II. Transformaciones en el entorno mundial
del comercio agrícola
DESREGULACION DE LA ECONOMIA MUNDIAL
Siendo el comercio una parte relativamente pequeña de la actividad económica de la mayoría de los países, la forma en que se regula y lleva a cabo está estrechamente relacionada con la orientación dada a la economía en general. Por ello, es probable que las principales transformaciones que han tenido lugar en muchas de las economías mundiales durante el pasado decenio, y sobre todo desde los últimos años ochenta, influyan en forma permanente en las políticas comerciales y, por ende, en la práctica del comercio.
Los años ochenta representaron un cierto abandono de la intervención gubernamental en los países desarrollados, en desarrollo y de economía planificada. Los países desarrollados con economía de mercado comenzaron a reducir la intervención interna de los gobiernos de diversas maneras y eliminaron las restricciones a los flujos de capital y a la inversión. Los cambios fueron más significativos en los países en desarrollo, que comenzaron a abandonar sus políticas autárquicas de comercio e inversión y emprendieron importantes reformas. Los países en desarrollo redujeron la intervención gubernamental que había causado la sobrevaloración del tipo de cambio, redujeron o suprimieron los controles de capital y privatizaron algunas empresas estatales. Con todo, el cambio más importante fue el hundimiento del sistema político y económico en los países de la ex Unión Soviética y de Europa central y oriental, que comenzaron a adoptar principios de gestión económica basados en el mercado. A partir de 1979 la República Popular de China emprendió también importantes reformas internas de su sistema económico. En consecuencia, una gran parte de la economía mundial, sometida anteriormente a un régimen de planificación estatal, comenzó a adoptar un sistema de mercado.
Los países desarrollados habían eliminado ya numerosos controles gubernamentales directos sobre sus economías en los años que precedieron al decenio de los ochenta. Su confianza en la dirección seguida por sus políticas era lo suficiente como para animarles a firmar el Acuerdo General sobre Aranceles Aduaneros y Comercio (GATT) en 1947 y adoptar un conjunto de normas de comercio comunes. Entre otras cosas, las normas de GATT impedían la utilización de controles cuantitativos de la importación excepto en circunstancias especiales, lo que significaba que los aranceles se habían convertido en el único medio de proteger los productos no agrícolas. El GATT prohibía también la utilización de subvenciones como medio de favorecer la competencia de las exportaciones, con la única excepción de los productos primarios. No obstante, en un principio el GATT abarcaba únicamente el comercio de mercancías. Al comprobarse la diferencia entre las políticas nacionales relacionadas con los mercados agrícolas, estableció para ese sector exenciones que durarían más de cuatro decenios. Se autorizaron las subvenciones a la exportación en el sector de la agricultura, así como el uso de contingentes cuantitativos de importación, en reconocimiento del hecho de que muchos países mantenían los mercados internos de productos agrícolas aislados de los mercados mundiales.
Los países en desarrollo iniciaron sus importantes reformas económicas en los años ochenta. Aunque la orientación y ritmo de estas reformas varió de unos países a otros, por lo general supusieron la eliminación de los controles e intervenciones en relación con los movimientos de capital y los tipos de cambio. En muchos casos, se vendieron empresas estatales al sector privado, lo que puso fin a la sangría de recursos públicos que representaba el apoyo a actividades ineficientes. Se introdujeron medidas especiales para atraer a inversores extranjeros, muchas veces rechazados en el pasado, y para alentar la repatriación de capital que había abandonado el país huyendo de la inestabilidad económica, la incertidumbre y los controles gubernamentales.
Conforme fueron arraigando las reformas internas, los países en desarrollo pudieron proceder también a liberalizar sus políticas de comercio exterior. Hubo mayor libertad para la conversión de divisas, se redujeron los aranceles y restricciones de las importaciones y se desmantelaron los organismos de comercio estatales. Las diversas reformas internas y comerciales hicieron las políticas nacionales más compatibles con las normas del GATT sobre el comercio, y los países en desarrollo decidieron adherirse al GATT y participar activamente en la Ronda Uruguay de negociaciones comerciales.
El cambio en las concepciones y políticas se manifestó también con respecto a la intervención en los mercados internacionales de productos básicos (Recuadro 7).
