    Caucasus and Central Asian countries are strongly committed to promoting food security and nutrition among their populations. Although good progress has been made by most countries in the region, food insecurity and malnutrition remain relatively high and greater efforts are needed to address their root causes. Moreover, wide gaps in terms of income, food security and nutrition, and access to social services have caused substantial migration from rural areas to neighbouring countries. The FAO project on developing capacity for strengthening food security and nutrition in selected countries of the Caucasus and Central Asia aims to promote cross-sectoral collaboration between agriculture, health, education and social protection sectors by carrying out six pilot projects in Armenia, Kyrgyzstan and Tajikistan. These pilots build capacities at field and governmental level and provide an evidence base to build political commitment and coherence for the development of policies, legislations and programmes at the country, regional and global levels. The evaluation concluded that overall the project has been successful. The building of operational capacity among stakeholders and beneficiaries is processing well through the ongoing pilots, while high-level coordination and policy dialogue, and the contribution to global policy processes and frameworks need more time to materialize. The evaluation makes a number of recommendations to further enhance project design, implementation, monitoring and sustainability, and proposes a second phase of at least 1-2 years to consolidate and expand achievements.

    This study reviews the agricultural policy environment and provides quantitative indicators for policy incentives and disincentives to agricultural producers for key commodity value chains in the eight study countries in Eastern Europe, Caucasus and Central Asia (Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, the Republic of Moldova, Tajikistan and Uzbekistan), utilizing the methodology aligned with the approach of the International Organizations Consortium for Measuring the Policy Environment for Agriculture (Ag-Incentives Consortium). This report describes the methodology and approach taken for these eight countries covered by this study and presents the key results and their interpretation in the policy and market contexts of the countries and the region.

    The Fourth Meeting of the Technical Advisory Committee (TAC) of the Central Asian and Caucasus Regional Fisheries and Aquaculture Commission (CACFish) was held in Tbilisi, Georgia, from 28 to 30 November 2017. The meeting was attended by five CACFish Member States (Armenia, Azerbaijan, Kyrgyzstan, Tajikistan and Turkey) and four Observers (Georgia, Kazakhstan, Ukraine and Uzbekistan). The TAC discussed scientific recommendations on the following issues of relevance to CACFish: 1) activities and outputs of regional fisheries projects; 2) implementation of the FAO Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication in the region; 3) inventory and certifying of water bodies in Kyrgyzstan. The TAC also reviewed and revised the second five-year regional work programme (RWP2) of CACFish for 2015-2020 and developed activities for the intersessional period of 2018-2019 for discussion and approval by the Sixth Session of CACFish to be held in Turkey in October 2018.
