Synopsis (short abstract) The ability of the H7N9 HPAI virus to infect both humans and poultry raises concern about a possible influenza pandemic and international spread either due to poultry or through wild birds. With the aim to provide sound and up-to-date scientific information for decision-makers globally, a qualitative risk assessment was conducted addressing the potential spread of H7N9 HPAI to unaffected provinces of China, other countries in South-East Asia and beyond during the period May to September 2017, as well as human exposure in affected areas of China where H7N9 HPAI has been reported. Several pathways of virus incursion were considered. Risk assessment is a powerful tool for supporting decision makers and national veterinary authorities to take scientifically sound decision based on the risk-levels assigned. Consequences of H7N9 HPAI can impact livelihoods, food security and poverty in rural areas, extended to all actors involved in poultry value chains. The impact is exacerbated by the pub lic health risk related to this zoonotic virus.

    Highly pathogenic avian influenza (HPAI) represents a threat to poultry industries worldwide and to people’s livelihoods, and a potential threat to human health. The international community has a vested interest in minimizing the spread of this disease. Countries may be under threat of introduction of avian influenza through exposure of poultry to wild birds, especially waterfowl. They may also be at risk from introduction of infected or contaminated poultry, poultry products or fomite s. The Food and Agriculture Organization of the United Nations and the World Organisation for Animal Health have prepared this manual to help national animal health authorities and other stakeholders prepare for a possible incursion of HPAI, detect disease as soon as possible and respond as rapidly as possible to contain the disease.

    Highly pathogenic avian influenza (HPAI) is a severe and highly contagious disease that has severe impacts on animal and human health, livelihoods, and the economy. At the time of the consultation, the recent panzootic had affected more than 70 countries and territories, resulting in over 11 000 disease events in both wild and domestic bird populations. The disease has also spilled over to several mammalian species, including humans, and may result in severe ecological and biodiversity consequences. Considering the alarming spread of HPAI and the evolution of avian influenza in wild birds, The Food and Agricultural Organization (FAO) and Network of Expertise on Animal Influenza (OFFLU) brought together the global scientific community to review the latest science and evidence on the disease, to support development/implementation of disease prevention and control strategies and policies and contribute to global efforts towards reducing pandemic risk. The report summarizes the meeting discussions, and key recommendations to reduce the transmission of HPAI along the poultry value chains, and the spillover risk to humans and wildlife. The meeting report will contribute to revising the FAO-WOAH global control strategy for HPAI and developing evidence-based policies and research agendas to tackle the disease. Sharing the meeting report with technical experts and policy makers will help support the development of a research and development agenda to tackle HPAI globally.