RECUADRO 7 La primera Conferencia de las Naciones Unidas sobre Comercio y Desarrollo (UNCTAD) tuvo lugar en 1964 y su objetivo era resolver los problemas de los países en desarrollo relacionados con el comercio y el desarrollo. Los países que promovieron la formación de la UNCTAD tenían distintos problemas que los miembros del GATT. Las actividades de la UNCTAD se centraron en el establecimiento de un sistema de comercio para los productos básicos de especial importancia para los países en desarrollo mediante acuerdos internacionales de productos básicos. Durante los años sesenta y setenta se negociaron acuerdos de productos básicos relacionados con el estaño, caucho, café, cacao, trigo y azúcar. El interés de este tipo de acuerdos fue aumentando tras el éxito inicial de la Organización de Países Exportadores de Petróleo (OPEP) en su intento de elevar y estabilizar los precios del petróleo a través de su cartel de productores. En la Ronda de Tokio del GATT se intentó ampliar al comercio internacional las intervenciones en el mercado interno de productos agrícolas, practicadas por numerosos gobiernos. La Comunidad Eu-ropea propuso una serie de acuerdos internacionales sobre productos básicos cuyo objetivo sería mantener precios mínimos y máximos en los mercados mundiales y asignar suministros a los países en desarrollo expuestos a situaciones de escasez. Se propusieron acuerdos en relación con los cereales, semillas oleaginosas, productos lácteos y carne. Se constató que los países, con sistemas internos y objetivos claramente diferenciados, se resistían a adherirse a un sistema internacional de acuerdos sobre productos básicos. En consecuencia, la Ronda de Tokio concluyó con un modesto acuerdo relacionado con la agricultura y sin acuerdos internacionales eficaces sobre productos básicos. Los acuerdos vigentes en los sectores del café y del azúcar acabarían sucumbiendo bajo las presiones económicas de los años ochenta. El final de la Ronda de Tokio representó un punto decisivo en la tendencia a la participación gubernamental en los mercados internacionales. El mundo se había visto ya obligado a abandonar el sistema de paridades fijas establecido en Bretton Woods en 1973. La inflación mundial, seguida poco después por la crisis de la deuda en numerosos países y el hundimiento de los precios internacionales de los productos básicos en los años ochenta, hizo que muchas de las antiguas intervenciones resultaran imposibles y, en muchos casos, demasiado costosas de mantener. |
En contraste con lo ocurrido en períodos anteriores, la liberalización reciente del comercio se había producido en una sola dirección y sin interrupciones en la mayor parte de los países en desarrollo, con exclusión de Africa. La liberalización fue especialmente rápida en América Latina y está comenzando a acelerarse en el Asia meridional. Los países del Asia oriental acusaron claras diferencias en cuanto al ritmo de la reforma, pero por lo general avanzaron de forma constante en el camino de la neutralidad y la liberalización. Sólo Africa ha demostrado escasos progresos en la liberalización del comercio, y algunos países de la región han llegado incluso a anular las reformas cuando han tropezado de nuevo con problemas de divisas y de competencia de las importaciones3.
Los cambios en los países con economía de mercado tanto desarrollados como en desarrollo estaban ya muy avanzados antes de que los países de economía planificada comenzaran a introducir significativas reformas internas. Los sistemas económicos de planificación centralizada estaban por lo general vinculados al régimen vigente y, por lo tanto, para que pudiera darse una liberalización económica significativa se requería previamente un cambio en el poder político. En los últimos años setenta y primeros ochenta se habían adoptado ya algunas incipientes reformas internas. China había introducido también algunos cambios en los últimos años setenta, en particular la reforma del sistema agrícola y la apertura a los inversores externos. Al finalizar los años ochenta, el monopolio del partido comunista sobre el poder político se desintegró en la ex Unión Soviética y en Europa central y oriental y de hecho desapareció el sistema económico de planificación centralizada, tal como venía funcionando en dichos países. Se iniciaron reformas económicas, que han continuado con diversos grados de alcance y urgencia. Por lo general, estas reformas han supuesto una reducción de la intervención gubernamental en los mercados internos y la adopción de políticas comerciales más orientadas al mercado.
