LE PRESIDENT: La République fédérale d’Allemagne et la Turquie sont donc élus Membres du Conseil pour la période indiquée et nous procéderons tout à l’heure à un dexième tour de scrutin pour départager la Yougoslavie et l’Espagne.
LE PRESIDENT: Le Venezuela et l’Argentine sont done déclarés élus Membre du Conseil de la FAO pour la période indiquée, tandis qu’un nouveau tour de scrutin nous permettra de départager le Nicaragua et le Panama.
Les deux scrutins que je viens d’annoncer pour départager les candidats qui n’ont pas été élus dans leur région respective, à savoir, la Yougoslavie et l’Espagne pour la région Europe, le Nicaragua et le Panama pour la région Amérique latine,vont done avoir lieu maintenant.
Comme convenu, les candidats qui ne seront pas élus à ce deuxieme tour pourront etre automatiquement conside’rés corrane candidats pour la période suivante sauf si le pays intéressé desire retirer sa candidature.

LE SECRETAIRE GENERAL: La deuxième partie du rapport contient un projet de rapport de la Conférence sur le point 6, quarantième anniversaire de la FAO, et, en adoptant le rapport du Bureau, la Conférence adoptera ainsi une partie de son propre rapport. J’en donne lecture.
Quarantième anniversaire de la FAO, point 6 de I’ordre du jour.
1. L’Acte constitutif de la FAO a été signé par les pays Membres originaires,à Québec, Canada, le 16 octobre 1945, cette signature marquant done la naissance de l’Organisation. Cette date est commémorée chaque année par la Journée mondiale de l’alimentation, conformément à une decision prise en 1979 par le Conseil de la FAO.
2. La Conférence a noté que le quarantième anniversaire de la FAO a été célébré dans le monde à l’Occasion de la Journée mondiale de l’alimentation 1985. Des manifestations de caractère régional ont été organisées par les bureaux régionaux pour l’Afrique à Buea (Cameroun), pour l’Amérique latine et les Caraïbes, à Santiago (Chili), et pour l’Asie et le Pacifique, à Bangkok (Thaílande), tandis que des celebrations nationales ont eu lieu dans plus de 140 pays.
3. Au Siège de la FAO, Monsieur Francesco Cossiga, Président de la République italienne, a pris la parole lors d’une cérémonie spéciale.
Il avait précédemment dévoilé une plaque pour marquer le début des travaux d’agrandissement des locaux du Siège. Ces nouveaux bâtiments permettront de réunir tout le personnel de la FAO en poste à Rome dans le complexe des Thermes de Caracalla et d’éviter de louer des bureaux dans d’autres quartiers.
La Conférence a été informée que le Gouvernement italien a prévu à son budget 25 milliards de lires pour financer les travaux.
Le Directeur Général a reçu des messages de félicitations et de voeux de plus de 80 chefs d’Etats et de gouvernements, ministres et autres personnalités à l’occasion de cet anniversaire.
Une série d’expositions sur l’historique et l’Oeuvre de la FAO ont été organisées dans les locaux du Siège. L’une d’entre elles retrace la fondation de l’Institut international d’agriculture qui fut créé à Rome en 1905 sous l’impulsion de David Lubin, précurseur de la FAO.
Une brochure intitulée: La FAO, ses quarante premières années, qui présente les principaux thèmes de travail de l’Organisation depuis maintenant quatre décennies, a été éditée. Un numéro spécial de CERES, la revue de la FAO, a été entièrement consacré à des interviews de chefs d’Etats ou de gouvernements.
6. Le 10 novembre, premier dimanche après l’ouverture de la Conférence, une messe spéciale a été célébrée en la Basilique Saint-Pierre de Rome pour commémorer le quarantième anniversaire de l’Organisation des Nations Unies. Dans son homélie, Sa Sainteté le Pape Jean-Paul II a rendu hommage à l’Oeuvre de la FAO et· a exprimé son soutien vigoureux à la coopération multilatérale internationale.
7. Au cours de la Conférence, la ville de Rome a inauguré le Pare FAO, planté d’arbres choisis pour représenter les différentes régions pour lesquelles oeuvre l’Organisation. Les pays membres ont été invités par le Maire de Rome à offrir d’autres arbres encore, à la fois pour embellir le pare et pour en faire un symbole de la coopération mondiale.
