimentaire, relations internationales, privatisation et durabilité. Aussi les intérêts politiques locaux, nationaux et mondiaux en matière de forêts sont-ils parfois très divergents et, à tous ces niveaux, les politiques adoptées favorisent à la fois l'expansion des produits et services forestiers et leur limitation. En raison de ces expectatives parfois conflictuelles, l'essor du secteur forestier et le développement national représente un défi politique de taille.
L'évolution des concepts et le déplacement des priorités pèsent ultérieurement sur la capacité nationale de gestion des unités forestières individuelles. Par exemple, le principe de durabilité appliqué à la foresterie a évolué: le concept de production durable de bois a fait place à un concept élargi de gestion durable des processus écologiques, des services environnementaux et des biens économiques et sociaux. Tout comme pour le concept de développement durable, l'élargissement du concept d'aménagement durable des forêts à cette vaste gamme de valeurs est certes intéressant mais difficile à mettre en application. La démarche à suivre en matière de durabilité est fonction de la perspective adoptée.
Si l'on considère l'éventail des priorités, locales et internationales, et la fréquente conflictualité des objectifs des différents groupes d'intérêts, on comprend que les compromis soient inévitables. Les antagonismes entre intérêts et bien-être des communautés locales qui n'ont guère la possibilité ni la capacité de trouver d'autres moyens de subsistance et les priorités nationales ou internationales posent de sérieux problèmes de morale et d'équité. Il est essentiel de consulter la population pour l'établissement des priorités et de compenser toutes les parties lésées par les priorités fixées.
C'est pourquoi les gouvernements nationaux doivent s'efforcer d'insérer les besoins individuels parmi les intérêts nationaux et internationaux; adopter des politiques forestières capables d'élargir les possibilités offertes aux personnes et aux communautés; et mieux comprendre l'interaction des politiques sectorielles et macroéconomiques sur l'usage que les particuliers font des forêts et l'influence de ces modes d'exploitation sur le développement national.
Cette dernière section analyse la façon dont les nations s'efforcent de résoudre ces questions complexes, par exemple: à travers de nouveaux types de programmes de foresterie communautaire; en renforçant les capacités organisationnelles et analytiques d'aménager durablement les forêts; et en promouvant la foresterie par le biais de stratégies internationales.
Les récentes expériences locales conduites dans le cadre de programmes de foresterie communautaire fournissent un exemple de nouvelles formes de gestion respectueuses des intérêts de ceux qui tirent leur subsistance de la forêt. Il faut maintenant traduire ces leçons en programmes qui tiennent également compte des liens intersectoriels et macropolitiques qui déterminent la façon dont les particuliers exploitent les ressources forestières.
Jusqu'au début des années 70, les gouvernements tendaient à imputer la destruction des forêts aux communautés rurales, la récolte excessive de bois de feu, le surpâturage et la conversion illicite des terres à des fins agricoles étant alors pratiques courantes dans ces collectivités. Les besoins de la base étaient de plus en plus en conflit avec les impératifs nationaux, et les gouvernements y répondaient la plupart du temps par la nationalisation des forêts, la restriction de l'accès, la limitation des droits des communautés et l'établissement d'une autorité policière. Avec le temps, cette approche autoritariste a fini par déplacer les cultures axées sur la communauté, par briser les systèmes traditionnels des ressources communautaires et par accentuer la destruction des forêts84.
L'action de l'Etat consistait à tenir les populations à l'écart des forêts. L'agriculture et la sylviculture étaient considérées comme des activités d'exploitation du sol distinctes, voire incompatibles. Il est apparu toutefois que le contrôle accru exercé par l'Etat et la limitation des droits des communautés ignoraient totalement le fait que les forêts, l'agriculture et les individus font partie de l'écosystème rural et que les familles rurales dépendent étroitement des forêts, sources pour elles à la fois de sécurité alimentaire, de revenus, d'emploi, d'énergie et de bien-être général.
