    The Food and Agriculture Organization of the United Nations (FAO) commissioned the National Research University Higher School of Economics (HSE) in Moscow to organize the international forum “Food policy, rural development and gender equality in Eastern Europe, Caucasus and Central Asia: current trends and the impact of the COVID-19 pandemic” which took place on 10, 12 and 17 March 2021. This paper is based on the discussions held at the webinars. It identifies and documents the key issues to inform stakeholders, and serves as a reference for the work of FAO and other development actors in the region. The presentations and discussions focused on the role of women in Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Turkmenistan) and South Caucasus (Armenia, Azerbaijan and Georgia), but also highlighted cases from the Russian Federation, other Eastern European countries (Belarus, Republic of Moldova and Ukraine), the Western Balkans (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia) and Turkey. This summary lists examples of promising practices in the region and beyond to improve the socio-economic opportunities of rural women and young people. In addition, based on the discussions of all three webinars, the summary offers a range of policy recommendations that can be deployed by FAO and Members.

    The Sixth Meeting of the Technical Advisory Committee (TAC) was held y in Astana, Kazakhstan from 31st to 1st June 2023. The meeting was attended by participants from four of the Central Asian and Caucasus Regional Fisheries and Aquaculture Commission (CACFish) member countries, namely, Azerbaijan, Kyrgyzstan, Tajikistan and Türkiye. The following invited countries were present at the Meeting: Georgia, Kazakhstan, Turkmenistan, Ukraine and Uzbekistan. The meeting was attended by 27 participants. The TAC discussed scientific recommendations on the following issues of relevance to CACFish: (i) species diversification in aquaculture diversification; (ii) regional safety code of practice for aquaculture and fishery: (iii) CACFish data collection system based on fishing gears; and (iv) gender in fishery and aquaculture: A regional synthesis. Each participating country provided a brief oral synthesis of their current development activities. In this context, the meeting noted the following: (i) significant progress had been made in updating legislative (laws and by-laws) and regulatory frameworks in the countries; (ii) government agencies in the region are increasingly prioritizing the aquaculture sector leading to an increase in private sector investment and growth; (iii) climate change is increasingly being viewed as a development constraint to the targeted growth of the sector; (iv) aquatic animal disease remains problematic in the region; and (v) in some countries there have been some improvements in aquafeed manufacturing and on-farm feed management. The Committee agreed on its work plan for 2023–2025 intersessional period. Шестое совещание Технического консультативного комитета (ТКК) состоялось с 31 мая по 1 июня 2023 года. На совещании присутствовали участники из четырех государств - членов Региональной комиссии по рыбному хозяйству и аквакультуре в Центральной Азии и на Кавказе (CACFish), а именно: Азербайджана, Кыргызстана, Таджикистана и Турции. На совещании также присутствовали представители следующих приглашенных стран, а именно: Грузии, Казахстана, Туркменистана, Украины и Узбекистана. Всего было 27 участников. ТКК обсудил научные рекомендации по следующим вопросам, имеющим отношение к CACFish: (i) Разнообразие видов в аквакультуре; (ii) Региональный Кодекс практики безопасности для аквакультуры и рыболовства; (iii) Система сбора данных CACFish на основе орудий лова; (iv) Гендерные вопросы в рыболовстве и аквакультуре: региональный синтез. В связи с этим, каждая страна-участница представила краткий отчёт о своей текущей деятельности в области развития. В связи с этим на совещании было отмечено следующее: (i) Значительный прогресс был достигнут в обновлении законодательной (законы и подзаконные акты) и нормативно-правовой базе в странах;(ii) Государственные учреждения в регионе все больше отдают приоритет сектору аквакультуры, что приводит к увеличению инвестиций.

    The Eurasian region is located in Eastern Europe, Central Asia and Caucasus and includes Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan, Turkey, Turkmenistan, Ukraine and Uzbekistan. The Eurasian region is diverse in terms of its climatic conditions, soils, flora, fauna, land use and human activities. Soil degradation is driven by complex variables, including climatic factors, economic factors, institutional and national policies. Soil degr adation and problem soils are a serious process that is affecting the soils in the region through various processes, in particular: salinization, erosion, soil organic matter, nutrient and biodiversity depletion, and soil compaction. The Eurasian Soil Partnership focal points and representatives of 13 countries from Eurasia (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyz Republic, Moldova, Russian Federation, Tajikistan, Turkmenistan, Turkey, Ukraine and Uzbekistan), as well as rep resentatives of ICARDA, ICBA, CIMMYT, GIZ and the Kyrgyz Soil Science Community participated in the Eurasian Soil Partnership workshop, held in Bishkek, Kyrgyz Republic from 29 February till 2 March 2016. The workshop was convened under the International Forum on Eurasian Food Security and Nutrition Network and Eurasian Soil Partnership jointly organized by ECFS, FAO, the World Bank and GFAR. The workshop was organized around plenary presentations (in particular on Major Activities of ECFS an d its international partners on food security and sustainable soil management (2013-2015)) and plenary discussions for ECFS collaborative research and educational programs, network activities and future directions. Further discussions held on parallel sessions for Barriers preventing Sustainable Soil Management (SSM) application and recommended SSM practices, Identification of appropriate sustainable soil management practices and systems at regional and national levels and Adoption of Final Docu ments. Under the moderation of Chair of Dr. Hukmatullo Ahmadov, the Challenges of GSP, the outcomes of the EASP activities in 2014-2015, the Introduction to the Implementation Plan for EASP and Assessments of the barriers and shortcomings preventing the adoption of SSM practices at the national level by Eurasian region countries was discussed and was adopted to be included in Bishkek COMMUNIQUÉ as the Summary of barriers to sustainable soil management in Eurasia and possible ways of overcomin g them. Under the moderation of Vice-Chair Dr Gulchekhra Khasankhanova, the working plan 2016-2017 was discussed at an open discussion and was adopted to be included in Bishkek COMMUNIQUÉ as the Workplan 2016-2017. Finally, under the moderation of GSP Executive Secretary Ronald Vargas, the work of the Eurasian Soil Partnership focal points and representatives of 13 countries from Eurasia was summarized via the Bishkek COMMUNIQUÉ (please see Annex 1) which was accompanied with a “Workplan 2016- 2017” (please see Annex 2) and “Summary of barriers to sustainable soil management in Eurasia and possible ways of overcoming 5 them” (please see Annex 3). The text of the Bishkek COMMUNIQUÉ adopted and signed by all Focal Points was presented on the Concluding Panel Discussion of International Forum on Eurasian Food Security and Nutrition Network and Eurasian Soil Partnership.
