| ESTONIA | LEGISLATION -Foreign fishing vessels allowed to fish in Estonian EEZ, within framework of bilateral fisheries agreements. -List of foreign fishing vessels authorized to fish in Estonian EEZ shall include vessel name, registration number, radio call sign, vessel type and description of fishing method. (Art. 6) (Fishery Regulation establishing measures for the conservation and management of fishing resources in the Estonian EEZ, 1994) Note: New Fishing Law has been enacted 27 September 1995 and effective 1 September 1996 (unavailable). This Law invalidates Fishing Law of 1991, arts. 28-30 (on fish capital fund) excepted. AGREEMENTS Agreed records (3) of conclusions on fisheries consultations between Estonia and EEC and between Estonia and EEC on the behalf of Finland and Sweden, signed on 10 October 1995 -Quotas for EC vessels in Estonian EEZ (ICES division IIId): for cod = 400 m.t.; herring = 10 000 m.t.; salmon = 2 700 individuals; sprat = 20 000 m.t. -Catches taken within the limits of fishing possibilities shall be deducted from the TAC of the zone in which the catch has been taken. -Fishing vessels of each party are allowed to fish part of their TAC in the other party's zone within limits of access quotas; catches taken within these limits shall be deducted from the TAC of the party from which the vessel originates. -Reciprocal access arrangements by species: for cod = 300 m.t. (EEC), 400 m t. (Estonia); herring = 3 000 m.t. (EEC), 2 000 m.t. (Estonia); sprat = 4 000 m.t. (EEC), 2 000 m.t. (Estonia); salmon = 2 700 individuals (EEC). -These access arrangements shall only be utilised when possibilities opened under quotas (fishing possibilities) has been fully exhausted for the species concerned. -Access to surplus after determination of TAC and own harvesting capacity. -Licensing arrangements on basic list of licences by species, available for EC vessels fishing in Estonian waters: for cod = 30; herring and sprat = 30, salmon =30. -Request for amendments to basic list may be made at any time within the following limits: for cod =14, herring and sprat =16; salmon =12. -Only vessels under 40 metres will be authorized. -Maximum finish vessels which can simultaneously fish in Estonian zone: 4 for cod, 15 for herring and sprat, 3 for salmon. -Maximum for Swedish vessels: 4 for cod, 14 for sprat and herring. -Fishing possibilities for Swedish vessels: 50 t. of cod, 500 t. of herring, 2 500t. for sprat (unavoidable by-catch of other species included). -Fishing possibilities for Finnish vessels: 2 500 m.t. of herring, 2 500 m.t. of sprat, 1 000 m.t. individuals of salmon; to be deducted from TAC of EEC (Finland) |

AGREEMENTS Agreed records (3) of conclusions on fisheries consultations between Estonia and EEC and between Estonia and EEC on the behalf of Finland and Sweden, signed on 10 October 1995 -Vessels of the parties shall be allowed to use their national logbooks; active and passive reports shall be submitted in accordance with valid regulations of the parties. -Monthly catch reports, including unavoidable by-catch, to be presented reciprocally to the relevant authorities. -Parties shall supply each other with monthly catch statistics for the stocks fished by their own vessels; information to be provided monthly. |