Tanto en los países en desarrollo como en los desarrollados las intervenciones agrícolas habían adquirido gran arraigo político, lo que hacía especialmente difícil su eliminación. La influencia política de los grupos agrícolas en los países desarrollados superaba con mucho a la proporción que representaban dentro del electorado. Estos grupos luchaban decididamente para proteger las intervenciones gubernamentales que, en su opinión, elevaban sus ingresos y reducían la competencia con productores más eficientes o más subvencionados. En muchos países en desarrollo las intervenciones gubernamentales se orientaban fuertemente a la reducción del costo de los alimentos básicos para los consumidores de las zonas urbanas, especialmente los que resultaban importantes para la estabilidad política. Los avances hacia la reforma agrícola se introdujeron porque, como en otros sectores de la economía, se comprobó que el sistema antiguo no funcionaba debidamente y era demasiado costoso o porque se habían producido cambios en los regímenes políticos.
TRANSFORMACION DE LOS PAISES DE ECONOMIA PLANIFICADA
Aun siendo importantes, las reformas económicas que tuvieron lugar en los países en desarrollo y en las economías de mercado desarrolladas fueron mucho menos profundas que las que siguieron al hundimiento de los países de economía planificada y los sistemas políticos de Europa central y oriental y de la ex Unión Soviética.
Los primeros intentos de reforma económica comenzaron en los años setenta y se aceleraron en los ochenta, al deteriorarse las condiciones económicas. Luego, en 1989, los sistemas políticos de Europa central y oriental y de la ex Unión Soviética comenzaron su repentina desintegración, lo que llevó al abandono del sistema de planificación centralizada y favoreció la tendencia hacia una economía basada en el mercado. Estos acontecimientos políticos y económicos, mutuamente relacionados, continúan influyendo de forma significativa en los mercados agrícolas y en la estructura del comercio mundial.
El resultado de un sistema que mantenía los precios de consumo de los alimentos muy por debajo de los niveles del mercado mundial y en nivel inferior al que permitiría equilibrar la oferta y la demanda, junto con la ineficiencia de los sistemas de producción y distribución, fue un exceso de la demanda de alimentos en muchos lugares. Las consecuencias fueron el racionamiento, las colas y la importación de países no incluidos en el bloque comercial. Estas importaciones se hicieron en gran parte en forma de productos a granel de países pertenecientes a la Organización de Cooperación y Desarrollo Económicos (OCDE) y tuvieron que pagarse en divisas fuertes (no obstante, la ex Unión Soviética importó también enormes cantidades de azúcar de Cuba, en virtud de un acuerdo de trueque por productos derivados del petróleo).
En todos los casos, el hundimiento del antiguo sistema económico y político tuvo como resultado un fuerte descenso inicial del PIB real per cápita (Cuadro 18). Este fenómeno fue acompañado por presiones inflacionarias, ya que los bancos centrales trataron de mitigar el declive económico o evitar el derrumbamiento de las empresas estatales. La inflación osciló entre niveles que podían clasificarse entre inflación grave y casi hiperinflación, según las políticas macroeconómicas adoptadas y las dificultades de adaptación a las mismas. Por primera vez, el desempleo se convirtió en un problema importante en estos países, en la medida en que fueron desapareciendo las industrias ineficientes o se reestructuraron para poder funcionar en una economía de mercado, al mismo tiempo que resultó imposible ocultar el subempleo y el desempleo, enmascarados en el antiguo sistema. En la mayoría de los países se liberaron los precios al por menor de la mayor parte de los productos, aunque en algunos casos los precios de determinados productos alimenticios básicos, como el pan, están todavía subvencionados y controlados.

El paso de una economía socialista a otra capitalista y la consiguiente supresión de la mayor parte de las subvenciones internas han dado por resultado transformaciones en los precios relativos y en la estructura del consumo alimentario. Los precios relativos de la carne, aves de corral y productos lácteos han subido, mientras que ha disminuido fuertemente su consumo, ya que los ingresos de los consumidores han disminuido y ha aumentado el desempleo. Ahora sólo tienen fácil acceso a estos productos quienes pueden pagar los nuevos precios no subvencionados.