8. La Conférence a réservé une journée, le 14 novembre, à la célébration de l’anniversaire. Ce jour-là, deux chefs d’Etat spécialement invités ont prononcé des allocutions générales, M. Soeharto, Président de la République d’Indonésie et M. François Mitterrand, Président de la République française.
9. Le Président Soeharto, après avoir félicité la FAO pour cet anniversaire, a décrit comment l’Indonésie avait fait mieux que doubler sa production vivrière en 15 ans en parvenant ainsi à l’autosuffisance. Il a annoncé un don de 100 000 tonnes de riz paddy à la FAO, dédié par les agriculteurs indonésiens aux families qui souffrent de la faim dans d’autres pays et surtout de l’Afrique.
10. Le President Mitterrand a rappelé les origines de la FAO et réaffirmé la détermination de la France à trouver des solutions aux problèmes des pays en développement. A son sens, il convient d’agir dans trois directions: réformer le système monétaire international, faire en sorte que les nations en développement participent pleinement aux négociations commerciales multilatérales afin d’aborder les problèmes d’endettement et de développement global.
A la suite des allocutions des deux chefs d’Etat, le Directeur général a pris la parole et les chefs de délégation ont parlé au nom de diverses régions. Il a de façon générale été souligné que des progrès sensibles ont été accomplis en direction des buts fixés en 1945 mais qu’il reste encore davantage à faire pour éliminer le fléau immémorial de la faim et de la malnutrition. La pression démographique croissante qui s’exerce sur les ressources en terres risque de rendre la tâche encore plus difficile que par le passé. La FAO et ses pays membres, ainsi que tous ceux que concernent les problèmes de l’alimentation, devront intensifier leurs efforts dans les années à venir.
12. La Conféerence a remercié tous ceux qui ont célébré dans le monde entier l’anniversaire de la FAO. Elle a exprimé sa vive gratitude à M. Cossiga, Président de la République italienne, à M. Soeharto, Président de la République d’Indonésie et à M. Mitterrand, Président de la République française pour avoir honoré l’Organisation de leur participation à la célébration anniversaire au siège de la FAO.
13. La Conférence a félicité le Directeur général et le personnel de l’Organisation d’avoir pris l’initiative de cette déclaration et a exprimé sa satisfaction de la manière dont elle a été organisée.

LE DIRECTEUR GENERAL: Quoique la Conférence McDougall soit une Conférence biennal·e ne faisant pas partie des cérémonies de commémoration du 40ème anniversaire, peut-être conviendrait-il de mentionner ici que la Conférence a écouté la déclaration que le Président de la République du Pérou, Monsieur Alan García Pérez, a faite à l’occasìon de la Conférence McDougall. Monsieur le Président, nous en avons parlé vous et moi ce matin, c’est pour cela que j’ai pensé que nous pourrions peut-être le mentionner ici.
LE PRESIDENT: Y a-t-il des observations concernant la proposition qui est faite? Je pense qu’en effet, bien que cette Conférence bi-annuelle soit quelque chose de traditionnel, en faisant appel au Président de la République du Pérou, cette fois-ci, nous lui avons donné un caractère spécial à l’occasìon du 40ème anniversaire et peut-être la contribution du Président de la République du Pérou à cette célébration devrait-elle être mentionnée.
J.R. LOPEZ PORTILLO ROMANO (México): Sólo, Sr. Presidente, para apoyar muy firmemente la acertada propuesta del Director General, que usted tan bien ha encuadrado en el adecuado contexto. Es decir, que en esta ocasión la Conferencia Mac Dougall tuvo un significado muy especial por estar inserta también en las celebraciones del 40º Aniveгsario de la FAO y consideramos, por tanto, que es pertinente y necesario incluir referencia digna y respetuosa a la presencia del Sr. Presidente Alan García en nuestras celebraciones y por tanto, pedimos a usted que incluya en el Informe tal asistencia y que el Sr. Presidente Alan García dirigió un mensaje a nuestra Conferencia.
Sra. M. FERMIN GOMEZ (Venezuela): Precisamente había solicitado la palabгa para pгestar nuestгo caluroso apoyo a la iniciativa del Director General. Como país latinoamericano, Venezuela se sintió muy orgullosa de la actuación del Presidente García Pérez en esta Asamblea, y creo que toda la Asamblea, con la merecida ovación que le demostró, estuvo demostrando asimismo que su actuación había sido recibida unánimemente con mucha aceptación. Por eso me pareció que fue un acontecimiento muy importante de la Conferencia que merecía ser recogido en este Informe, y así le damos nuestro apoyo.
