STATEMENT BY THE DIRECTOR-GENERAL

Mr. Chairman,

Over the years I have appeared before this distinguished Council in a number of different capacities: as Regional Representative for Europe; as Director of Economics; as ADG in charge of the Programme and Budgetary Service; latterly as Executive Director of the World Food Programme. Today, appearing before you for the first time in my new capacity as Director-General of FAO, I am more than ever aware of the magnitude of the task that faces us all: the task of guiding events in a world in constant evolution.

Because of the profound change which has come about over the past year, I should perhaps begin my statement with a brief review of the current world food situation. I am happy to be able to do so on a note of cautious optimism. As you will know, 1967 harvests were generally good. Food production in the world as a whole was about three percent greater than the year before. Still more important, this increase occurred mainly in the developing countries where the rise was no less than six percent. It made good much of the loss in food production per head in the two disastrous harvests of 1965 and 1966. Not since 1956, more than a decade ago, has there been a comparable year-to-year advance. According to the limited information so far available, food production is continuing to climb in 1968 in spite of some setbacks due to weather.

We must not read too much into this development. Agricultural production is fickle, as fickle as the weather itself. Some part of the sharp rise in 1967 undoubtedly represented a recovery from the two bad years which went before. We cannot expect a comparable increase every year.

At the same time there is good justification for thinking that weather was only part of the story; that the long lag in food production which characterized the last decade may be coming to an end.

One reason for hopefulness is that many governments are now putting greater emphasis on agriculture in their planning and investment. This applies equally to the World Bank, and I welcome Mr. McNamara's plans, announced last week, to quadruple the volume of the Bank's agricultural loans over the next five years, with the continuing assistance of FAO. It is also more widely realised that food shortages can set off an inflation which can nullify progress in all sectors. Some governments have no doubt been influenced by the fact that grain stocks in North America, although again in an upward trend, can no longer be seen as an almost automatic insurance against disaster.

A second factor is the cumulative effect of long years of development effort which at last seems to be bearing fruit. This applies to the slow building up of research and extension services. It applies to long term investment in irrigation, land settlement, and other forms of agricultural infrastructure. Equally important are the institutional improvements, in land tenure, in cooperatives, farm credit, marketing, which now give farmers in developing countries greater hope of benefitting from increased production. Farmers are therefore taking more readily to the use of fertilizers and to other improved practices. Governments recognize the importance of providing adequate supplies of essential inputs. And last but not least, I must mention perhaps the most interesting element of all, the high-yielding varieties of wheat and rice developed in Mexico and the Philippines respectively. Where adequate water, fertilizers and pesticides are available these give several times the normal yield. It is an achievement which for once justifies the much abused word, breakthrough.

I could go on. But I will content myself with saying that the basis now exists for a steady improvement in the world food situation. Moreover, the world is now finding the will and the energy to make fuller use of the new tools which agricultural science provides. Not one thing, but the combined effect of a multitude of efforts has led to this quickening hope of improvement. I would claim, too, that FAO and its sister agencies have contributed significantly to this new phase.

But I would emphasize equally that these recent gains are still precarious. They will not continue automatically. If we relax our efforts, if governments sink back into complacency, then the world will soon find itself back in the old situation with the gaunt spectre of hunger and poverty overhanging the developing countries. For the population of the developing areas continues to grow at an unprecedented rate, which can only be checked by the adoption of policies for the promotion of family planning.

I have begun, Mr. Chairman, with what should perhaps have been my peroration. But it seemed important to place at once before the Council the world background against which its deliberations will take place. As I see it, we have reached a stage of great promise, but one which could easily prove to be a false dawn if we neglect the opportunities now opening before us.