Otros factores influirán también, probablemente, en la demanda de alimentos. Conforme se vayan reduciendo o suprimiendo las subvenciones públicas para conceptos como la vivienda, el transporte y otros servicios, es probable que se registre cierta reasignación de los gastos personales, en detrimento de los alimentos y en favor de otros bienes y servicios.
A corto y medio plazo, las presiones económicas internas tenderán a reducir la demanda de alimentos en los países del antiguo Consejo de Asistencia Económica Mutua (CAEM) y, por lo tanto, a contraer la demanda de importaciones. Es difícil prever el tiempo que se necesitará para conseguir que el crecimiento de los ingresos y la demanda de alimentos alcance niveles comparables a los anteriores a las reformas. El resultado dependerá de varios factores, por lo general relacionados con la capacidad de los países de mantener la estabilidad política y social necesaria para emprender e intensificar programas coherentes de reforma. La profundidad de la recesión económica y los correspondientes problemas en varios de estos países permiten pensar que la total recuperación será un proceso mucho más prolongado de lo que se estimó inicialmente. Cualquiera que sea el alcance y ritmo de dicha recuperación, los niveles y pautas del consumo de alimentos per cápita se verán por fuerza afectados de forma significativa y no es probable que recuperen los niveles del pasado. Ello se debe no solamente a la caída de los ingresos medios durante las fases de la transición sino también a la probabilidad de que aparezcan pautas diversificadas de distribución de los ingresos, con una diferencia mayor entre los grupos de ingresos altos y bajos.
Si bien los ajustes de la demanda han sido ya significativos y es probable que continúen a corto y medio plazo, hasta ahora se han conseguido pocos progresos en lo que respecta a los sistemas de producción y comercialización, exceptuados algunos países cuyo proceso de reforma se encuentra relativamente avanzado. La privatización ha encontrado dificultades y no resolverá por sí sola muchos de los problemas. En particular, en algunos casos los monopolios públicos se han convertido simplemente en monopolios privados. No obstante, conforme se consolide el proceso, la introducción de la propiedad privada de los productos deberá ofrecer incentivos para reducir los despilfarros y mejorar la calidad. La aparición de bienes de consumo importados puede representar también una competencia para las actividades internas de elaboración y comercialización.
En la sección siguiente se analizan varios intentos de cuantificar los cambios previsibles de la oferta y la demanda en las economías en transición, así como los efectos que estos cambios tendrán probablemente en el comercio.
Según las proyecciones de la FAO hasta el año 2010, la recuperación con respecto a la escasez de la producción agrícola que tuvo lugar en los años iniciales de la reforma será lenta y la producción agregada entre 1990 y 2010 quizá sea sólo la mitad de la de los 20 años anteriores4. La fuerte reducción del consumo per cápita durante los años iniciales de la reforma se invertirá probablemente, pero no es probable que los niveles futuros superen a los del período que la precedió. Por ejemplo, se prevé que el promedio del consumo anual per cápita (todos los usos) de cereales en estos países en proceso de reforma será de 660 kg, frente a los 780 kg de 1988/90 (peso en limpio). Ello sería consecuencia de un ligero descenso del consumo alimentario per cápita de cereales y productos pecuarios, un pequeño crecimiento de la producción pecuaria, una reducción de las pérdidas posteriores a las cosechas, una menor utilización de cereales como semillas y un menor uso de cereales para pienso por unidad de producción pecuaria. En el caso de la carne, se prevé que el consumo per cápita podría situarse de nuevo en niveles semejantes a los de antes de la reforma, aunque aumentaría el consumo de aves de corral y se reduciría el de carne de vacuno.
En términos generales, se prevé un descenso del crecimiento de la producción agrícola bruta, que pasará de un 1,2 por ciento anual durante el período 1970-90 a un 0,4 por ciento anual entre 1988/90 y el año 2010. El descenso será todavía más pronunciado en el caso del crecimiento de la demanda interna, que descenderá del 1,4 por ciento al 0,2 por ciento durante el mismo período. Estas diferencias en la expansión de la oferta y la demanda interna darían como resultado cambios significativos en las balanzas comerciales de los países afectados.