Au cours des années 70, alors que l'on prenait conscience de l'importance de ces liens (et que le développement rural prenait le devant de la scène), de nouvelles formes de foresterie coopérative à caractère national et local ont vu le jour. Les gouvernements et les donateurs réalisaient que les interventions techniques et le contrôle de l'Etat ne résoudraient pas le problème du déboisement. Une approche plus large, englobant les communautés locales, devenait nécessaire pour faire face aux problèmes sociaux, économiques et démographiques propres aux sociétés rurales. Les décideurs ont alors été amenés à se poser un certain nombre de questions: à qui fallait-il accorder la priorité: aux communautés ou aux forêts? Fallait-il se servir des communautés pour favoriser le développement de la foresterie ou bien des forêts pour faciliter le développement communautaire?
Les réponses à ces questions ont conduit à une nouvelle approche, qui s'efforce d'intégrer la foresterie et les communautés dans un cadre politique et d'action unique, notamment dans les zones de pauvreté endémique et de grave déforestation. Ces politiques et programmes d'un genre nouveau avaient le double objectif de favoriser le développement d'une foresterie au service de la collectivité et d'encourager les populations rurales à participer aux activités d'exploitation et de conservation des forêts. La foresterie communautaire est un terme bien connu qui recouvre toutes les activités à caractère participatif: agroforesterie, foresterie sociale, gestion commune des forêts et réserves extractives. Il existe des distinctions subtiles entre les programmes, mais tous prévoient une forme de foresterie basée sur les intérêts locaux et sur la participation communautaire - et non sur la production industrielle de bois.
La foresterie communautaire encourage les populations locales à participer à l'exploitation des forêts, mais il est essentiel que les programmes et activités communautaires se déroulent dans le cadre d'approches nationales reposant sur des structures politiques uniformes. En effet, les politiques macroéconomiques et sectorielles influent sur certains aspects de l'exploitation des forêts au niveau local, par exemple: i) la concurrence exercée par les modes de faire-valoir non forestiers (agriculture, pâturage, exploitation industrielle) et les prix relatifs des produits obtenus; ii) la facilité d'accès aux produits de la forêt (forêts publiques non gardées, bois agricole à faible coût, combustibles commerciaux et autres sources de fourrage); et iii) l'accès aux marchés et la disponibilité de services. Les activités de foresterie communautaire se déroulent dans ce contexte politique et s'efforcent d'influer directement sur l'utilisation des forêts privées, moyennant des accords formels et informels entre le gouvernement et les groupements locaux.
Un projet de foresterie communautaire se présente fréquemment sous forme de contrats établissant les termes du programme (mises de fonds des participants, modalités de répartition des produits, etc.) et les capacités respectives des participants pour la fourniture et la gestion de ressources et les connaissances techniques. Le contexte politique général détermine les possibilités d'utilisation des forêts - qui varient selon les sites -, tandis que les contrats établissent les conditions d'utilisation.
