    Among many other factors, feed is a limiting factor, which accounts for a major share of the total operational cost of the aquaculture sector in Kyrgyz Republic. This study aims to analyze the value chain of aquafeed sub-sector including their possible constraints and develop a business plan for establishing small-scale aquafeed mill in the Kyrgyz Republic. This is the first post-USSR country case study which assesses the current status of the aquafeed sub-sector, aquafeed value chain, on-farm feeding and feed management practices, performance of different actors in terms of value addition and profitability, and feed regulations, institutions and policies and presents a business plan for small-scale aquafeed in Kyrgyz Republic. The study identifies the strengths, weaknesses, opportunities and threats in this sub-sector, and suggests a number of development strategies which would improve the performance of feed industry and farmers’ access to better feeds and ultimately support the development of aquaculture sector in Kyrgyz Republic. Quantitative data analysis result shows that the Kyrgyz aquafeed sub-sector is still in its infancy and its value chain is very simple; including only few actors comprising feed input suppliers, aquafeed producers, aquafeed traders and fish farmers, and all of them are doing their business profitably. Feed is a crucial input in fish farming which accounts for about 65 – 75 percent of the operational cost of fish production, which means that a substantial part of fish farmers’ income is transferred to feed manufacturers. Good quality feed is a prerequisite for increasing aquaculture productivity in Kyrgyz Republic where particularly fish farmers are using very little volume of commercial feed as supplementary feed. With potential of aquaculture intensification and lack of quality feed, establishment of a commercial feed mill in the country for both carps and trout may have a strong justification. The primary competitors of a new feed mill would be the existing locally manufactured feeds and the commercial feed that are being imported. Imported feeds are mainly for trout and often expensive and not available in the local market throughout the country. Public-private partnership operated feed mill in Kyrgyz Republic with the capacity of 500 kg/hour is expected to be profitable, with an anticipated profit of USD13 617 in year one, rising to USD 97 980 in year five. The Internal Rate of Return (IRR) of such a mill is estimated to be 19.1 percent, which is expected to be reasonably good. Therefore, the study recommends establishing a public-private partnership aquafeed mill in Kyrgyz Republic that would be feasible, viable and profitable. The major factors impacting on the performance of the value-chain relate to the feed ingredients, feed production, fish farmers, marketing and other service providers (e.g., financial, academic and research institutions, extension services). Aquafeed value chain shows reasonable promise although there are constrains and a lack of institutional, regulatory and policy environment to oversee this sectoral development. Aquafeed subsector can play an important role in aquaculture sector development as it has strong backward and forward linkages with aquaculture sector, which can eventually play an important role in the overall development of Kyrgyz economy. The study recommends various measures to develop the sub-sector including the establishment of additional feed mills and use of locally available raw feed materials, developing and strengthening quality control and inspection facilities, providing training and better organizational management of fish farms and improving the institutional, legal and policy environment.

    The Regional Overview of Food Security and Nutrition in Europe and Central Asia 2018 provides new evidence for monitoring trends in food security and nutrition within the framework of the 2030 Sustainable Development Agenda. The in-depth analysis of progress made against Sustainable Development Goal 2 Target 2.1 (to end hunger and ensure access to food by all) and Target 2.2 (to end all forms of malnutrition), as well as the state of micronutrient deficiencies, is complemented by a review of recent policy measures taken to address food security and nutrition in all its dimensions. The Europe and Central Asia (ECA) region encompasses great economic, social and environmental diversity, and its countries are facing various food security and nutrition challenges. While they have made significant progress in reducing the prevalence of undernourishment over the past two decades, new evidence shows a stagnation of this trend, particularly in Central Asia. Malnutrition in one or more of its three main forms – undernutrition, micronutrient deficiencies, and overweight and obesity – is present to varying degrees in all countries of the region. Often, all three forms coexist, creating what is called the “triple burden of malnutrition.” Overweight among children and obesity among adults continue to rise – with now almost one-fourth of the region’s adults obese – and constitute a significant concern for future health and well-being and related costs. While poverty levels in most ECA countries have been declining in recent years, poverty coupled with inequality has led to increased vulnerability of disadvantaged groups and populations in rural and remote areas of low- and lower-middle-income countries. New analysis shows that adult women have a higher prevalence of severe food insecurity than men in some areas, pointing to gender inequalities that are reflected in access to food. Addressing gender and other inequalities is key to achieving the Sustainable Development Goals and heeding the call to “leave no one behind.” The publication’s focus this year is on migration, gender and youth and the linkages with rural development and food security in Europe and Central Asia. Migration is linked in multiple ways to gender, youth, and agricultural and rural development – both as a driver and possible source of development opportunities, with labour migration and remittances playing significant roles in the region. Changing migration processes need to be fully understood to better address the challenges of migration and harness the potential benefits for sustainable development and revitalized rural areas. Governments, public and private institutions, communities and other concerned parties must strengthen collaboration and scale up efforts towards achieving the goals of a thriving, healthy and food-secure region.

    This report showcases examples of actions taken by small-scale fishers and aquaculture farmers in Asia to restore the productivity of aquatic ecosystems. Small-scale fishers and fish farmers include some of the world’s most marginalized and impoverished people groups, yet their harvests account for over half of the world’s aquatic food production. The marine, coastal and freshwater ecosystems their livelihoods depend upon are degraded from human impacts and further at risk from climate change. Ecosystem restoration actions by fisherfolk communities can revitalize the socio-ecological services and sustain progress over time. Both passive and active restoration approaches are being employed across Asia’s marine, coastal and inland waterways. Fishers, fish farmers, and fishworkers’ restorative actions are focused on increasing the sustainability of their operations. Common approaches include eliminating destructive fishing, reducing overfishing through gear changes and effort control, restoring connectivity of floodplains and fish migration pathways, integrated aquaculture and rice-farming practices, re-stocking of native fisheries, and actively rehabilitating and / or re-establishing habitats. Progress is measurable through a diverse array of environmental, socio-economic and governance related metrics. Changes in fisheries catches, ecological connectivity, water quality, habitat diversity and structure, and fish consumption provide important measures of biodiversity gains (or losses). Common enablers of success include economic incentives, co-management and legal recognition of fishing rights, highly engaged fisherfolk cooperatives or community groups, women’s leadership and development, and community partnerships with stakeholders that focus on enabling fisherfolk’s own goals for sustainable livelihoods. Ecosystem restoration activities have not lasted when these enablers are insufficiently attended to and when environmental aspects of project feasibility, such as the choice of rehabilitation locations and / or species, are poorly planned. Successes in ecosystem restoration by fisherfolk can and are being scaled out to neighbouring communities and countries. Key to this is the sharing of stories, lessons learned and tools through south-south partnerships, learning exchanges, and women’s groups. Simple, low-cost tools and actions have enabled long-term engagement by small-scale fishers in sustainable operations. More complex actions, such as the uptake of integrated aquaculture systems, are also enabling stepwise changes in ecosystem restoration. By sharing stories from different ecosystems, fisheries, and geographies, this report seeks to help fisherfolk and their partners glean from one another and achieve faster progress in ecosystem restoration.