En el caso de los cereales, estos países, grandes importadores netos en los pasados decenios (el total de sus importaciones netas de cereales ascendió a 40,3 millones de toneladas en 1979/81 y a 36,4 millones de toneladas en 1988/90), pasarán a convertirse, según las previsiones, en exportadores netos (5 millones de toneladas en el año 2010).
Otras estimaciones confirman la dirección de los cambios en las balanzas comerciales propuesta en el estudio de la FAO, pero algunos consideran que los antiguos países de economía planificada pueden convertirse para el año 2010 en exportadores de mucha más envergadura. Un conocido analista de la ex Unión Soviética5 estimaba que los ajustes del consumo podrían reducir el uso de cereales nada menos que 35 millones de toneladas anuales y que los ahorros en las pérdidas posteriores a las cosechas podrían representar otros 10 millones de toneladas anuales, es decir, un 5 por ciento de la producción. Si se consiguiera aumentar el índice de conversión alimentaria un 15 por ciento (que representa aproximadamente un tercio de la diferencia con respecto a dicho índice entre la ex Unión Soviética y Alemania), se ahorrarían 20 millones de toneladas anuales. Al mismo tiempo, la mejor utilización de las semillas y la introducción de semillas mejoradas podrían ahorrar otros 10 millones de toneladas de cereales. Podrían conseguirse también nuevos ahorros mejorando la utilización de los pastos y del heno en sustitución de los concentrados de cereales. Estos ahorros y mejoras, si bien no pueden ser acumulativos, confirman que, aun cuando no se consigan nuevas variedades o razas, los países en transición con déficit de alimentos tienen probabilidades de conseguir la autosuficiencia, y quizá de convertirse incluso en exportadores netos de algunos productos.
Los cambios ocurridos en la ex Unión Soviética pueden tener consecuencias significativas en el comercio mundial. Como los productos pecuarios estaban fuertemente subvencionados, con respecto a los cereales, la liberalización deberá aumentar la producción de cereales y reducir la de ganado (lo que mermaría la demanda de cereales para pienso). Al descender la demanda de cereales y subir los precios al productor y la producción, parece inevitable un excedente de cereales. En el año 2000, las exportaciones netas de cereales de la Federación de Rusia podrían representar casi una quinta parte de las previstas para los Estados Unidos6.
En el momento mismo en que se aprecia una tendencia hacia la formación de nuevos bloques regionales de comercio, o hacia su expansión, se ha desintegrado uno de los más antiguos y compactos, el CAEM. Este bloque había sido establecido por la ex Unión Soviética para vincular a los antiguos países de economía planificada de Europa central y oriental y algunas otras zonas.
El sistema de comercio exterior organizado por la ex Unión Soviética se concibió como complemento de los sistemas económicos controlados y de planificación centralizada de otros Estados del CAEM. El comercio se llevaba a cabo a través de entidades estatales y los pagos se hacían en rublos convertibles, correspondiendo al CAEM las funciones de caja de compensación. El CAEM tenía entre sus objetivos la especialización y la autosuficiencia dentro del bloque. En general, la ex Unión Soviética exportaba productos manufacturados pesados, además de petróleo, gas y otros recursos naturales, a los países de Europa central y oriental, que a su vez exportaban bienes de consumo, en particular alimentos, a la ex Unión Soviética. Los precios que regían los intercambios eran los fijados por los organismos estatales de comercio, no los del mercado mundial.
La fortaleza de estos nuevos bloques de comercio lo demuestra el hecho de que en 1988 todos los países de Europa Oriental, con excepción de Hungría, destinaron el 70 por ciento o más del total de sus exportaciones a otros países de economía planificada, y más de dos tercios fueron a países del CAEM. Todos ellos, también con excepción de Hungría, recibieron más de dos tercios de sus exportaciones de países con economía centralizada, pertenecientes casi en su totalidad al CAEM. Incluso Hungría envió la mitad de sus exportaciones a países del CAEM y recibió de ellos el 49 por ciento de sus importaciones.
Algo semejante ocurrió con la mayor parte de las exportaciones e importaciones agrícolas, que se efectuaron también fundamentalmente entre países del CAEM. La excepción fue Polonia, ya que su comercio agrícola, en contraste con el resto de sus actividades comerciales, estaba fuertemente orientado hacia Europa occidental y los Estados Unidos.