In analysing the long-term action required, I believe that the Indicative World Plan for Agricultural Development will play a key role. May I say at once that I regard the IWP as one of the most important initiatives of my distinguished predecessor Dr. Sen. In the formulation of realistic goals for agricultural production, consumption and trade in 1975 and 1985, it should provide us with essential information on future needs and the potentialities for meeting them - information which must be regularly revised to take account of changing circumstances. In suggesting policies which governments should follow for the attainment of these objectives, it will provide a framework for action at the world, regional and national levels.

The provisional studies for Africa south of the Sahara, the Near East, the Far East and South America have been completed or are nearing that stage. They are being circulated in draft form for comment to selected countries. Shorter papers, summarizing their main conclusions, are being prepared for each of the regional conferences, since the full regional reports are too large and too technical for such treatment and in any event could not be made ready for circulation within the necessary deadlines. The world study will be ready in time for consideration at the 1969 Session of the Conference. I believe that we should continue our work in this field after the first an up-to-date guide for policy formulation.

The last session of the Conference asked for a review of the progress and methodology of the IWP. I arranged for this to be carried out by Professor Tinbergen, one of the leading authorities on development planning. He is also Chairman of the United Nations Committee for Development Planning, which will be responsible for formulating the United Nations projections and targets for the Second Development Decade. We found Professor Tinbergen's review most helpful, and I am glad to say that he gave full support to the methods we have been using. At the same time his visit has already proved useful in ensuring compatibility of approach between our projections and those now being initiated by the UN. Only thus can we ensure that what we are doing for the agricultural sector fits into the overall economic projections of the United Nations. It will, for instance, be necessary to interpolate our time scale of 1975 and 1985 to fit the period 1970–1980 of the Second Development Decade. In my paper on “The Strategy for the Future Work of FAO” I have explained in greater detail how I believe that the United Nations family should work together in long-term policy setting.

In its discussions the Council will also be examining several more immediate problems of inter-agency relationships. I would mention in particular that of agricultural education and training, which as you know has long been disputed territory between UNESCO, ILO and FAO. Earlier this year I reached agreement with the Directors-General of the other two organizations on our respective responsibilities and the ways in which we would cooperate in future. The aide-memoire which we signed had already been approved by the governing bodies of ILO and UNESCO and I warmly recommend it for the Council's endorsement. Anticipating such approval, we are already observing its provisions not only in the letter but in the spirit. I believe it can open the way for constructive cooperation in this immense field of work. I have hopes of reaching a similar agreement with UNIDO before the end of the year.

On the internal plane, our attention during the past months has, of course, been focussed mainly on re-organization. The Council has before it the joint report by the Director-General and the Ad Hoc Committee on Organization, containing the “detailed reorganization plan” requested of us by the Conference. For my part I should like to pay tribute to the effective and understanding manner in which the Ad Hoc Committee carried out a difficult task. I firmly believe that our joint proposals, if acceptable to the Council, will permit a much more rational organization of our work.

I do not wish to go into the details of our joint report, which I hope will be introduced in due course by the Chairman of the Ad Hoc Committee, Mr. Maiden of Australia. Perhaps, however, I may be permitted one or two remarks of a general nature.

In my view the most important single element in the whole plan is the objective of developing a comprehensive, organization-wide policy for assistance to individual member nations. We are all aware that in the past the activities of separate divisions, while valuable in themselves, did not always add up to a balanced programme adapted to the recipient country's actual needs. This problem will be tackled by placing programme and project formulation on a mainly geographical basis. The decisive role in this new phase of our activities will be played by the Development Department, the successor to the Programme and Budgetary Service. It would be responsible for coordinating all the Organization's activities in project formulation and appraisal, investment programmes and international agency liaison. In addition, this Department would be responsible for the direction and servicing of what I hope will become a much expanded network of Country Representatives. I regard the Development Department, in a word, as the key to the whole re-organization. On its effective staffing and performance will depend, in a large measure, the successful implementation of the proposals before the Council. I am confident that it will be able to bear this heavy load of responsibility.

