ANNEX 1

SELECTED PRIORITIES

The priority subjects to be considered for the preparation of the Project yearly workplan are hereafter indicated. They follow the suggestions and recommendations of the countries as expressed in the sub-regional meetings, held in Tunis from 8 to 19 April 1991 (Tab A1–A6).

The prioritization of the aquaculture sector needs for the region, will orient the Project action, towards overcoming the most significant constraints which hinder, at present, the development of aquaculture in the Mediterranean. Nevertheless, the impact created by the project, will contribute to the progressive change of the needs and therefore of priorities, so that, the continuous contribution from each participating country to the definition of priorities will be essential for the update of priorities.

1 - TRAINING SUB-NETWORK

 

1.1 HIGH LEVEL PRIORITIES

3 - EXTENSION SUB-NETWORK

A specific “extension service” does not exist in the majority of participanting and associated countries. The highly heterogenous development of aquaculture in the various countries of the Region, imposes the adoption of different operative strategies.

High priority has been assigned to the assistance of industrial aquaculture through technical advise, marketing information, development of guidelines, collation and distribution of technical material, promotion of aquaculture products consumption.

The parallel promotion of social oriented aquaculture (simple techniques, low level investment) has been also highlighted, in some cases(Algeria, Egypt).

Extension techniques are, in general, to be improved through specific training.

High and medium selected priority subjects, are hereafter considered separately for the development of project activity lines.

Interaction between the selected subjects are obviously strong and many of them appear as sun-subjects (marked in bold in the following tables) in the development of specific activities (e.g Diversification of aquaculture production in: “marine hatchery management”). Moreover, most of the items of Annex 1 with lower priority level(additional sub-subjects) have been kept because of their importance, contributing as sub-subjects, to the development of many activity lines(e.g. Social oriented aquaculture programmes, in “Planning of aquaculture”).

ANNEX3
APRIL 1991 – DECEMBER 1992 WORK PLAN

The workplan should be considered as a guideline for the Project activity during the period, but it is subject to modification. New priorities could be identified to support the development of aquaculture productive sector and could be approved by the Project Steering Committee.

The main function of the Regional Project will be to coordinate and to catalyze the efforts performed by the various countries towards the common objective of aquaculture development. Many of the activities, which will be initiated under the Project support, are supposed to continue as national programmer, as a concrete proof/ test of the degree of priority reached by aquaculture sector within the national development programmes.
