    Upon the official request of the Royal Government of the Kingdom of Bhutan, a training workshop entitled “Training workshop on GM food safety assessment: Using a real case study” was co-organized by the Bhutan Agriculture and Food Regulatory Authority (BAFRA) and the Food and Agriculture Organization of the United Nations (FAO) on 4 – 15 February 2019 in Paro, Bhutan. A total of 12 participants comprising Bhutan Biosafety Technical Working Group (TWG) members or their nominated representatives and BAFRA officials attended the workshop, which was run by an FAO Technical Panel Expert from Food Standards Australia New Zealand assisted by an FAO Food Safety Officer. The International Rice Research Institute had provided its complete regulatory dossier (already submitted formally to several regulatory agencies) on biofortified rice event GR2E (Golden Rice) as an in-kind contribution to FAO, for the express purpose of providing an example of a ‘real’ application for developing countries to work through. Using this dossier, workshop participants were able to meet the objectives of the workshop, which were to provide: 1. An understanding of the various techniques that are used to generate the data for a genetically modified (GM) food application; 2. An appreciation of how to go about assessing the safety data 3. A understanding of the administrative, legal and communication activities associated with handling a GM food application 4. Recommendations for finalizing a guideline and information document for potential applicants. Key words: GM foods; food safety; capacity building

    In order to have information on biosafety and Bhutan’s obligation as a signatory to the Cartagena Protocol for Biosafety available to users and traders, the Bhutan biosafety clearing house (BBCH) was developed, but needed revamping to ensure functionality. With technical and financial support of Food and Agriculture Organization of the United Nations (FAO), the tool was developed aligning to various global tools including FAO GM Foods Platform. After the development of the national tool, a training workshop entitled “Bhutan Biosafety Clearing House and other biosafety repository tools including FAO GM Foods Platform” was organized by FAO and BAFRA in Paro from 3-5 March 2020. The training was attended by forty-five (45) officials from BAFRA head office and field offices, Biosafety Technical Working Group members and participants from relevant stakeholders like Ministry of Health (MoH), Department of Forests and Park Services (DoFPS), National Environment Commission (NEC), Food Corporation of Bhutan (FCB), Karma Feed and National Seed Centre (NSC). The training focused on familiarizing the participants with the revamped BBCH and other biosafety information repositories. Both face-to-face and interactive online modules were used for the training and after group exercises and facilitated discussions, feedback from the workshop participants on improvement of the utility and feel of the revamped tool was provided to the training organizers.

    FAO and Bhutan Agriculture and Food Regulatory Authority national seminar and workshop on food safety culture and food safety indicators pilot project in Bhutan 2019

    The report presents the proceedings of 1) a high level advocacy seminar on food safety culture for policy decision makers, heads of the technical departments and institutions and food business owners to introduce the concept and garner support for food safety culture; 2) a technical workshop on food safety culture for food professionals aimed at instituting a deeper understanding of food safety culture; and 3) a field trip to the south of Bhutan to understand the current progress with the food safety indicators and traceability work that the Food and Agriculture Organization of the United Nations (FAO) have implemented in Bhutan in collaboration with Bhutan Agriculture and Food Regulatory Authority and Khesar Gyalpo University of Medical Sciences of Bhutan (KGUMSB). FAO, in collaboration with Bhutan Agriculture and Food Regulatory Authority (BAFRA), Ministry of Agriculture and Forests (MoAF), Royal Government of Bhutan organized it from 19 August to 23 August 2019. Approximately 50 participants comprising senior government officials, top management of various stakeholder organizations, heads of international agencies and development partners attended the high-level seminar, while 60 technical officers working on food production, safety and regulation from government, private food businesses and relevant stakeholders attended the training workshop. The mission concluded that BAFRA/FAO/Food innovators could jointly initiate activities based on the food safety culture concept in Bhutan.