ENCADRÉ 24 La politique forestière actuelle de l'Inde met l'accent sur les besoins de subsistance des habitants des forêts et encourage la participation populaire à des programmes et projets d'aménagement et d'utilisation des ressources forestières. Les gouvernements des Etats invitent les communautés villageoises et les organisations de volontaires à participer, ensemble, à la remise en état des terres forestières dans le cadre du Programme d'aménagement conjoint des forêts. Ce programme comporte plusieurs volets: i) identification des groupes cibles et des zones forestières dégradées, et des liens qui les unissent; ii) organisation et consultation des populations locales avant de planifier; iii) utilisation des procédures pour l'habilitation des populations locales; iv) définition des pouvoirs et des responsabilités respectifs des participants en matière d'initiatives forestières; v) renforcement des capacités institutionnelles; vi) suivi, évaluation et révision du programme. Le Programme d'aménagement conjoint des forêts couvre désormais plus de 1,5 million de terres forestières dégradées dans 10 Etats. Cette approche s'est avérée nécessaire lorsque les responsables politiques se sont rendus compte qu'une forêt ne peut rester stable que si elle produit suffisamment pour répondre aux besoins des hommes et de la faune. A la fin des années 80, la recherche a montré que la demande de produits forestiers était au moins quatre fois supérieure aux disponibilités. Ainsi, la consommation de bois de feu atteignait 235 millions de m3 alors que le niveau durable de consommation était de 58 millions de m3, et quelque 90 millions de têtes de bétail paissaient dans les forêts alors que la capacité de charge maximale se situait à 31 millions de têtes. Dans le passé, les tentatives pour corriger cette situation insoutenable ont été rendues vaines par les contradictions entre la politique forestière nationale et le code forestier. En voici quelques exemples: des lois sur la propriété décourageant la sylviculture; le vide juridique empêchant de contrôler que les droits de propriété et les concessions y compris de pâturages sont limités à la capacité de charge; des promesses politiques assurant la protection totale des droits coutumiers des communautés tribales et autres populations vivant dans les forêts ou à proximité non suivies d'appui de la part du gouvernement; des déclarations politiques, également restées sans suite, annonçant la levée de taxes sur le pâturage afin de décourager la possession de trop grands troupeaux sans véritable nécessité. LES PROBLÈMES TELS QUE LES PERÇOIVENT LES PARTIES CONCERNÉES Le Programme d'aménagement conjoint des forêts représente certainement un bon point de départ, mais il reste encore beaucoup à faire avant de pouvoir passer de la planification et de la prise de décision «au sommet» à une véritable planification participative. A ce jour, seul un petit nombre d'Etats ont consulté les populations locales à propos du partage des revenus tirés des forêts et du contrôle exercé sur les zones forestières. Au Bengale occidental et dans le Gujarat, les groupes chargés de la protection des forêts réclament au moins 50 pour cent des revenus tirés de la récolte de perchis au lieu des 25 pour cent que l'Etat leur accorde. La remise en état des forêts grâce à la protection exercée par les communautés comporte peu de frais pour le gouvernement puisque la population locale en supporte la plupart des coûts, à savoir: le travail considérable fourni; les produits forestiers de subsistance qui ne peuvent être récoltés pendant la période de régénération de la forêt; le risque d'agressions de la part de contrebandiers ou d'autres groupes d'intérêts; les dégâts provoqués par la faune, qui se multiplie dans les forêts en régénération, aux cultures et aux habitations, sans oublier les risques de blessures pour les personnes. Malgré les risques encourus par les parties concernées et les coûts qu'elles doivent supporter, pratiquement aucune des résolutions prises par les Etats au titre du Programme d'aménagement conjoint des forêts n'autorise les populations locales à optimiser à leur profit un flux durable d'avantages ou à punir les contrevenants aux réglementations forestières. A ce jour, la discrimination entre les sexes est le principal point faible du Programme d'aménagement conjoint des forêts indien. La plupart des résolutions du Programme considèrent le ménage comme une unité économique et partent du principe que les bénéfices sont répartis à parts égales entre les membres de la famille (or, il est prouvé que cela ne se passe pas ainsi dans la réalité). D'où le risque, si seuls les hommes sont consultés et considérés comme les protagonistes des organisations communautaires, de ne pas tirer profit de la contribution que les femmes fournissent en matière de conservation et d'utilisation des arbres et des forêts. Certains Etats ont spécifié «un homme et une femme» par ménage ou l'adhésion conjointe du mari et de la femme dans les organisations locales. Récemment, et dans trois projets différents, les femmes ont demandé, lors de discussions réunissant tous les participants, hommes et femmes, que 50 pour cent des parts leur reviennent directement puisqu'elles assurent la moitié du travail. Le bois de feu n'est pas considéré comme un élément important du Programme d'aménagement conjoint des forêts parce que les femmes ont été exclues de fait du processus de prise de décisions. Aussi sont-elles maintenant obligées de réduire le temps consacré aux autres activités productives parce qu'elles doivent parcourir des distances plus longues pour se procurer le bois nécessaire à la cuisson des aliments. La seule solution pour elles serait de se contenter de combustibles plus pauvres. La participation des femmes à l'établissement des priorités permet d'éviter ce genre de problèmes ou bien de les résoudre plus rapidement: aussi le respect de la parité entre les sexes est-il essentiel pour un meilleur aménagement des arbres et des forêts. Les expériences de foresterie communautaire réalisées dans le monde entier présentent des différences au plan des produits récoltés, de l'organisation des usagers, de l'accès, des conditions initiales et des accords contractuels. En raison de la diversité des produits, des services et des parties intéressées il est difficile de classer en succès et en échecs les divers cas et politiques. Il n'en reste pas moins que différents types d'usagers peuvent coopérer et gérer des programmes, planter des arbres et remettre en état les forêts.
