  LEGISLATION
Norwegian vessel, for the purposes of this Act, is defined to include vessels owned by persons resident in Norway, provided that the vessel is not of such size as to be subject to compulsory registration under the Ship Registration Act
(Maritime Act of 20 July 1983, sect. 5)
Norwegian citizens are:
1. Persons resident in Norway;
2. Joint stock companies or other limited liability companies are defined as Norwegian, provided that the head office and the Board of Directors of such company are located in Norway, the Directors are shareholders (resident in Norway and Norwegian citizens) and at least six-tenths of the share capital is owned 54 by Norwegian citizens. 3. The State, establishments and funds administered by the State and by Norwegian municipalities;
-In special cases, the King may permit a joint stock company or other limited liability company which does not satisfy the above conditions and which is involved in the processing of fish products pursuant to a concession granted under the Act of 14 December 1917 concerning the acquisition of waterfalls, mines, and other real property, to engage in business which, according to this Act, is reserved for the persons and companies mentioned above.
-This permission can only be granted for such business as is naturally related to the company's processing plant in Norway. Whenever the public so requires, the permit may be made subject to certain requirements.

NORWAY LEGISLATION
-For foreign fishing vessels these Regulations apply to fisheries in EEZ off the Norwegian mainland and in the Fishery Zone around Jan Mayen. (Sect. 1)
-Requirements concerning minimum mesh size and devices on gear with regard to fishing area, species, selectivity. (Sects. 2-12)
-Prohibition against use of certain types of gear and way of fishing, in certain areas, for certain species. (Sects. 13-19)
-Calculation of bycatches allowed, when fishing inside or outside Skagerrak, by species targeted and gear used (Sects. 20 and 21)
-Minimum size and length measuring of fish prescribed. (Sects. 22-25)
-Prohibition against discard and reduction of catches specified by species. (Sects. 26 and 27)

-Foreign fishing (apart from Swedish and Danish fishing) permitted only in 12 - 200 mile zone. (Sect. 1)
-Licence shall apply to one specific vessel and is not transferable; licence to be carried on board vessel. (Sect. 4)
-Applications for each vessel to be submitted together with fishing plan in manner prescribed for each country. (Sect. 5)
-Rules for fishing by Norwegian vessels to apply also to foreign vessels. (Sect. 6)
-Licence conditions may include quotas, permitted fishing areas and gear, period of the validity of licence, species of fish for which licence is valid. (Sect. 7)
-Licence to lapse when fishing quota for flag state has been harvested. (Sect. 7)
-Vessels to bear identification marks and to fly national flag. (Sect. 12)
-Local landing of catch prohibited.
-Vessel shall receive Norwegian inspectors on board and allow inspectors to remain on board during fishing operations, and provide food, accommodations, assistance, information, access to storage space, radio or telex facilities, etc. at vessel's expense. (Sect. 12)
-Applications to be submitted for each vessel, together with fishing plan, in manner prescribed for each country. (Sect. 6)

AGREEMENTS
Agreement between Norway and the German Democratic Republic of March 1977
-Discontinuation of this Agreement will be subject to consultations between Germany and Norway.
Agreement between Norway and Poland of 24 May, valid through 1 January 1992
-German and Polish authorities to advise Norwegian authorities of names, registration numbers, fishing gear to be used, and to provide other relevant information. Such information also to be given with regard to eventual provisions and auxiliary vessels accompanying fishing vessels.
-Foreign governments to ensure that vessels flying their flags comply with the provisions of the Agreement.
Agreement with between Norway, EEC and Denmark on the Regulation of Fisheries in the Skagerrak and Kattegat in 1983, valid from 1 January 1982 to 31 December 1983
-Total catch of cod, haddock, whiting, plaice and herring in Skaggerak and Kattegat to be specified and allocated. Directed fishing for herring permitted only for human consumption.
-The period of fishing, size of vessels, use of trawls, purse seines and pair trawls specified.

Note: Norway and Russia agreed on fishing quotas in Barent Sea; Each has a cod quota of 286 000 t. in open waters and 40 000 t. in their own coastal waters. Haddock quotas were set at 61 000 t. each; Norway's vessels in Russian waters are 50 000 t. for cod and 10 000 t. for haddock.

LEGISLATION
-Notification be to made to Bergen office by telegram or telex 24 hours prior to commencement and ending of fishing. (Sect. 9)
-Vessels fishing south of 62 degrees N latitude to notify time they temporarily leave or enter zone. (Sect. 9)
-Vessels assisting fishing fleet must notify Directorate of Fisheries every time they enter or leave zone. (Sect. 9)
-Director may require notification of when vessel crosses boundary lines for statistical areas. (Sect. 9)
-Vessels to submit catch reports on catches brought on board in the zone:
- weekly on days prescribed for flag state;
- monthly through flag state authorities.
-Reports to contain number of fishing days, volume of catch in metric tons, live weight according to species and prescribed statistical areas. (Sect. 10)
-Support vessels also to submit reports on quantities of different species received from each fishing vessel. (Sect. 10)

AGREEMENTS
Agreements between Norway, the German Democratic Republic and Poland
-Foreign fishing vessels to enter daily data concerning fishing places, fishing effort and catch in logbooks that will be available for inspection at all times.
-Each vessel to report arrival at fishing area, and to send a detailed report at end of week on catch, fishing time, and other relevant information.