M. TRKULJA (Yugoslavia): We, too, feel quite strongly that the suggestion made by the Director-General should be adopted by this Conference. We believe that the McDougall Memorial Lecture this year was very specially marked by an excellent speech by the President of the Republic of Peru, Mr Alan García Pérez. We would therefore like reference to his speech and a brief reflection of the main message that transpired therefrom to be included in the Report of the Conférence.
L. ARIZA HIDALGO (Cuba): Nuestra representación quiere apoyar en todas sus partes la proposición que ha hecho el Director General de la FAO sobre la incorporación en esta parte del Informe de la excelente y extraordinaria disertación McDougall que ha realizado en esta sala el Excmo. Sr. Presidente del Perú, Alan García.
Creemos que fue un jalón interesante en la exposición de la problemática latinoamericana y que debe ser incluido en este Informe.
P.A. BOMANI (Tanzania): On behalf of the delegation of Tanzania I would like very strongly to endorse the statement made by the Director-General and other speakers on this subject. We would like to render support that the statement and fitting remarks delivered here by the President of Peru should go on the record of this Assembly.

TCHICAYA (Congo): C’est pour nous un plaisir et un honneur tout à la fois de pouvoir appuyer la proposition faite par le Directeur général de mentionner dans notre rapport l’importante Conférence McDougall prononcée par le Président du Pérou Alan García Pérez. Nous pensons qu’il a abordé, aucoursde cette Conférence, les· problèmes très importants qui accaЫent le tiers monde, et nous estimons que le 40ème anniversaire de notre Organisation ne pouvait pas attendre mieux. G. BULA HOYOS (Colombia): Intervenimos ahora porque veinte años de amistad personal y de comunes actividades me unen a mi distinguido y querido amigo Edward West. Cuando él inició sus actividades en la FAO como representante del Reino Unido, yo compartí con él nuestros trabajos en el Comité del Programa y del Consejo. Se inició así entre los dos una amistad estrecha, cercana y muy sincera, hasta el punto de que, a mitad de los años 60, tuve el privilegio de visitar la residencia de Edward West en un sitio muy agradable, en una casa Linda rodeada de árboles y de paz, en la cual él, con su distinguida esposa, Lydia, y sus tres hijos vaгones, me ofrecieron una comida magnífica y luego West sonó al piano notas muy inspiradas. Al lado de West ha estado su señora, Lydia, una gran mujer, pгepaгada, competente, con profundo sentido humano y sincera cooperación con todas las otras personas a quienes pueda ayudar siempre. A través de ese proceso he podido admirar la inmensa capacidad de trabajo del Sr. West, su gran inteligencia, su devoción absoluta a la FAO, la lealtad sin sombras a sus principios. Edward West es un funcionario excepcional que merece ser señalado como dignísimo ejemplo por la manera tan diáfana como ha consagrado sus capacidades al cumplimiento de sus deberes.
Estoy seguro de que la FAO seguirá utilizando los conocimientos y la experiencia de West. En esta Organización nunca se podrá olvidar a un funcionario como él.
La delegación de Colombia va a pedir a usted, Sr. Director General, que para bien de nuestгa Organización siga utilizando la competencia y la experiencia del Sr. West como consultor, como asesor, en cualquier capacidad en el futuro, seguro de que todos sus aportes serán siempre muy bien recibidos.

M. TRKULJA (Yugoslavia): It has been a very great privilege and honour for me to know and work very closely with Edward West for about the last fifteen years. I, personally, have always very much admired his sincere devotion to our common cause. I have very much admired his very quick mind and his ability to capture in a second the substance of any item debated. Personally I have also very much valued his sense of humour and his ability to work, and to work hard.
Obviously, on behalf of all my countrymen and myself I cannot miss this opportunity to express deep thanks to Edward West for all that he has done for this Organization.
I wish for you, Edward, your lovely wife, Lydia, and your sons the very best for the future. I hope very much that you recapture your painting inspiration and make your name known in that field. I am sure that your name will be deeply embedded in the history of this Organization.