Par ailleurs, en raison d'une planification d'amont en aval, bon nombre de projets finissent par refléter les besoins des populations tels qu'ils sont perçus par les planificateurs plutôt que les besoins ressentis par les intéressés. Une étude récente de la FAO sur la foresterie communautaire a permis de mettre en lumière un certain nombre de tendances imprévues85:
D'autres études remettent en question la foresterie communautaire, ses résultats et certains de ses objectifs86. Ainsi, on a souligné certains points: la participation populaire était parfois inférieure aux attentes; la monoculture extensive s'était avérée, dans certains cas, néfaste pour l'environnement; beaucoup de plantations destinées à combler les déficits en bois de feu produisaient en fait du bois industriel et commercial; l'action en faveur des femmes était trop faible (dans bon nombre de programmes, le ménage est considéré comme une unité), ce qui a fini par détériorer la situation économique et la productivité des femmes au lieu de les améliorer (voir encadré 24).
Les expériences en matière de foresterie communautaire permettent de tirer quelques leçons importantes. Premièrement, de même qu'il est fréquent que différentes instances gouvernementales soutiennent des modes d'exploitation forestière conflictuels (expansion de l'agriculture, production de bois d'uvre, réalisation de bassins versants, recettes publiques ou essor économique local), dans les communautés surgissent des divergences et des conflits d'intérêts au niveau des activités, des usagers et des groupes d'utilisateurs (voir encadré 25). L'accès au pouvoir politique et aux débouchés économiques n'étant pas le même pour tous au sein d'une communauté, il n'est pas étonnant que certains groupes ne profitent guère de programmes conçus pour favoriser les utilisateurs locaux pris comme un tout. Cela est particulièrement vrai pour les femmes qui sont souvent chargées de la récolte en forêt du fourrage, du bois de feu et des denrées. Dans ce cas, les politiques qui visent à favoriser la croissance des forêts en limitant l'accès aux produits forestiers pénalisent les femmes87. Certes, ces problèmes peuvent être traités au niveau des politiques nationales, mais ce sera au détriment des initiatives locales88. Il vaut mieux pour les femmes qu'elles établissent elles-mêmes leurs priorités et les négocient avec les groupes d'intérêts concurrents.
Deuxièmement, les expériences les plus réussies dans le monde prouvent qu'il faut établir des contrats explicites prévoyant des retombées à peu près proportionnelles aux investissements et aux risques des parties. En effet, les accords dans lesquels l'Etat tente de recueillir la majorité des bénéfices provoque l'opposition locale. D'un autre côté, des accords qui octroient des aides substantielles aux utilisateurs locaux attirent souvent l'attention de ceux qui détiennent le pouvoir politique. Même s'il est possible de contrôler le détournement des ressources rurales, les projets fortement subventionnés sont financièrement insoutenables et de ce fait rarement répétés.
Le succès de la foresterie communautaire montre qu'il convient de renforcer les capacités des groupements ONG locaux qui entreprennent des activités forestières. Le développement des capacités est nécessaire dans les cas de participation individuelle, de gestion communautaire, de cogestion avec les services forestiers publics ou d'entreprises mixtes avec des groupes du secteur privé. Les groupements locaux et provinciaux nécessitent une formation plus poussée et des connaissances techniques, et les services forestiers nationaux des financements.
