GROUP WORK NUMBER TWO
GROUPE DE TRAVAIL NUMÉRO DEUX
GRUPO DE TRABAJO NÚMERO DOS
TERMS OF REFERENCE FOR GROUP WORK 2
Thematic Reporting in FRA and its Linkages with Criteria and Indicator Processes
Introduction
The working groups will be organized based on their country membership to a Criteria and Indicator Process. Each working group will consider in detail thematic reporting to FRA 2005 as mentioned in the “Guidelines”
Organization of working Group
Working groups should elect a chair person for each group and each group will have one secretary responsible for summarizing main discussions and outcomes as group reports according to the attached template. The group reports will be compiled by the secretariat and main conclusions will be presented during the Friday morning session.
Tasks
A. The participants shall review step 2 for national reporting that deals with Thematic Reporting with regard its relevance and constraints
B. The participants shall examine existing/potential linkages between FRA and the relevant Criteria and Indicator process.
C. The participants shall examine feasibility for their respective country of providing information on variables (in addition to global variables) for thematic reporting.
D. The participants shall examine the reasons for which some countries may have opted no to go for thematic reporting.
Output (from each working group)
A. For each theme, comments on need of more national variables in addition to the global variables (reported in national reporting tables T1 to T16) for better understanding or explanation of the state of forests including their sustainability in a country (including examples of variables)
B. Role of FRA process to facilitate national thematic reporting
C. Comment on how the linkages between FRA and Criteria and Indicator processes can be further developed.
Back Ground Material
The Working Group should use information which National Correspondents in their group may have brought with them. If such information is not available then they can use information contained in any of the five pilot studies developed by FRA at Rome. The groups will further have at their disposal copies of following documents.
Draft Terms and Definitions
Draft National Reporting Tables
Draft Guidelines for Country Reporting
Pilot Studies for Country Reporting
OUTPUT A: Need of National Variables over and above in National Reporting Tables
First have a look at variable in the National Reporting Tables and then consider whether additional variables are needed or not. For inspiration, one can refer to background documents (pilot studies). If the working group feels that global variables are not sufficient and some other variables are need to explain the state of forest in their countries then the groups should provide a list of such national level variables that may be useful for following criteria (Thematic Area).
Thematic Area 1a. Extent of forest resources
Additional Variable Needed: Yes or Not
If yes then list of additional variables for this thematic area
Thematic Area 1b. Contribution to the Global carbon cycle
Additional Variable Needed: Yes or Not
If yes then list of additional variables for this thematic area
Thematic Area 2. Forest ecosystem heath and vitality
Additional Variable Needed: Yes or Not
If yes then list of additional variables for this thematic area
Thematic Area 3. Biological diversity
Additional Variable Needed: Yes or Not
If yes then list of additional variables for this thematic area
Thematic Area 4. Productive functions
Additional Variable Needed: Yes or Not
If yes then list of additional variables for this thematic area
Thematic Area 5. Protective functions
Additional Variable Needed: Yes or Not
If yes then list of additional variables for this thematic area
Thematic Area 6a. Social functions
Additional Variable Needed: Yes or Not
If yes then list of additional variables for this thematic area
Thematic Area 6b. Economic functions
Additional Variable Needed: Yes or Not
If yes then list of additional variables for this thematic area
OUTPUT B: Role of FRA Process in facilitating national thematic reporting
List of statements from group:
Views on the requested thematic reporting:
List of statements including willingness to report / redundancy of reporting, etc.
OUTPUT C: How can linkages between FRA and Criteria and Indicator Processes be further developed?
Suggestions (how FRA can better provide or facilitate country reporting to their C&I process?)