In the final chapter of the joint report you will find a number of measures listed which, within the concept of the resolution of last year's Conference, might be implemented during the 1968/69 biennium “at a time to be determined by the Director-General,” on the understanding that they remained within the approved level of the budget for 1968/69. For obvious reasons, we would have preferred to await the Council discussion before implementing these recommendations. But one major consideration led the Ad Hoc Committee and myself to agree on putting in hand a number of proposals where we felt fairly confident of the Council's support. This consideration is the important matter of staff morale. The re-organization does involve a great many changes, both for individuals and for administrative units. In human terms, it would have been impossible for the staff to work normally with major structural changes overhanging the Organization for months at a time. The Ad Hoc Committee shared the feeling of myself and my senior colleagues that if changes were to be made, they should be made quickly, so that the new set-up could come into operation as smoothly as possible without long drawn out uncertainties and frustrations. The majority, although not all, of the interim implementation measures have therefore already been carried out. I am sure the Council will appreciate that this was necessary in the best interest of the Organization.

There is one other section of the joint report to which I would like to direct the Council's particular attention, namely that on regional structure. Two alternative proposals are advanced. The first, which I took the initiative of suggesting to the Ad Hoc Committee, is designed to bring about a greater impact by the United Nations family at the regional level. The proposal is that the Executive Secretary of the United Nations Regional Economic Commission act in a dual capacity as the FAO Regional Representative, taking his instructions on all agricultural matters from the Director-General. This proposal has been welcomed by the Secretary-General of the United Nations, and also aroused considerable interest and support in the summer session of the Economic and Social Council. Personally I very much hope that we can try it out experimentally in at least one region. The second alternative amounts to maintaining the existing regional structure, but with some streamlining as well as modifications specifically designed to give the regional offices a more effective role in the policy-setting and programming activities of the Organization.

The two options remain open in respect of Africa and Asia, and it will be for the governments concerned to say - in this Council and in the Regional Conferences - which formula they prefer. The Latin American Representative in the Ad Hoc Committee, my distinguished friend Ambassador Hernan Santa Cruz, stated the viewpoint of his region as being in favour of a separate FAO Regional Representative. I have myself felt that the lack of high level representation in Latin America this year has been a serious handicap to our activities, and I have therefore recently arranged for the appointment of a new ADG for Latin American Affairs and Regional Representative of the Organization.

Mr. Chairman, as foreseen by the last Conference the proposals on structure must, subject to any changes on which the Council may decide, serve as the basis on which my proposed Programme of Work and Budget for 1970/71 is to be prepared. But they cannot in themselves be regarded as final. It will be necessary to keep our organizational structure under constant review, and change it whenever necessary in the light of a constantly shifting pattern of work. Only thus can we hope to maintain our full effectiveness.

Furthermore, I believe that the structural proposals should be regarded as only the first stage in the re-organization of FAO. Structure is, of course, important in itself. But just as important, it seems to me, is the manner in which we actually carry out our work within the framework laid down for us. A satisfactory level of business efficiency in the use of staff resources is indispensable if we are to achieve our full potential as an Organization.

As one of the interim implementation measures mentioned in the joint report, I have set up a Management Services Division, the object of which will be to increase systematically the efficiency of the Organization. It will progressively survey in detail every segment of the Organization and the methods of work employed. However, there is much to be done in a very short time, and the present resources of the Division are too small to have a significant impact as quickly as I would wish. I am therefore arranging, after having consulted the Finance Committee who have expressed their agreement, to obtain the services of an outside business consultant firm of international reputation, which will work in the closest coordination with the Management Services Division. This will enable us to introduce the latest techniques at the earliest possible moment, and provide for a valuable cross-fertilization of ideas.

This I see, then, as the second stage of our re-organization. In addition I visualize a third stage, consisting of a methodical review of the traditional activities carried on under our Regular Programme. We all know that it may often prove difficult to stop an activity, for instance a regular series of meetings, once it has been started. A close examination of all these on-going activities is needed in the light of the rapidly changing circumstances of agriculture today. I sincerely hope that, when the time comes, I can rely on the cooperation of member nations in agreeing to suspend activities which have now become of limited value only.

