The Council has heard a report of the Director-General (CL.7/9) on his visits to Eastern European and Latin-American countries since June 1949. The Council notes the following needs which the Director-General feels should form the theme for the Fifth Session of the Conference:
Action to expand and accelerate agricultural advancement and improve the well-being of the world's peoples by putting to work the store of accumulated technical knowledge.
Action to meet the problems of surpluses in the midst of great want.
Action by governments in carrying out their obligations with respect to these interrelated problems and lines of work.
