REPORT

The MEDRAP II Seminar on Planification of Aquaculture Development (Social, Economic and Legal Aspects) was held in Hotel EI Marsa in Sidi Fredj, Algiers, 1–3 June 1992.

The list of participants is given in Part II.

Mr. Hassan AKROUT, the Project Coordinator of MEDRAP II, in his opening session speech thanked the host country and Mr. Kamil HADJIAT, «Secrétaire d'Etat à l'Hydraulique Agricole», for his support and presence. He thanked all participants and expressed the hope that aquaculture planification will also meet the needs and be part of in elaborate development strategy in order to use rationally the available natural and manpower resources.

Mr. Kamil HADJIAT thanked the Project Coordinator and the participants wishing them success and reiterated the support of his Government to aquaculture development.

The National Coordinator of Algeria, Mr. Ghachem KADARI thanked the officials and participants and invited all presents to a reception hosted by the «Secrétaire d'Etat à l'Hydraulique Agricole».

Mr. H. AKROUT, the Project Coordinator mentioned that unfortunately, some of the invited lecturers will not be able to attend the seminar due to unforseen difficulties.

The seminar started with the following key note lectures :

-   Environmental planning for aquaculture development.
By Mr. James MUIR.

-   Example of the Tunisian plan.
By Mr. Hedi GAZBAR.

These were followed by question and discussion sessions.

The second day started with a talk given by Mr. Denis DELACROIX on the involvment of research in productive aquaculture development.

This was followed by :

-   Plan of aquaculture development in Algeria, by Mr. Zoubir FARSI.

-   Investment code in Tunisia, by Mr. Mohamed NADHIF.

-   Politic of investments, by Mr. James MUIR.

-   General survey of national laws and international conventions for regional cooperation, by Mr. R. STEIN

-   Establishment of aquaculture enterprises, by Ms. Katarina TAMHINA

The third day continued with the below-mentioned key-note lectures :

-   Portuguese policies of investments in aquaculture, by Ms. E. VASCONCELOS.

-   Business experience in commercial aquaculture planning : the cost making the difference between success and failure, by Mr. C. HOUGH.

-   Technico-economic and sustainability of aquaculture : Tools for successful project planning and monitoring, by Mr. J. MUIR.

-   The species, products and marketing diversification in aquaculture sales : The role of public sector, by Mr. Ph. FERLIN.

-   The particular social, economic and legel issues of development and planning of aquaculture in Egypt, by Mr. M. MOUNIR.

After each presentation, there was a question-answer session which was followed by discussions with the participation of all representatives.