Ms F.H. JAWHAR HAYAT (Kuwait) (original language Arabic): It is a pleasure for me on behalf of my delegation and on my own behalf to convey my deep gratitude to Mr West for his outstanding contribution to this Organization, and for the contribution of his country. He is leaving us today as Deputy Director-General of ҒAO.
I personally have had the pleasure of knowing Mr West and meeting his wife, Lydia; she is an extraordinary woman, with great humanitarian qualities, always ready to extend help and assistance. I believe that alongside every important man there is an important woman.
I would like to convey to both of them my best wishes for a happy future full of accomplishments. I am sure that Mr West will pursue his various talents, including painting. I wish to tell Mr West that be it here or elsewhere we shall always remember him.
It is a small world and we who work together in the interest of mankind will always meet again sooner or later, and that will be a real pleasure.
ZHU PEIRONG (China) (original language Chinese): The Chinese Delegation would like to join with previous speakers to acknowledge that Mr West has provided long and exceptionally outstanding services and displayed an unfailing dedication to the aims of this Organization. He has thus made a remarkable contribution to the work of FAO. We should like to express our regret that he is retiring.
On behalf of the Chinese Delegation I should like to make special mention of his visit to China last August as Deputy Director-General. That visit has helped to increase the mutual understanding and strengthen the friendly cooperation between China and the FAO. We should like once again to express our appreciation. LyLe Eveгette WILLIAMS (Trinidad & Tobago): After having heard the previous speakers we feel as if we are about to paint the lily and gild refined gold. However, our delegation feels that we should join the previous speakers in paying tribute to Mr West, whom we have only just heard is due to retire shortly. We ourselves have not had the opportunity for the deep personal relationships about which others have spoken. But on many occasions we have listened to Mr West’s balanced interventions from the podium, and from these we have come to appreciate the wealth of the contributions he has made to the meetings, the Conférences and the Organization. Our delegation therefore takes pleasure in joining other speakers in extending to him our very best wishes for happy, successful and rewarding retirement.
G.H. MUSGROVE (Canada): On behalf of my delegation and also on behalf or North America I would like to join those former speakers in paying tribute to Mr West on the occasion of the announcement of his retirement from FAO. You will note that I have used the word “retirement”, but from the experience of my all too brief acquaintance with him I do not feel that this word adequately fits him, as he is not a man who is retiring by nature. Instead he is a most engaging, enthusiastic, ebullient individual with a continuing youthful zest for life which will lead him on to new commitments and many new activities, perhaps in painting and his not inconsiderable skills as a writer and gardener. Although I am a relative newcomer to FAO, I have become aware of the very high regard in which he is held by his colleagues in the Secretariat and the great respect he receives from delegates, not a few of whom here today knew him as a most formidable representative of his country. He enjoys good conversation as well as the cut and thrust of discussion. This makes him a most engaging and entertaining person. He will be sorely missed in Rome and so will Mrs West who, in her kind, thoughtful and friendly fashion, has made newcomers feel at home in Rome. We express our regret that FAO is losing such an enthusiastic officiaL and would Like to wish him a long, happy and profitable retirement.
O.R. da SILVA NEVES (Brazil): I would like to ask you to transmit to Mr West the sincere thanks of the Latin American Group and of our Government for the immense services he has rendered to FAO and ourselves. Personally, I regret that he should choose to retire now, but I am convinced that he will be able to devote himself to some more artistic pursuits. It was indeed an honour to have met him. I am a newcomer to FAO. I would just like to say to him that we thank him very much indeed and hope that with his wife he will be happy in his new life.
J. TCHICAYA (Congo): Au nom de ma délégation, et singulièrement en mon nom propre,je tiens à exprimer toute ma reconnaissance à Monsieur West. Le temps passé au service de l’Organisation mérite l’hommage de tous. Nous avons passé quelque temps ici à la FAO et nous avons pu pendant ce temps apprécier la force de travail de Monsieur West et surtout son humour. Monsieur West, à certains moments difficiles des débats, a su grâce à son humour détendre l’atmosphere et nous pensons que cette attitude va nous manquer.
Nous souhaitons à Monsieur West une retraite paisible. Nous savons qu’il s’adonne à l’art et nous espérons que ces activités artistiques en bénéficieгont.
C’est pourquoi nous lui souhaitons un bon départ et une longue vie.
