A. Admission of new member nations

403. The Conference had before it the applications for membership from Bahrain, Fiji, Maldives, Oman, Qatar and Swaziland, all of which had been submitted within the time limit prescribed by Rule XIX of the General Rules of the Organization. They contained or were supplemented by the formal instrument required under Article II of the Constitution, and were thus found in order.

404. The Conference proceeded to a secret ballot on the six applications, in accordance with Article II-2 of the Constitution and Rule XII-9 of the General Rules of the Organization.

405. The results of the voting were as follows:

406. The Conference accordingly admitted Bahrain, Fiji, Maldives, Oman, Qatar and Swaziland as Members of the Organization.

C. Appointment of the independent chairman of the council

408. Having proceeded to a secret ballot in conformity with Rule XII.9 (a) of the General Rules of the Organization, the Conference adopted the following resolution:

Appointment of the Independent Chairman of the Council

THE CONFERENCE,

Having proceeded to a secret ballot, in accordance with the provisions of Rule XII of the General Rules of the Organization,

1. Declares that Michel Cépède is appointed independent Chairman of the Council for a period of two years, that is, until the end of the regular session of the Conference to be held in 1973; and

Having noted the recommendations submitted by the General Committee in conformity with Rule XXIII of the General Rules of the Organization,

2. Decides that the conditions of appointment, including the allowances attached to the office of the independent Chairman of the Council, shall be as follows:

(a) An annual allowance of the equivalent of $ 7 500 to cover representation expenses and secretarial assistance in the Chairman's home station, on the understanding that the Director-General will provide secretarial assistance when the Chairman attends sessions of the Council or Conference; one half of the allowance shall be payable in U.S. dollars, the balance being payable, in whole or in part, in the currency of the home country of the Chairman, or in Italian fire, according to his desire;

(b) A per diem allowance at the rate of $ 32.00 while the Chairman is absent from his home station on Council business, the allowance being reduced to $ 12.00 per diem while the Chairman is in travel status;

(c) Travel expenses, including the above per diem allowance, shall be defrayed by the Organization, in conformity with its regulations and existing practices, when the Chairman attends sessions of the Council, of the Programme and Finance Committees, of the Conference, or when he is invited by the Council or by the Director-General to travel for other purposes.

D. Appointment of the director-general

409. The Conference noted that a proposal had been made by the Council for an amendment to the provisions of Article VII of the Constitution relating to the duration of the term of office of the Director-General and that, in view of the necessity to consider this proposal before proceeding to the appointment of the Director-General, it did not seem possible to effect the appointment within the first three working days following the opening of the session, as required under the last sentence of Rule XXXIII.1(a) of the General Rules of the Organization (GRO); acting upon the recommendation of the Council endorsed by the General Committee, the Conference therefore decided in conformity with Rule XXXIX.1 GRO to suspend that provision.

410. After having considered and decided upon the proposed amendment, the Conference adopted the following resolution:

Appointment of the Director-General

THE CONFERENCE,

Acting in accordance with Article VII of the Constitution and Part II of Resolution 12/71, adopted by the Sixteenth Session of the Conference on 19 November 1971,

Having proceeded to a secret ballot as laid down in Rule XII of the General Rules of the Organization,

1. Declares that Addeke Hendrik Boerma is appointed to the office of Director-General, for a period of four years, from 1 January 1972, the term of office expiring on 31 December 1975; and

Having considered the recommendations regarding the conditions of appointment of the Director-General submitted by the General Committee in accordance with Rules X-2(j) and XXXIII-1(b) of the General Rules of the Organization,

2. Resolves that the Director-General shall receive a gross annual salary of $56 000 ($34 600 net) per annum, with a post adjustment rate of $1 380 per annum, payable in accordance with the rules governing salary payments to staff members of the Organization; that in addition he shall receive a representation allowance at the rate of $12 500 net per annum, payable half in United States dollars and half in Italian fire; and that he shall be entitled to all allowances and benefits accruing to staff members under the Staff Regulations; and

3. Further resolves that the terms ant conditions of service of the Director-General shall be governed by the relevant provisions of the Staff Regulations subject, however, to the provisions of the contract to be signed by the Chairman of the Conference on behalf of the Organization and by the Director-General elect, in accordance with Rule XXXIII-1(c).
