    This policy brief identifies a number of opportunities to systematically promote and link the policies and programmes of agriculture and social protection sectors in the Philippines to improve their effectiveness and overall efficiency. This coherence can be achieved by adapting, combining or coordinating at policy, programme and implementation levels.

    There is increasing recognition at the global level of the role that agriculture and social protection can jointly play in combating hunger and poverty. Efforts are also being made at the country level, in Africa and elsewhere, to bring together these two domains. However, more needs to be done. The full range of benefits to be derived from greater coherence between agriculture and social protection is not yet widely understood, nor are the means through which coherence can be promoted. This doc ument presents a Framework for Analysis and Action with the purpose of filling this knowledge gap. By drawing from concrete country experiences, the Framework will help to clarify the benefits of strengthening coherence between agriculture and social protection, and to identify the options available for achieving this through policy and programming.

    Strengthening coherence between agriculture and social protection: Peru country case study report 2016

    This study, commissioned by FAO’s From Protection to Production (PtoP), took place in Peru between 13 and 25 May 2015, with field work in Andahuaylas Province, Apurímac Region. The team comprised Álvaro Espinoza, a local consultant, and Steve Wiggins from ODI. It focused on two research questions: – What has been learned from efforts to achieve coherence between agricultural and social protection policies and programmes? – How can these lessons and insights contribute to achieving more and be tter coordination between the sectors in order to combat hunger and poverty? The study looked particularly at the links between a conditional cash transfer programme, Juntos, and three largely agricultural programmes, Haku Wiñay, Agrorural and Aliados II.
