Synopsis (short abstract) Gender equality is one of the ten core principles of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security. This guide aims to assist in its implementation through the achievement of responsible gender-equitable governance of land tenure. The guide focuses on equity and on how land tenure can be governed in ways that address the different needs and priorities of women and men. Gender-equitable go vernance of land tenure ensures that women and men can participate equally in their relationships to land, through both formal institutions and informal arrangements for land administration and management. The guide provides advice on mechanisms, strategies and actions that can be adopted to improve gender equity in the processes, institutions and activities of land tenure governance.

    The VGGTs provide a paramount opportunity for reversing gender inequalities in agriculture and for promoting more gender-equitable governance of land tenure. To assist countries in the implementation of the Gender Equality principle of the VGGT, FAO, with the support of the Department for International Development (DFID) and the Government of Germany, has designed a capacity development programme entitled “Governing land for women and men”, aimed to enhance participants’ knowledge and competenci es so as to enable them to contribute to gender-equitable and socially inclusive governance of land tenure when they carry out their daily work. The capacity development programme has two components: a self-paced e-learning course and a blended learning programme. Both are designed for a multi-stakeholder audience, including policy-makers, administrators, civil society organizations, producers’ organizations, academia, and private enterprises working in the land sector. In 2015, the gender-lea rning programme was successfully implemented in Mongolia and South Africa.

    The positive implications of gender-equitable land tenure for poverty reduction, food security and rural development have been described extensively in numerous studies and have been the focus of attention of several international conventions and agreements.1 The recent endorsement of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the context of national food security (VGGT) introduced the first comprehensive, global instrument on governance of tenure and can be expected to create momentum for gender equity in land tenure.2 Requests from governments for support in the implementation of the VGGT are likely to scale up in the coming years. Effective guidance tools and mechanisms should be developed to ensure that the interests and the needs of all people – women and men – are addressed, and that the principle of gender equality is mainstreamed in the governance of land tenure.

Developed jointly with the FAO study The Right to Food and the Responsible Governance of Tenure: A dialogue towards implementation, this Information Brief offers a right to food perspective on a crucial governance matter for the implementation of the VGGT. Besides underlining the importance of some VGGT provisions for the realization of the right to food, Gender-equitable Governance of Tenure of Land, Fisheries and Forests: A Right to Food Perspective presents some of its benefits through lessons learned as well as internationally agreed upon and committed to basis for its implementation.
