CHAIRMAN: Mr Director-General, distinguished members of the Council, ladies and gentlemen, may I extend to you all a very warm welcome to this one-day session of the Council traditionally held after the Conference. I thank you once again for giving me this privilege to continue to be associated with you.

On any such occasion we have many items to rejoice about and also some items to be sorry about, because in life pleasure and pain go together. Let me do the sad part of my duty first. During this very month of November we have lost two very distinguished colleagues, friends, long-time supporters of FAO who have rendered very valuable services to the Council and to the Organization. The first is Ambassador Machado de Freitas, the distinguished Ambassador from Brazil to FAO who has been a very valuable member of the Programme Committee and a former Chairman of the Committee on Commodity Problems. All those who knew the late Ambassador Machado de Freitas have always had a very great regard for him, for his clarity of thinking, his analytical powers, and above all his very human approach. I want to express our Council's sorrow at his demise.

Ambassador Pier Pasquale Spinelli who has been Independent Chairman of the Appeals Committee since 1967, also passed away this month. We want to express our condolences for his death also.

We now have a rather heavy agenda before us and therefore, without taking any more of your time in any preliminary remarks, I would like to proceed straight away with the consideration of our agenda. The first item is Item 1, Adoption of the Agenda.
