Synopsis (short abstract) On 8 March 2020, the Philippine government declared the State of Public Health Emergency to address the coronavirus disease (COVID-19). On 13 March 2020, the Government imposed enhanced community quarantine (ECQ) over Luzon. Subsequently, similar measures were imposed throughout the country, including in Mindanao, and especially in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Although the COVID-19 epidemic is primarily a public health concern, the necessary measures enacted to contain the spread of the virus, especially the restrictions placed on the movement of people and goods, were likely to have a significant impact on all levels of the agricultural market chain. The Food and Agriculture Organization of the United Nations (FAO), International Fund for Agricultural Development (IFAD), the World Food Programme (WFP), and the United Nations Children’s Fund (UNICEF) decided to conduct a rapid assessment on the impact of the COVID-19 outbreak on food security and nutrition. The results of the impact assessment was envisioned to inform key government agencies in identifying the appropriate measures and programs that will ultimately help ensure food security for all, at all times.

    The Strategic Programme for Agriculture, Fisheries and Agribusiness Development in the Bangsamoro Autonomous Region in Muslim Mindanao (SPAFAD-BARMM) lays out the priorities for technical cooperation between the Food and Agriculture Organization of the United Nations (FAO) and the BARMM regional government from 2020 to 2022. The BARMM, created through the enactment of the Bangsamoro Organic Law, or Republic Act No. 11054, in July 2018 replaced the Autonomous Region in Muslim Mindanao (ARMM). BARMM comprises the provinces of Basilan, Lanao del Sur, Maguindanao, Sulu and Tawi-Tawi; the cities of Marawi, Lamitan and Cotabato; and the 63 barangays of North Cotabato. The overarching goal of FAO’s SPAFAD-BARMM is to uplift the well-being of the Bangsamoro people by improving their food security and nutrition, and bring about rural progress in the Bangsamoro Region through the development of resilient agriculture- and fisheries-based livelihoods and enterprises, institutionalization of risk-informed shock responsive social protection, and equitable and sustainable use and management of natural resources.

    This study aims to assess the potential for the introduction of agricultural insurance services in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the Philippines, with a view to fostering smallholders’ resilience against extreme natural events, such as floods, droughts and hurricanes, and promote their capacity to recover from such shocks. The study focuses on analysing and showcasing the opportunities and benefits associated with the introduction of tailored disaster risk insurance protection for small-scale farmers in BARMM; the core roadblocks and constraints that limit the diffusion of such services in the region’s agriculture sector; and options for the implementation of agri-insurance coverage based on different scenarios of collaboration involving public, private and non-profit stakeholders active in the region. The study was conceived as a general reference document and starting point for all types of stakeholders – government authorities, development agencies, financial institutions and non-governmental organizations – interested in designing and promoting agricultural insurance services for vulnerable actors in the Bangsamoro region.