Le renforcement des capacités locales et nationales en matière de foresterie requiert des ressources humaines compétentes et qualifiées en mesure de formuler des politiques, des stratégies et des programmes et d'assurer leur mise en uvre, ainsi qu'un dispositif institutionnel amélioré aux fins du développement économique.
ENCADRÉ 25 Le Canada est un pays riche, à faible densité démographique, qui compte 454 millions d'hectares de forêts. Les forêts sont toutefois une réalité lointaine pour la plupart des Canadiens, qui vivent en grande majorité dans les villes. De plus, 94 pour cent des forêts appartiennent à l'Etat et la plupart des terres forestières sont exploitées par des entreprises industrielles, loin des agglomérations. Pourtant, depuis une dizaine d'années, les Canadiens s'intéressent davantage aux questions forestières. Les groupes écologistes, les communautés autochtones et autres et les chercheurs ont su attirer l'attention sur le problème de l'aménagement actuel des forêts. La plupart de ces groupes sont d'accord sur quatre points: la production de bois d'uvre prédomine au détriment des autres formes d'exploitation forestière; la participation des communautés à la prise de décisions est une nécessité; la dépendance excessive à l'égard des industries forestières constitue un facteur d'instabilité économique dans les zones rurales; certaines pratiques forestières comme le défrichage, l'application de pesticides et la construction de routes sont néfastes pour l'environnement. Résoudre ces problèmes à travers une action publique est une tâche complexe en raison des nombreuses parties concernées. Le gouvernement tend pour sa part à établir une distinction, au niveau des responsabilités, entre l'aménagement des forêts, la faune, les pêches, les affaires indigènes, les communautés, le développement rural, etc. La formulation d'une politique globale apparaît donc difficile, et les priorités sont établies par la voie réglementaire plutôt que dans le cadre de négociations. Les multiples obstacles à caractère législatif et politique auxquels se heurte l'exploitation du bois d'uvre donnent lieu à des exigences conflictuelles, des tours de force administratifs et des controverses. Il semble parfois que les actes du gouvernement répondent plus aux règles de la bureaucratie qu'à celles du bon sens. Ces problèmes ont contraint les institutions forestières provinciales et fédérales à innover en matière de stratégies et de programmes pour mieux intégrer des valeurs publiques dans l'aménagement des forêts. La nouvelle approche prévoit la suppression des barrières entre les différentes institutions, l'adoption d'une philosophie d'aménagement des forêts qui fasse siennes toutes les valeurs et ne soit pas uniquement axée sur la production de bois d'uvre, et l'instauration d'une coopération entre les institutions et les groupes d'intérêts vers des objectifs communs. Il s'agissait alors de mettre ces idées en pratique. Il existait des lois, normes et directives, et les permis, les baux et les taux de récolte étaient soumis à un contrôle très strict. Vouloir tout changer tout de suite était impossible, surtout en l'absence de solutions de remplacement. Aussi a-t-il été proposé que le Canada formule une série de projets opérationnels permettant d'assurer la transition entre le système traditionnel d'aménagement des forêts et leur développement durable. La mise en uvre de ces projets, connus sous le nom de «Forêts modèles», devait être assurée par les principaux partenaires - les industries, les communautés, les institutions gouvernementales, les groupes écologistes, les institutions universitaires et scolaires, les groupes autochtones et les propriétaires privés, entre autres, selon le site; chaque projet devait être à échelle opérationnelle (c'est-à-dire couvrir entre 100 000 et 1,5 million d'hectares) et fournir un exemple pratique d'aménagement intégré de valeurs clefs, grâce au recours à des techniques de pointe et des pratiques forestières sans danger pour l'environnement. La recherche scientifique devait être un élément essentiel du programme d'activités. Des groupes ont été invités à s'associer et à soumettre des propositions. Celles-ci comprenaient un exposé de la «vision commune», avec la description des objectifs de l'aménagement forestier et l'identification des activités permettant d'atteindre des objectifs spécifiques. Face aux attentes grandissantes et aux obligations croissantes vis-à-vis de la communauté internationale dont font l'objet les ressources forestières, tous les pays seront appelés à améliorer leurs capacités. Cela vaut aussi pour les pays industrialisés, même si c'est plus urgent pour certains pays en développement et pour les pays qui passent d'une économie planifiée à une économie de marché. Il existe bien quelques exemples encourageants, quoique limités, de réformes et d'ajustements organisationnels; il n'en reste pas moins que trouver l'équilibre entre développement et respect de l'environnement préconisé par la CNUED représente, pour chaque pays, un véritable défi.