Algunos países, como Hungría y Polonia, habían tratado de orientar el comercio hacia países que no eran miembros del CAEM, incluso antes de que se abandonara el sistema de planificación centralizada. Con la desintegración de éste, el CAEM dejó de funcionar y el comercio entre esos países se derrumbó. El que continúa efectuándose todavía se realiza en monedas convertibles y a precios mundiales.
El efecto de estos cambios sobre el comercio es ya patente. Los miembros del antiguo bloque han dejado de ser grandes importadores de cereales y semillas oleaginosas para convertirse en autosuficientes, o casi, con niveles de consumo más bajos. Además, los países que eran exportadores de alimentos a la ex Unión Soviética han perdido ahora este mercado y están buscando otras salidas.
Uno de los principales acontecimientos que contribuirá a configurar el comercio agrícola en el futuro inmediato será el ingreso de más de 350 millones de consumidores y una cantidad masiva de recursos agrícolas (utilizados hasta ahora, en gran parte, de forma ineficiente) en el sistema comercial mundial orientado hacia el mercado. Ello está ocurriendo en un momento en que este mismo sistema están sufriendo grandes cambios institucionales.
Los problemas de la transición hacia sistemas de comercio orientados al mercado se han agravado por las dificultades de acceso a los mercados. A pesar de los considerables esfuerzos realizados por abrir el mercado a sus productos, las economías en transición no han conseguido muchas veces superar las barreras proteccionistas, sobre todo en las economías de mercado desarrolladas y en particular en lo que respecta a los productos agrícolas. Para agravar las cosas todavía más, las economías en transición han tenido que hacer frente a la competencia de productos agrícolas tanto en sus propios mercados internos como en los de terceros países.
Una de las reformas más decisivas es la que ha tenido lugar en la República Popular de China (Cuadro 19). En la actualidad, China es el máximo representante de los sistemas de economía planificada. Su población,
1 220 millones de personas, representa un cuarto del total mundial; su boyante economía está avanzando rápidamente hacia un sistema basado en el mercado, y participa intensamente en el comercio mundial, habiendo dado claras señales de que desea integrarse en el sistema de comercio mundial, incluida la nueva Organización Mundial del Comercio (OMC).
Por debajo de las reformas económicas de China subyace el deseo de mantener un fuerte crecimiento que permita al país, hasta ahora una economía en desarrollo pobre y dominada por la agricultura campesina de subsistencia, convertirse en una economía industrial moderna. Antes de 1978 China era un país de economía planificada tradicional. Las actividades agrícolas se organizaban a través de las comunas rurales populares, que aplicaban las directrices del Gobierno y dirigían pequeñas empresas y tiendas.
El estancamiento de los niveles de producción agrícola y el aumento de las importaciones de cereales para consumo humano en los años setenta promovió la iniciación de reformas agrícolas, cuyo objetivo fundamental era introducir al sector agrícola en un sistema de mercado7. Las reformas contribuyeron a aumentar de forma significativa la producción agrícola, lo que permitió a su vez a China dejar de ser importadora neta de alimentos y productos agrícolas para convertirse en exportadora neta.
Aproximadamente en la misma época en que comenzaron las reformas de la política agrícola, China empezó a abrir su economía no agrícola. Adoptó una estrategia de crecimiento impulsado por las exportaciones, distinta de la de cualquier otro país de economía planificada, lo que ocasionó un cambio notable en el papel de China dentro de la economía internacional.
Así, mientras que en 1977 el comercio total de mercancías de China representó sólo el 1,4 por ciento del comercio mundial, su parte en 1993 había ascendido al 4,8 por ciento. Mientras que en 1977 ocupaba sólo la decimoquinta posición entre los mayores países exportadores, en 1993 había ascendido al sexto lugar. Durante el mismo período la parte del país en las importaciones agrícolas mundiales se mantuvo en el 2,3 y 2,4 por ciento, mientras que su parte en las exportaciones agrícolas mundiales subió del 1,7 al 3,7 por ciento.

