CHAIRMAN: I am sorry that it has been found necessary to delay our start. On our Order of the Day we have various items.
I would suggest that we take Item 16 before Item 10.2. We will take Item 10.1, then Item 16.2, and we will take Item 10.2 afterwards. I will explain why later on.
Before we start our work I would like to ask the Council to agree to perform a small ceremony in honour of Mr. Fortunescu, Chief of Protocol, who, as you know, is going to retire. Mr. Fortunescu has been with the FAO as long as any of us can remember and the services he has rendered to the Organization are tremendous. The ceremony will be very brief. I will ask the Director-General to say something and then the Dean of the Permanent Representatives, who is the Representative of Malta, and then after that Mr. Fortunescu, and a presentation will be made to him, and that will be the end of the ceremony. If you agree to this I will give the floor to the Director-General.