Dans tous les pays, les organisations du secteur forestier soulignent la nécessité d'une réorientation vers un plus grand nombre d'activités multisectorielles, tandis que les services forestiers préconisent une collaboration plus étroite avec les ONG et les organisations populaires. Ces ajustements, ainsi que l'augmentation de la demande à l'égard des ressources forestières, exigent un renforcement du personnel professionnel et technique et des capacités élargies.
Les efforts en matière de renforcement des capacités devront, selon une analyse de la FAO89, être déployés dans six directions:

L'intérêt grandissant manifesté dans le monde à l'égard de l'état des forêts (pour le stockage du carbone, la diversité biologique, les lieux inhabités, etc.) se traduit par un engagement international accru dans la gestion du patrimoine forestier. Les financements internationaux destinés à la foresterie, qui étaient de 400 millions de dollars par an au milieu des années 80, dépassaient le milliard de dollars au début des années 90. Au cours de la décennie passée, un grand nombre d'accords internationaux d'un type nouveau ont vu le jour: protocoles internationaux pour l'aménagement des forêts, échanges dette-nature, programmes de plantation subventionnés; autorisations de commercialiser, contingents et formules quasi commerciales en matière de stockage du carbone; programmes d'aide scientifique, politique et technique et programmes financiers visant à multiplier les ressources et les investissements nationaux par le biais de transferts de capitaux et de technologie; libéralisation des échanges et du marché.
La CNUED a consacré une attention toute particulière aux forêts de la planète. Elle a notamment préparé une déclaration de principes juridiquement non contraignants pour un consensus mondial sur l'aménagement, la conservation et le développement durable de tous les types de forêts, plus connue sous le nom de «principes forestiers». Un chapitre entier du Programme Action 21 est consacré au déboisement (le chapitre 11), mais la foresterie constitue également un élément important des chapitres traitant de la désertification et la sécheresse, la mise en valeur durable des zones de montagnes et la conservation de la diversité biologique (voir encadré 26).
Les principes forestiers peuvent être considérés comme un code de bonne conduite applicable à toutes les forêts. Ils respectent la souveraineté nationale sur les forêts et invitent tous les pays à adopter des modèles de production et de consommation durables. Les multiples fonctions et usages des forêts y sont également soulignés ainsi que la nécessité d'analyser avec pondération les possibilités et les problèmes relatifs à leur protection et à leur développement.
Le chapitre 11 d'Action 21 met en lumière quatre domaines d'activité: maintien des rôles et fonctions multiples de tous les types de forêts; renforcement des capacités de planification des inventaires et de l'observation systématique des forêts, ainsi que des programmes, projets et activités connexes; promotion d'une utilisation efficace des ressources et de techniques d'évaluation qui prennent en compte la valeur intégrale des biens et services fournis par les arbres, forêts et les terres boisées; protection, conservation et aménagement des zones dégradées. Le Secrétariat de la CNUED a évalué à 30 milliards de dollars le coût annuel de l'ensemble de ces programmes.