Y.A.HAMDI (Egypt) (original language Arabic): During my stay and my work here as Deputy Representative of my country for the past five years, I have had the honour of meeting Mr and Mrs West. I have seen in Mr West the very best example of the international civil servant at the service of FAO and of the international community. I would like to wish a long and happy life to Mr and Mrs West and would like them to know that they have friends wishing them well and always happy to have them with us.
J. SAULT (Australia): I would like to join with other delegations on behalf of the Australian Delegation and the other countries of the South West Pacific in paying tribute to Mr West for his long and noteworthy association with FAO, both as a representative of his government and as a distinguished member of the Secretariat. I first met Mr West some twelve years ago and have come to know him most closely, firstly when I was a Permanent Representative in Rome and, more recently, as a member of the Finance Committee. I have always had the greatest admiration for his outstanding intellectual ability, dedication to his job and keen sense of humour. I guess there are many anecdotes which can be told, but one thing which is clearly in my mind - I am sure he will not mind my saying it - is a comment he made in a very nice letter when I was first elected to the Finance Committee: “Hope it will not be a case of Lilley versus Boycott”. If the interpreters are not cricketers they may not understand, but I do not think I match Dennis Lilley in temperament and I do not think I have sent down many bouncers. But there comes a time when even Boycott has to retire, so I fully endorse the sentiments already expressed and wish Mr West a full and happy, retirement with his wife Lydia.
D. K. YOMAN (Côte d’Ivoire): Au moment où nous apprenons le prochain départ à la retraite de Monsieur West c’est un sentiment de regret qui nous anime en tant que représentants africains. Nous avons tous pu en effet apprécier dans cette enceinte les qualités intellectuelles et humaines de ce haut fonctionnaire de la FAO, compétent dans la discrétion et sachant manier l’humour, homme efficace et qui a servi très longtemps cette Organisation et tous les pays qui en sont membres.
Monsieur West nous quitte après avoir su épauler quotidiennement notre Directeur général avec lequel il n’avait pas seulement en commun le prénom d’Edouard mais bien d’autres qualités que nous lui reconnaissons tous.
Bon retour, Monsieur West, chez vous, mais surtout bonne santé à vous-même et à votre famille, ce n’est qu’un au гevoir.
A. M. QURESHI (Pakistan): I would wish to join those who have just paid glowing tributes to the services rendered by Mr West. I had the privilege of knowing him as a member of the Programme Committee and as ray country’s delegate to the various meetings of the Council and Conférence during the past four years. As an international civil servant of very high character we have come to recognize his outstanding contribution to the great work of this Organization. We would like to place on record our deepest appreciation of his work. Behind every successful and great man is a great woman. I have also had the privilege of knowing Mrs West. We wish both Mr and Mrs West the best of everything for a very happy and fulfilling life.
Ms H. FENWICK (United States of America): Thank you Mr Chairman. Unfortunately I was talking to Washington and I was absent when our distinguished delegate from Canada spoke for North America. I just wanted to emphasize that those very eloquent remarks of the distinguished delegate of Canada do indeed carry with them the feelings and sentiments of the United States Government.
R.F.R. DEARE (United Kingdom): I deem it a great privilege to have this opportunity this afternoon to speak as the representative of the country of which Edward West is a national, and which he served with much distinction before he joined FAO in 1970. I am also speaking Mr Chairman on behalf of the countries of the European Group. And if I may be allowed a personal note, it gives me particular pleasure to be in the UK Chair on this occasion because, like the distinguished Ambassador from Colombia, I have been associated with Edward West over a great number of years - more years than I care to tell the Organization this afternoon - and we were colleagues for many years in the British Government Service.
Mr Chairman, one of the difficulties of speaking late on an occasion like this is that everything you wanted to say has already been said, and said much more eloquently than I could attempt to do. But I do want to underline if I may, perhaps at the cost of a slight amount of repetition, some of the qualities which I think Edward West has brought to this particular job, particularly as Deputy Director-General. I think that one of the qualities that I admire most is his patience - patience which he shares, I think, with a great many senior officers of this Organization, because they have to sit hour after hour on the platform listening to speeches from delegates like me. I think it is one of the essential qualities of an international civil servant, and also to show such great interest in what is being said. Added to that I think I would include tact and diplomacy, which I am sure we would all agree Edward West has in large measure. Again it is particularly necessary, I think, in an Organization like this where we have such a large membership from all corners of the world. Mention has been made of his wisdom and intellect, and in my short space of time in FAO I have seen that demonstrated so often when he has been able, with a few wise words or a new formulation, to extricate a committee or a commission from a difficult situation into which it has got itself.
