Abstract

The main objectives of the Workshop on Lagoon Management, held in Nador from Septembre 30th to October 5 th, 1991, consisted in the initiation to the modelling concept and the elaboration of a technical document for the lagoon management in the Mediterranean and for the preservation of its environment. Three major components in lagoon ecosystem modelisation were considered for a better management:

-   lagoon hydrodynamic modelling

-   lagoon bilogical modelling

-   lagoon economical modelling

On the matter of hydrodynamic modelling, it was stressed the need to gather data measurements to permit the description of the ecosystem functionning such as hydrodynamic parameters survey, sedimentology and geology monitoring, inlets evaluation and meteorological study.

It was recommended that:

  1. hydrodynamic models should preceed any applications of management schemas including the aquaculture in lagoons.

  2. MEDRAP member countries authorities should protect the ecosystem of lagoons.

Regarding the biological modelling, it was noted that a deep knowledge of the lagoon organisation and its functionning is required to the lagoon exploitation. The analysis of its process, in time and space, should lead to the understanding of the ecosystem and should establish its modelisation such as ecological, analytical and empirical modelisation. Due to its interface sea-land positions, the lagoon systems are subject to marine and continental double influence. The opening on the sea is essential to maintain the lagoon system. It was recommended the ecological equilibrium preservation, the assessment of the ecosystem carrying capacity, the establishment of monitoring and control surveys according to the management required. At a pilot project scale, studies, should be undertaken to develop and integrated research and to lead to modelisation.

The last aspects of modelling was discussed from the bio-economical and socio-economical point of view. The aquaculture activities should consider the external world (the lagoon itself, other human activities on the lagoon and the global socio-economic structure) and the internal-technical and economical world. The legal, economical and commercial and commercial aspects must be studied. It was recommended to the take into account the economic risks which may be harmful.

MEDRAP II was invited to help the countries by conceiving a methodology approach to be used as guidelines in lagoon management, initiating technicians in modelisation and elaborating a software applicable to the hydrodynamic lagoon study and realising a data base in the matter.