ENCADRÉ 27 Deux institutions des Nations Unies conduisent des projets forestiers, la FAO et le PNUE (Programme des Nations Unies pour l'environnement). La FAO, chargée de ce secteur depuis 1945, intervient, en collaboration avec ses pays membres, dans les domaines suivants: développement rural, analyse des politiques, renforcement des capacités institutionnelles, foresterie de peuplement, foresterie communautaire, foresterie participative, aménagement durable des forêts, éducation, formation et production d'informations scientifiques et de statistiques mondiales sur les forêts. Elle représente un important forum pour la discussion des questions forestières de portée mondiale et régionale, dans le cadre de réunions comme celles du Comité des forêts (qui a lieu tous les deux ans) et du Comité de la mise en valeur des forêts dans les tropiques. Pour sa part, le PNUE s'attache à promouvoir un développement rural durable qui soit sans danger pour l'environnement, économiquement réalisable et socialement acceptable grâce à des projets coordonnés dans les domaines suivants: lutte contre la désertification, reboisement, ressources énergétiques et protection des sols. En 1985, la FAO, le Programme des Nations Unies pour le développement (PNUD), la Banque mondiale et l'Institut mondial pour les ressources ont mis au point une stratégie forestière mondiale dont l'objectif est de sensibiliser le grand public à l'état critique des forêts et de mobiliser les ressources humaines et financières pour stopper le déboisement dans les tropiques. Appelée initialement Plan d'action forestier tropical, rebaptisée Programme d'action forestier tropical en 1991 (PAFT), cette stratégie entend servir de cadre pour la formulation de programmes nationaux d'exploitation durable des forêts et pour l'harmonisation et le renforcement de l'aide internationale. Le PAFT met l'accent sur la planification et l'aménagement des forêts dans le contexte d'une meilleure utilisation générale des terres et préconise la participation des populations rurales. C'est un accord qui, à plusieurs égards, a fait date, car il reconnaissait explicitement l'importance de la souveraineté nationale, des approches multidisciplinaires, de la participation de ceux qui tirent leur subsistance de la forêt et des ONG. Récemment, les activités du PAFT ont évolué, passant de la coordination de l'aide des donateurs et de la formulation de projets à un programme de plus longue haleine centré sur le renforcement des capacités nationales et l'aide consultative en matière de politiques nationales de conservation et de développement durable des ressources forestières. La Banque mondiale est le plus grand investisseur multilatéral dans le secteur forestier; jusqu'en 1991, il avait dégagé près de 2,5 milliards de dollars à titre de prêts destinés à 94 projets forestiers. Son nouveau document de politique forestière a mis en évidence les deux grands défis à relever: i) prévenir le déboisement excessif, des forêts humides tropicales en particulier; ii) répondre à la demande croissante de produits et de services forestiers de la part des ruraux pauvres des pays en développement, à travers la plantation d'arbres et l'aménagement des ressources forestières existantes. En 1991, le document de politique forestière de la Banque mondiale annonçait que, dorénavant, les évaluations préalables établiraient une distinction entre les projets respectant l'environnement ou destinés aux petits exploitants et les projets à caractère purement commercial. Il était indiqué que les prêts de la Banque au secteur forestier dépendraient des engagements des gouvernements en faveur d'une foresterie durable et axée sur la conservation. Il était en outre précisé que la Banque mondiale ne financerait en aucun cas l'exploitation commerciale de forêts humides primaires. L'OIBT, qui compte parmi ses membres les principaux pays producteurs et les principaux pays consommateurs de bois tropicaux, est née en 1986. Cette organisation de produit a pour objectif premier le développement d'un commerce durable de bois tropicaux. Sachant que tout commerce n'est durable que s'il a pour objet une ressource durable, l'OIBT consacre la plupart de ses efforts à l'aménagement durable des forêts tropicales; elle a pour ambition de faire en sorte que d'ici l'an 2000 toutes les exportations de bois tropicaux proviennent de forêts aménagées selon des critères de durabilité. L'Union internationale des instituts de recherches forestières (IUFRO), fondée en 1892, assure la liaison entre les instituts de recherches