I would also like to mention Mr Chairman, loyalty and devotion. This has been mentioned by other delegates this afternoon as evidenced by Edward West’s fifteen years of service to this Organization as a truly international civil servant. Although his roots lay, as we know, in British Government Service where he had a varied and distinguished career before joining FAO, he had no difficulty whatsoever in assuming the independent mantle of an international civil servant of this Organization, as those of my predecessors and myself well know when we have crossed swords with him on occasions.
Mr Chairman there is another quality which I think ought to be mentioned this afternoon; and it has not been mentioned by any previous speaker and it is one which I well know of from experience many years ago. It is that, as well as being a painter and an artist and a gardener, Mr West has a talent in exorcism. Many years ago, serving in another country, we had a very serious problem in our office. The staff would not use the cloak-room because a ghost had been seen there. At the time Mr West was Head of Chancery which, as many of us know, is a very important position, but exorcism is not really a skill that is taught as a matter of course to civil servants or diplomats. With the flexibility and imagination which he has shown so often since, he arranged for the ghost to be dealt with. How, I do not know, but peace and tranquility was restored to our office. Perhaps Mr West will reveal to us if this talent has ever been required in FAO.

Mr Chairman I would like to conclude if I may by thanking Edward West on behalf of the European Group, and on behalf of my Government and on behalf of my delegation, for the single manner in which he has served FAO over the past fifteen years. It has been a matter of great pride to my delegation to hear the tributes paid this afternoon to a national of our country, and I think it is so right, as many delegates have said, to add to our tributes the name of Lydia West who has been so much a part of what Edward has achieved. I am delighted that she is with us here today. We wish them both well in the years that lie ahead. God Speed, and a long and happy retirement, secure and happy in the knowledge of a job very well done. Thank you Mr Chairman.

DIRECTOR-GENERAL: Mr Chairman, distinguished delegates, ladies and gentlemen, I am glad that the Conférence has found it appropriate to honour my deputy, Mr Edward West, as we prepare to bid him farewell.
Mr West’s association with FAO goes back to the 1960s. As a senior official of the United Kingdom Ministry of Overseas Development, he was directly involved in FAO affairs.
Besides participating in the Conférence and other meetings, he served as a member of the Programme Committee from 1967 to 1969.
His outstanding abilities were recognized by my predecessor, Mr A. Boerma, who recruited him in 1970 to head the Programme Formulation Unit and thus to introduce programme budgeting to FAO.
In 1974 he became Assistant Director-General, responsible initially for the Administration and Finance Department, and from 1976 for Programme, Budget and Evaluation.
In 1982 he became Deputy Director-General.
Mr Chairman, this dry recital of the facts gives only a scant impression of the dynamism and the energy which have marked Mr West’s contribution to FAO.
His capacity for work, and his speed, could be matched by no-one on the staff, and since his earliest days in the Organization he has had the respect of all his colleagues.
He has also earned a reputation outside FAO, and at meetings of the United Nations system he has defended the interests of the Organization with brilliance. He has given to me, and to FAO, services of the very highest calibre.
As for Mr West’s sense of humour, some of the stories he told to illustrate his point at meetings of the Conférence and Council may not have been suitable for inclusion in the verbatim records, but they are still remembered and re-told today.
Despite very long hours at the office, he has still found the time and energy to paint, and his pictures adorn many walls in FAO and other parts of the world.
I hope Edward West will treasure - as I shall - memories of how we collaborated to give a new vitality to this great Organization.
It only remains for me to wish him a long life, health and happiness.

Edward M. WEST, (Deputy Director-General):Mr Chairman, Mr Director-General, honourable delegates, ladies and gentlemen, I shall be as brief as I can. Brevity is not always possible or even always desirable but it is always commendable in a certain class of speaker, among which I now find myself, and especially on a day on which we have heard the shocking news of the sudden death of Mr Carroz, a man, who like all of you, I respected and admired and enjoyed working with.
This is obviously a solemn moment for me. I am today laying down a career which, after a temporary military career during the war, began in Whitehall in 1947. After an incident during my military career involving a motorcycle and a certain Mr Messerschmitt, I spent the last part of my military career in a special unit for waging political and psychological warfare. Some of you have alleged that in effect I continued in that occupation for the next 38 years.

