I am honoured and find it a privilege to address you this evening after completion of your Eastern and Southern African Workshop concerning the establishment of a REGIONAL EXCHANGE NETWORK for Market Oriented Dairy Development. I hope you have enjoyed your stay in Zimbabwe and have had time to site see in the beautiful City of Harare and visit some of our tourist attractions.
Although the workshop was for Southern and Eastern Africa, it is most encouraging that participants from INDIA and NEPAL were also able to attend. That they travelled such long distances to attend is especially appreciated.
With the experience of the FAO experts from Europe, other NGO's involved in dairying together with the participation of expertise brought from 11 different countries, I am sure the Workshop proved to be a success and a most useful forum for fruitful discussion. Hopefully you have formulated a PLAN OF ACTION which will see a continuation of what has been achieved in Harare.
The sharing of experiences, exchange of ideas, discussions and interactions all leads to rapid progress which cannot be matched by isolation and individual development. Good ideas and proven workable systems need to be replicated, multiplied and disseminated through training and extension which can all be facilitated by a Regional Exchange Network. The establishment of this Network should be vigorously promoted so that peasant dairy farmers can be brought into the cash economy and benefit from commercialisation.
As has been stated, dairy or milk production is an ideal way for improving socio economic welfare in rural areas as it is a cash generator. Not only does milk production provide cash for development and so alleviate poverty, but it improves the nutrition and health of the people.
Most importantly however it stimulates development of a whole range of skills and infrastructure. For example in addition to technical skills in livestock management, the farmers learn to run committees and operate business ventures. Since to be successful they require services such as roads, telephones, water and electricity, pressure is brought to bear on relevant authorities to ensure these are available or improved.
Africa is far behind other continents in dairy development. There is massive urbanisation which is contributing to declining agricultural production. Developed countries have some 30% of the world's cattle - yet they produce 77% of world milk production. Africa only produces about 3% of world milk production leaving a great deal of room for improvement. There have been a few exceptions to the general situation. I was impressed with smallscale dairy development in Kenya and to see the volumes which can be produced from the smallholder sector.
It is a pity that the Naivasha FAO/DANIDA Training Team in Kenya closed in 1991. They did an enormous amount of useful work which is still being drawn on to-day. To have such a team present in the sub-continent would be most helpful. There is no doubt that the regional seminars and workshops held to-date have infact grown out of the work of this team.
Zimbabwe has comparatively recently started dairy development in rural areas in an attempt to bring milk to, and encourage consumption within, the under-privileged rural population. We have a long way to go and a lot to learn and therefore we really appreciated the workshop and seminars sponsored by FAO, and have high hopes of the Network. In today's liberalised marketing environment, for milk production to be sustainable it must be demand driven. Marketing or promotion of milk is an important issue-especially because of its perishability. I know we in Zimbabwe could learn much from other countries and see how they have overcome their problems.
I was very happy to see that all these important issues were addressed during your Workshop. I trust that the Zimbabwean participants will now have all the answers!
In closing I hope that you all continue to enjoy your stay in Zimbabwe and on behalf of you all I thank FAO for sponsoring the workshop.
Regarding the siting of the Regional Exchange Network for Market Oriented Dairy Development, my Ministry has expressed support that such a facility be sited in Zimbabwe. It is hoped that if this is acceptable, your proposals from the Workshop can be forwarded to our Government for confirmation.

Dr Abdall has worked as director of a chicken production project for 14 years. Also worked
as a poultry analyst, from manager. He has also been involved in farmer organisations and
smallholder farmer empowerment progress.

Mr Dube holds a BSc Agriculture degree - University of Sierra Leone and an MSc in Agriculture

Mr Dube has worked for over 12 years in the dairy field as an Extension Officer with special
emphasis on smallholder dairying and also as Provincial Co-ordinator of the Dairy Development
Programme. He initiated the following Dairy Development Projects in Nharira, Chikwaka,
Gokwe and Marirangwe in Zimbabwe.