forestières dans le cadre d'un réseau mondial de groupes d'intérêts. Cette institution a lancé en 1983 un programme spécial pour les pays en développement dans le cadre duquel elle soutient des programmes de formation et d'auto-apprentissage et des services d'information, et encourage les contacts interinstitutions. Le Centre pour la recherche forestière internationale (CIFOR), dont le siège est à Bogor (Indonésie), a été créé en 1993 et est membre du Groupe consultatif pour la recherche agricole internationale (GCRAI). Le CIFOR, qui a pour objectif la conservation et l'amélioration de la productivité des écosystèmes forestiers tropicaux, conduit pour ce faire des programmes concernant les forêts naturelles, les terres boisées découvertes, les plantations, les parcelles boisées et les terres dégradées et entreprend des actions pour le renforcement des institutions nationales de recherche forestière dans les pays tropicaux. Le Conseil international pour la recherche en agroforesterie (CIRAF) mène, depuis sa création en 1978, des recherches en agroforesterie au niveau mondial et travaille maintenant en collaboration étroite avec le CIFOR. Basé à Nairobi (Kenya), le CIRAF s'attache actuellement à promouvoir, en Asie du Sud-Est, en Afrique et en Amérique latine, des façons culturales de remplacement de la culture sur brûlis. L'Institut international des ressources phytogénétiques (IPGRI), ancien Conseil international des ressources phytogénétiques, a été constitué en tant qu'organe détaché de la FAO à l'occasion de la Conférence des Nations Unies sur l'environnement (Stokholm, 1972). L'IPGRI est chargé de la préservation de la diversité biologique et de la conservation du matériel génétique des essences forestières. Le Fonds mondial pour la nature (WWF) accorde un intérêt particulier aux questions forestières. Cette ONG internationale conduit, notamment, dans le monde entier des programmes sur la biodiversité, la conservation et l'aménagement durable. L'Alliance mondiale pour la nature (UICN) intervient, pour sa part, par le biais de projets concernant la protection du milieu et l'aménagement des ressources, pour lesquels elle mobilise des fonds. Comme dans le cas du WWF, les activités de l'UICN ne sont pas directement exécutées par ses membres dans les divers pays. |
Les gouvernements nationaux sont responsables de la mise en uvre des accords de la CNUED, tandis que la détermination des ONG, des communautés locales et des groupes du secteur privé sera déterminante sur le terrain. La FAO a identifié à cet égard plusieurs niveaux d'action90. Il faudra donc:
Fixer des objectifs réalistes en fonction des capacités financières et institutionnelles de chaque pays, car il est probable que l'aide extérieure disponible sera modeste. Ils devront s'inscrire dans le cadre d'objectifs de plus grande envergure: i) promouvoir la conservation et l'exploitation des forêts afin de contribuer au développement, à la lutte contre la pauvreté et à la sécurité alimentaire; et ii) contribuer à la stabilité du milieu.
Des actions limitées au seul secteur forestier ne suffisent pas à assurer la conservation durable des forêts et leur exploitation judicieuse. Pour réussir, les activités de suivi de la CNUED doivent s'accompagner d'interventions dans tous les secteurs qui exercent une influence sur la foresterie, et surtout dans l'agriculture, principal responsable du déboisement dans le monde entier.
Les ressources forestières sont au premier plan des débats de politique nationale sur la restruction des systèmes économiques et politiques et sur la façon dont ces changements répondent aux intérêts de la nation au niveau des actions sur le terrain, de la répartition sociale et sectorielle, des obligations internationales et de la souveraineté nationale. Le foisonnement d'attentes et d'exigences diverses venant de groupes politiquement distants met à rude épreuve les institutions et les politiques actuelles. Néanmoins, cette politisation des questions forestières a donné lieu à des débats fructueux, qui ont permis d'apporter des réponses innovatrices aux inquiétudes collectives.
L'aménagement efficace et durable des forêts suppose d'importants changements de direction des politiques nationales. A cet égard, le consensus sur les principes forestiers élaborés par la CNUED représente la toute première déclaration de responsabilités dépassant les frontières nationales. Il s'agit maintenant, et le défi est de taille, de mettre ces principes en application: la contribution des forêts au développement national en dépend.
