Abstract
As recommended by the Network Steering Committee Meeting of Cairo (December 1991), MEDRAP II Project organised in Algiers on June 1–3, 1992, a Seminar on Planification of Aquaculture Development (Socio-Economic and Legal Aspects).
The objectives of the Seminar were to consider the various studies to be conducted on the indentification of suitable sited and appropriate Zones, and to define other aspects and parameters related to the elaboration of a Master Plan for the development of aquaculture.
The various communications that have been presented and the discussions that followed pointed out several considerations and recommendations for an integrated development of aquaculture, the elaboration of an investment policy favouring the promotion of aquaculture, and the formulation of a code on the socio-economic and legal aspects including regulations and norms for an appropriate aquaculture promotion.
It was also outlined that research and training were fundamental for the development of aquaculture, and thus actions on the matter should be undertaken at national and regional levels.

The Editor would also like to thank the participants and the invited experts for their positive contribution to the success of the meeting.
Note from the reviser
The revision and publication of this document could only be done a long time after the closure of the project. This has led to some difficulties in finalising the documents and implementing corrections, because authors and contributors as well as some of the original material or files were no longer available.
Therefore contributions from participants and session papers annexed to most of the documents were left in their original form. No language corrections were introduced, the content was not modified and left under their respective authors' responsibility.
Considering the above, we hope that the reader will understand that a standard of publication could not be maintained on a level as high as we would have liked it to be.
