    The increasing world population is resulting in intensified cropping of the limited areas of arable land to provide the necessary food in some countries. Unless effective conservation practices are used, such intensive cropping tends to increase the loss of soil and water resources. This trend must be reversed. The objectives of the Soils Bulletin are to present the principles and practices if tillage systems for sustained food production and to create an awareness of the need to conserve the world?s soil water energy resources for future generations. Although energy is an integral part of tillage systems, the emphasis is on soil and water conservation. This bulletin emphasizes tillage systems for developing countries, but relies heavily on principles that have been developed throughout the world. The need for more research on conservation tillage in developing countries is stressed.

    FAO organized an Expert Consultation in April 1977 with participants from countries consuming both a high and low quantity of fertilizer, to identify possibilities for a more intensive and rational utilization of the valuable plant nutrients in mineral and organic fertilizers, with emphasis on conditions in developing countries. The conclusions reached should serve interested countries as a guide for follow-up activities in the more rational use of plant nutrients at the research and practical l evel. The participants were convinced that there are still ample possibilities for improvement and for making the costly and sometimes scarce plant nutrients more efficient and their use more economic.

    The pressing need for increased agricultural production in the years ahead can only be met by more efficient use of our land and water resources including more widespread and better irrigation in those regions where rainfall is inadequate. Production gains will be shortlived unless the attendant hazards of salinization, water logging and lowered fertility are kept in check by effective planning and management based on a thorough understanding of the soil conditions. Soil survey and land classifi cation are generally accepted essential preliminaries to investment in irrigation development. This publication aims to describe the special requirements of soil survey for irrigation development, and assumes that the reader is familiar with basic soil science and soil survey techniques.
