The Syrian Refugee Reslience Plan (SRRP) 2018-2019 is the guiding instrument for the Food and Agriculture Organization of the United Nations (FAO) to address the impact of the Syrian refugee crisis in Turkey. The SRRP enables FAO to provide a strategic response to the food security needs within the refugee communities and to facilitate, through sustainable livelihood-oriented approaches, the positive synergies that can support both Syrian refugees and host communities. The SRRP is structured around three pillars and designed as an integrated approach: Pillar 1 – Food Security: Increase food security and nutrition through small-scale agricultural production and promote good nutrition Pillar 2 – Livelihoods: Enhance rural livelihoods through vocational skills training to increase access to the local labour market and establish private sector partnerships to fill labour gaps Pillar 3 – Coordination: Increase capacity and coordination among Regional Refugee and Response Plan (3RP) partners in the design, implementation and reporting of programmes

The Syrian Refugee Resilience Plan (SRRP) aims to directly support the resilience of more than 60 000 households (approximately 300 000 people, of which at least 40 percent are women and women-headed households) from Syrian and host communities in Turkey affected by the Syrian crisis. National and local government bodies, non-governmental organizations (NGOs) and local institutions such as associations and cooperatives will also benefit from the SRRP directly and indirectly through capacity-building initiatives. The implementation of the SRRP will require a budget of USD 111 million during the two-year period of 2020–2021 (USD 49 million for 2020, and USD 62 million for 2021).

More than 5 million Syrians have sought refuge in neighbouring countries as a result of the Syrian crisis. Despite the support provided by host governments and humanitarian actors, refugees in the region are becoming increasingly vulnerable. Turkey hosts the largest number of Syrian refugees globally. Over 3.3 million Syrians have fled across the border into Turkey, placing a significant burden on the host communities; however, Syrian refugees have very limited access to formal and full livelihood and employment opportunities. Most of them make a living by offering their services as seasonal agricultural workers and are paid lower wages. This poses risks to both host and refugee communities and can lead to instability and social tension. The Food and Agriculture Organization of the United Nations (FAO) partnered with the private sector and carried out agricultural skills trainings to enhance livelihood opportunities for both Syrian refugees and host communities.