Out of those 38 years, twenty-three were spent in the service of the Government of my own country and nearly sixteen in the service of FAO. Although obviously I cannot have enjoyed every moment in either period, I feel I can say without any hesitation that I have been one of the most privileged and fortunate of men to have had the opportunity to do work in both periods which were so interesting, so absorbing, so rich in political, practical and personal experience, and in particular to have participated in a tremendous evolution in world history, first in liberation from colonialism and then in Third World development.
Particularly in our sixteen years in FAO my wife and I have had a wonderful life together, since here one shares official as well as social experiences Saг more than one can during service at home. One is never devoid of the opportunity in FAO and in our host country for cultural instruction and diversion. My wife’s counsel and support has been of immeasurable value to me in my career as well as in our enjoyment of Italy and of FAO. I do not, however, intend to reminisce about past events. After all, one who talks to you about himself is a bore, one who talks to you about others is a gossip, but one who talks to you about you yourself is a brilliant conversationalist. In any case, I can hardly reminisce since I have never kept diaries. As a famous actress once said, “It’s the good girls who keep diaries, the bad ones don’t have the time.” Nor do I intend to moralize about the future either of the world or myself, although there have been some who suggested that I might find retirement a traumatic change. I am, however, going to feel very much at home once more in my country in retirement, enjoying the amenities of London life in the company of my family, friends and visitors, not to mention the climate, the cooking and the taxes! We will, however, always remain devoted to Italy, as well as to the ideals of international multilateral cooperation, and in particular to FAO. We feel fortified in this by all that has been said about FAO on its Fortieth Anniversary. FAO will always have an unforgettable place in our hearts.
Finally, many very kind things have been said about me and my wife and I do deeply appreciate this very much. However, I am well aware, as Shakespeare said, in effect, that if everybody got what they deserve no-one would escape being whipped. Which brings me to my final FAO Conférence story.
I was once on a mission on a boat - you will not find it in the official records - together with high officials of the other organizations of the UN system. The boat was captured by pirates. Despite our claims to diplomatic immunity, they announced they were going to whip us and then throw us into the shark-infested sea, but they said that out of respect for our age and rank we could, before being whipped, have one thing of our own choice put on our backs to mitigate the pain. The man from the World Health Organization asked for some medicinal oil to be put on his back. The man from the World Food Programme asked for some reconstituted butter to be put on his. The man from the United Nations proposed to have all the General Assembly Resolutions on coordination strapped to his back. The man from the UNDP asked for a copy of the Jackson Consensus or the latest catalogue of OPE projects to be tied to his back. The UNESCO man asked to be wrapped in a copy of the Washington Post. The JIU inspector, who happened to be with us on the same boat, protested, however, that he was different from the rest of us and in fact had a licence of his own to whip us I The pirates, however, were not impressed. Ύou will understand, Mr Chairman, being pirates they were atheists and agnostics, so the JIU inspector then shouted out that he was independent of everyone and would not feel any pain whatever anyone did. Quickly I said, “Him.” “What do you mean, him?” said the chief pirate. “Him, the JIU inspector” - who was still shouting “You can’t touch me, you can’t hurt me.” “It’s him I want on my back,” I said.

Since you laughed, the story is not quite finished. We were then thrown to the sharks. Afterwards, the JIU inspector’s colleagues, who had admired his holy and chaste life, prayed to have a vision of him wherever he was now. They were granted their wish. They were amazed to see him sitting in an armchair caressing a beautiful blond lady from the FAO Secretariat who was sitting in his lap. They expressed their shock and disapproval of such behaviour by a JIU inspector, but he protested, “No, no, you don’t understand. She is not my reward. I am her punishment!”
I have been your punishment long enough and it is time for me to go. So it now remains only for me to express my very deep and sincere thanks to all concerned for the opportunity I have had to be of some service here. I would particularly like to thank most warmly the Director-General for
the last ten years of the closest collaboration and association with him in his dynamic and constructive work as Director-General, and in particular for the last four years I have served as his deputy.
I have greatly appreciated the courtesy and indulgence with which I have always been treated by representatives of all Member Nations and I am deeply grateful for all the friendships which my wife and I have formed amidst so many good, talented, interesting and kind people in our host country, among all levels of staff in FAO and among delegations of our Member Countries.
I thank you and I wish you all success and happiness for the future and a happy Fiftieth Anniversary.
