    There is abundant evidence that when small-scale producers have access to rural services, they see an increase in production and income and, consequently, invest more in their communities. Rural services (advisory, financial, business and market support) can assist rural people in dealing with the diverse challenges that often prevent them from sustaining and improving their livelihoods. Numerous bodies in the public and private sectors, from producer to civil-society organizations, provide such services, but often with limited interaction and coordination. As a result, small-scale producers, especially the more vulnerable, are often left with few or no services at all. This programme aims to improve the access of small-scale producers to rural services, drawing on the comparative advantage of different actors and the complementarity of the services they provide. It will help to increase productivity, add value and facilitate the flow of farm produce to market, with greater profits for farmers and better management of natural resources. It will strengthen rural service provision by: (1) assessing rural service systems, (2) informing and facilitating national dialogue for policy development, (3) supporting institutional and capacity development, and (4) exchanging knowledge and learning between countries and regions.

    Women play a critical role in every link of the value chain in small-scale fisheries, although their best-known roles are in processing and marketing of fish and other fishery products. This perception of the highly gender-segregated division of labour (men fishing / women processing) has shaped the generalized approach in supporting development initiatives for small-scale fisheries. More often than not, this approach targets men as fishers, and women as processors and marketers of fishery produ cts. However, this generalization has also made fisheries governance blind to women’s other valuable inputs to the sector. In fact, their roles can and should go beyond post-harvest and marketing. However, the lack of utilization of their additional contribution has deterred, for example, women’s participation in fisheries resource management and policy decision-making. The present review aims to move policy attention beyond the generalized, and perhaps limited, perception of women as fish proc essors and marketers and in this way enhance their participation in fisheries resource management and decision-making. The study describes the different ways women have access to fish in small-scale fisheries: as primary users (when they fish by themselves or they finance fishery operations), secondary users (when they access fish through kinship or other close relationships), and tertiary users (when they use capital to buy fish directly from fishers or traders). The review provides case studie s to illustrate some of the issues that tend to keep women in marginalized positions along the value chain. Factors and processes that can contribute to improve women’s participation and decision-making in small-scale fisheries, such as those that challenge conventional approaches based on traditional or “typical” gender roles and obsolete institutional arrangements, are also given. The document also discusses how participation can be improved by raising awareness on gender equality issues along the value chain through applying a gender lens, by providing appropriate support to women’s organizations, including formal recognition of their professional activities, by understanding the socioeconomic context and the particular needs of small-scale fisheries, by giving due attention to power and power relationships, and by taking greater account of the contribution of women in fisheries. As neither women nor men form homogenous groups, the challenge is even greater for women to have access to productive tools and services, which if secured can give them a greater say and control over fisheries resources, thereby increasing their social capital and financial capital. These reflections can be introduced in existing resource management arrangements such as co-management or community-based management, and can probably empower women and improve their participation in fishery resource management decision-making. The reflections in this review can and should be used as guidance and discu ssion material to develop interventions under the Global Assistance Programme in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication.

    Linking agrifood SMEs to innovation for sustainable food systems: the role of multi-stakeholder approaches

    During this webinar, organized by the SFS-MED Platform and held on 13 October 2022, stakeholders from across the Mediterranean shared practical experiences of university-business cooperation, successful cases of innovation adoption and transfer, innovative pathways of capacity development, as well as provocative thoughts from investors and farmers. Panelists and speakers discussed about the needs and challenges that agrifood SMEs and farmers are experiencing in linking with innovation, and investigated possible pathways for transformation, leveraging the added value of multi-stakeholder approaches to promote the uptake of innovation. Moreover, the webinar allowed strengthening collaboration among the different partners and stakeholders shaping the agrifood ecosystem, that are essential to enable SMEs and farmers with solutions, tools and best practices. The discussion was instrumental in demonstrating that linking agrifood SMEs to innovation is key for a sustainable future of the Mediterranean food systems, where SMEs and small-scale producers are empowered as economic actors and agents of change for a blue, green and circular food system transition. There is a need for an interactive innovation ecosystem based on a multi-stakeholder collaboration process that is open and inclusive, where new technologies and organizational processes are co-designed by all food systems actors. To this effect, science diplomacy is a powerful tool to ensure that scientific knowledge is effectively shared and adequately translated to be used by non-scientific stakeholders, leveraging co-creation and win-win solutions through alliances that engage all shores of the Mediterranean on a level-playing field. Moreover, innovative capacity building and training programmes are instrumental in developing the human capital necessary to address skills mismatch between graduates and employment demand from the agri-business sector, enhancing the innovation chain through new professional profiles. Finally, sustainable finance and new financial mechanisms can be unlocked to enhance SME access to affordable innovation and technology. Business incubators and accelerators promote a change of mindset that can lead SMEs to embrace innovation by adopting new business models, matchmaking innovators and co-founders, and inspiring ideas.