Qualifications:
Brian has a B.Sc. in Dairy Service from the University of Reading (UK).
Experience:
Brian has experience in dairy production processing, collection and marketing as well as in
product development organisation and structure, credit extension and advisory services.
Worked in Lesotho and the FAO Office in Rome, as well as in Malawi, Nepal and Zimbabwe under FAO, DANIDA and ODA respectively as a dairy consultant or training advisor from 1994 to 1995.
Between 1972 to 1993 Brian worked in Uganda, Bangladeshi and the UK. From 1966 to 1976 - worked as a Development officer and Product Development Manager in the UK.

Mr Kafumbu holds an MSc degree in Food Science.
Experience
The Malawian Dairy Industries Corporation is a Parastatal body responsible for the diary
industry in Malawi. It regulates processing and marketing of dairy products.
Dr Elizabeth K. KYEWALABYE

Dr Masanje obtained a Bachelor of Veterinary Medicure BVM and a Post-graduate Diploma in
Animal Science from Royal Agricultural and University in Copenhagen plus a Post-graduate
diploma in Animal Production from the Agricultural University in Norway.
Experience
Dr Masanje has varied experience from management disease control and breeding as well as
in the procurement of veterinary supplies.

Use of rice polishings as a feed supplement to milking cows grazing rye grall/clover and its effect on milk yield.

Qualifications
Mrs Matanda holds a first degree in Urban and Regional Planning and an MBA from University
of West Virginia - USA. She has also done post-graduate work in Public Affairs and Agricultural
Economics.
Experience
Mrs Matanda has worked as an Agricultural Project Analyst, Project Planner and as a Manager
in the public and private sectors. She has also lectured in Strategic Marketing, Food and
Agricultural Marketing abri-business Management, Agricultural Finance and Agricultural

Professor Stephen MBOGOH (PhD)
Qualifications
Obtained a BSc and an MSc in Agriculture and Agricultural Economics from the University of
Nairobi and a PhD in Agricultural Economics from the University of Alberta (Canada). Associate
Professor in Agricultural Economics, University of Nairobi.
Experience
Dr Mbogoh has worked as a consultant for FAO, UNDP the World Bank as well as a research
Feller for ILCA on Dairy Development Policies in Africa. he has also worked and supervised
postgraduate student working on dairy development projects. Professor Mbogoh has written
several papers (between 1980 to 1995 on Dairy Marketing and Livestock Development).
Mr Bartholomew MUPETA
Dairy Research Scientist, Zimbabwe Government. He has 20 years experience in Research and
Extension work.
Qualifications
BSc Agriculture, MSc Animal Science, Diploma in Agriculture.
Experience
Mr Mupeta was involved in the setting up of Pilot smallholder dairy programmes in 1983. He
has also been involved in on-farm research work aimed at investigating constraints affecting
smallholder diary farmers. He developed some least cost dairy rations based on home-grown
crops and their residue.

Shurwin SEMPLE
Senior Project Officer (Agriculture) for the Commonwealth Secretariat
Qualifications
Mr Semple has a BSc (Hons) in Agriculture and an MSc in Development Planning.
Experience
Since 1988, he has been in charge of identifying, planning and appraising projects to enhance
Dairy Projects in 48 developing member countries which comprises 52 states spanning all
continents and representing one third of the world's population. Mr Semple has worked for 15
years in livestock research and development at senior levels with national, regional and
international bodies.

He is a member of the Royal Agricultural College (UK), the Tropical Agricultural Association of Great Britain and the Institute of Management (UK).
Mr Aubrey SHONGWE

Holds a Diploma in General Agriculture and a BSc in Agriculture (Animal

Mr Shongwe has worked in livestock extension for both beef and dairy as well as a board

Mr Sorgho has a first degree from Polytechnic Institute of Qwazalarzou - Burkina Faso and