A comienzos de los años noventa China era importante beneficiaria de la ayuda exterior, un importante prestatario en los mercados internacionales de capital y gran receptor de inversión extranjera directa. En 1993 las inversiones extranjeras directas netas llegaron a casi 26 000 millones de dólares. China avanzó también considerablemente en el camino de la convertibilidad de su moneda.
Los logros económicos han sido muy grandes desde la iniciación de las reformas en 1978. El promedio de la tasa real anual de crecimiento del PIB durante el período comprendido entre 1979 y 1993 fue de más del 9 por ciento, lo que dio lugar a que el PIB se multiplicara por más de 3,5 entre 1978 y 1993.
Aunque esta tasa de crecimiento introdujo significativas mejoras en el bienestar económico de la población, aparecieron algunos problemas. La inflación, por ejemplo, se ha visto impulsada por una política monetaria poco rigurosa, combinada con altos niveles de inversión extranjera. Además, el crecimiento no se ha repartido equitativamente en todo el país y han aparecido diferencias cada vez mayores de ingresos entre las regiones del centro y oeste y las del este, y entre las zonas rurales y urbanas. Mientras que los grandes cambios de la política agrícola contribuyeron a reducir el nivel de pobreza absoluta durante la primera mitad de los años ochenta, la posterior desaceleración del crecimiento agrícola hizo que la incidencia de la pobreza rural se mantuviera sin cambios durante la segunda mitad del decenio8.
Las mejoras en los niveles de vida y modelos de consumo fueron consecuencia del auge registrado en las zonas de alto crecimiento. Las diferencias entre los niveles de ingreso en las áreas urbanas y rurales se manifiestan en sus diferentes pautas de consumo alimentario. En los cinco últimos años, las zonas rurales han continuado dependiendo de un fuerte consumo de cereales per cápita, mientras que en las ciudades el consumo de cereales fue sólo la mitad que en el campo y ha tendido a disminuir. Por el contrario, los consumidores urbanos tienen un consumo per cápita mucho mayor de carne roja, aves de corral, huevos y productos pesqueros, y su consumo de esos productos ha crecido también más aprisa que entre los consumidores rurales.
La experiencia china suscita varios interrogantes para el futuro. ¿Puede China mantener su extraordinario crecimiento económico durante un período prolongado y puede hacerlo sin generar una inflación excesiva? ¿Pueden los efectos positivos del alto crecimiento en el empleo y los ingresos ampliarse a una parte mayor de la población sin provocar nuevas migraciones rurales masivas hacia las superpobladas ciudades? ¿Pueden superarse los problemas de la agricultura china de manera que pueda continuar atendiendo una parte considerable de la demanda alimentaria de un país cada vez más poblado y rico?
Muchos observadores, tanto dentro como fuera de China, están preocupados por el impacto que la enorme población de China tendrá en la producción y demanda agrícola de cereales importados y otros productos básicos agrícolas. En lo que respecta a la producción, los motivos de preocupación son la rápida pérdida de tierra de cultivo en zonas de crecimiento industrial acelerado; la grave competencia por unos suministros limitados de aguas subterráneas en las zonas próximas a las grandes ciudades; la erosión y contaminación de la tierra de cultivo, y el agotamiento de la tecnología de producción que contribuyó al gigantesco progreso de los años ochenta. La producción de cereales per cápita creció un 23 por ciento entre 1978 y 1984, pero el nivel de 1984 no se ha superado todavía en el último decenio, con excepción de 1990, en que se rebasó de forma muy marginal.
Algunos opinan que la demanda china de cereales importados podría ser tan grande en la primera parte del próximo siglo que constituiría una amenaza para la estabilidad de los precios y suministros mundiales a disposición de otros importadores. Según una hipótesis más flexible, China será un interlocutor comercial cada vez más activo en los mercados agrícolas mundiales y destinará parte de su producción agrícola a la exportación mientras que importará otros productos. Si China consigue mantener su crecimiento basado en la exportación en un nivel más o menos semejante al actual, relativamente elevado, influirá enormemente en los mercados internacionales. En cualquier caso, no hay duda de que desempeñará un papel importante en el comercio agrícola mundial en el próximo siglo.