Before leaving the subject of organization I should also say something of my recommendations on the future of the Freedom from Hunger Campaign. In the note before the Council I have tried to make an objective analysis of the positive achievements and of the weaknesses of the Campaign as it has so far operated. I have concluded that the Campaign provides essential support to FAO's work, and have therefore recommended that it should be continued during the period of the Second Development Decade subject to a review in 1975. At the same time I have indicated the main directions in which it might operate. I would draw special attention to the value of the Campaign for the involvement of youth in activities related to FAO's objectives. I am convinced that a troubled and rebellious younger generation can find in the cause of development a constructive release from some of the frustrations built up by the society in which they live. This is something of great importance for all of us, and I believe that, in collaboration with other agencies, FAO must follow up and strengthen the pioneer work it has already carried out.

The Council will also be considering the arrangements for the Second World Food Congress. In my note on the subject I have proposed that the Congress be postponed until June 1970, partly because I think that we need more time, including time for the FAO Conference to discuss the IWP proposals, and partly because I believe that there would be a real value in holding the World Food Congress in the year which marks the 25th anniversary of the founding of FAO. If this date is acceptable to the Council, the Netherlands Government would generously be ready to act as host.

I now come to our actual programme of work for the next few years, and this I believe to be the most important question before the Council: FAO was set up at Hot Springs and Quebec to combat hunger and want. In the last analysis it will be judged by its success in improving the world food and agricultural situation. Organizational adjustments, however important, are no more than a means to that end.

In our work programme I believe we should be guided by the twin principles of team work and concentration. I am convinced that we shall achieve the greatest possible impact if we focus the efforts of the Organization as a whole on a few key areas. In my note on “The Strategy for the Future Work of FAO” I have suggested five areas of work for special concentration. These areas cut across our lines of divisional responsibility within FAO, and my intention is that in each area all the divisions concerned will work together as an integrated team.

I have discussed the five key areas rather fully in my note and I need do no more than briefly enumerate them now. They are as follows:

  1. The development and wider cultivation of the high-yielding high-input varieties of basic food crops, which are already making a major impact on productivity in many developing countries. This necessarily includes many ancillary problems of increasing irrigation, larger production of fertilizers, storage capacity, improved marketing and so forth, without which their extended use would be impossible.

  2. A war on waste. At present, as is well known, a large proportion of the food harvested in the world is lost through the depredations of rodents and insects, through moulds and a variety of similar factors. Certainly the loss amounts to many billions of dollars each year. There are also many forms of indirect waste of which the loss of fertile land through erosion or salinity are striking examples.

  3. An all out attack on protein deficiency. The protein gap is undoubtedly the most serious nutritional deficiency of the developing countries and indeed of the poorer people in all countries, especially children and mothers. The time is ripe for encouraging on a world scale the production of low cost animal and vegetable protein, and of unconventional forms of protein where economic. Their consumption should be promoted by such things as cost reduction, mass education and improved palatability.

  4. Mobilization of human resources for rural development. These are the main resources of many developing countries, and there are opportunities for their more effective deployment in rural areas, both within agriculture and in other occupations. Only thus can we hope to stem the alarming flight to the towns of rural populations, who simply swell the numbers of the urban unemployed. For FAO this implies intensified efforts in agricultural training at all levels, agrarian reform, cooperatives and credit, and other forms of institutional improvements. In this area much joint work with other agencies would be necessary.

  5. The promotion of foreign exchange earnings and savings in the developing countries. In this area the needs of the developing regions have been widely publicised, but their opportunities are less widely known. Yet opportunities exist for increasing the volume of exports of a variety of products, and there are also many opportunities of saving where imported products could be economically grown in the developing countries themselves. Our efforts in this area would be closely keyed with those of UNCTAD and GATT.

You will notice that the five priority areas which I have described closely interlock. For example, the better use of rural manpower has a bearing on the increased output of high-yielding cereals and protein foods. Larger supplies of these foods and the reduction of wastage can contribute powerfully to the saving of foreign exchange, and often to larger exports as well. Together these five areas cover a large part of the agricultural sector. As I have explained in my note, however, they are not to be construed as a universal recipe for agricultural progress. We must remember that priorities at the national level are set by the governments themselves; if assistance is needed outside the five areas of concentration we shall, of course, do our best to provide it. I look forward to hearing the Council's views, and very much hope I can receive general support for the ideas I have put forward.

An important item on your agenda is the organization of future Conference sessions, which is dealt with in the joint report of the Programme and Finance Committees and in the report of the Programme Committee on its Fifteenth Session. Among the various recommendations, I would draw particular attention to that concerning the organization of the technical committees, a question which has long been under review. It is proposed that the number of technical committees should be reduced to two, meeting just before the main Conference, one on our field programmes and the other on the five special areas of concentration which I have just outlined. I fully agree with this proposal.

One of the most crucial questions at any Conference is, of course, the level of the budget for the following biennium. In accordance with a decision of the last Conference, I am expected to provide the Council at its present session with “preliminary and approximate indications” of the level I shall be proposing for 1970/71. Unfortunately, there are still too many unknown factors to permit any final estimate, or decision at the present time. For instance, a revision or extension of the arrangements with UNDP on financing the cost of Country Representatives could have a significant impact on the budget of the regular programme. As a broad or approximate indication, however, I am thinking in terms of a budget level which would permit an expansion of 12% over the biennium - or 6% a year - in the actual substantive programme, excluding mandatory increases. An increase of this order is, I believe, the minimum that can be requested in the light of, on the one hand, the need for intensified multilateral action at what could be a turning point in the agricultural history of the developing areas, and, on the other hand, the undeniably growing prosperity of donor nations, however great may be their domestic problems. We have acquired momentum in our drive against agricultural underdevelopment: we must maintain it.

With respect to the mandatory or non-substantive increases, including the costs of extra office space and of any additional language facilities which the Conference may request, it is also difficult to make a firm estimate just now. It seems to me, however, that such increases may well run to 10% or 11% of the current budget level for 1968/69.

To conclude, Mr. Chairman, may I return to a few personal matters. Since my appointment as Director-General I have received many invitations to visit member countries. I would like to have been able to accept all, for to my mind it is important to be familiar with the problems and thinking of our member governments. Similarly, I would have wished to attend personally all our Regional Conferences. However, I have considered it necessary, during my first year in office, to devote myself mainly to the problems entrusted to me by the last Conference, especially the re-organization of FAO and also the preparation of the next Programme of Work and Budget. I have therefore been able to visit only a few of our Member Nations so far, and must limit my attendance to three of our five Regional Conferences.

Whenever possible, I seek to combine country visits with attendance at important meetings of other organizations, for instance UNCTAD, the Economic and Social Council, or the Administrative Committee on Coordination. On the non-governmental side I addressed, in Tunisia, the Conference of the influential farmers' organization, the International Federation of Agricultural Producers. These contacts with other organizations seem to me an essential part of our work. I therefore plan, as occasion offers, to continue with such dual-purpose visits.

Mr. Chairman, FAO now has more than two decades of experience in dealing with the problem of world hunger and malnutrition. In response to widening recognition of the gravity and importance of its task, it has expanded from modest beginnings to the world-wide development agency which exists today. Yet even now, the nature of the problem is constantly changing. We must adapt our attitudes, our methods, our priorities, to meet new circumstances, new challenges to action. I have tried to indicate how, as I see it, the Organization should develop in the years immediately ahead. I now look forward to hearing the comments, and the conclusions, of the Council.
