A. Admission of new member nations and associate members

553. The Conference had before it:

  • (a) Applications for membership from:
  • The Central African Republic
    Chad
    Congo (Brazzaville)
    Congo (Leopoldville)
    Dahomey
    Gabon
    Ivory Coast
    Kuwait
    Madagascar
    Mali
    Mauritania
    Niger
    Romania
    Senegal
    Sierra Leone
    Upper Volta
  • Five of the above nations - Chad, Gabon, Madagascar, Mali and Senegal - had been admitted to associate membership in 1959.

  • (b) Applications for associate membership from the United Kingdom on betray of:
  • British Guiana
    Jamaica
    Mauritius
    Tanganyika
  • 554. These applications were found to be in accordance with the requirements of the Constitution and the General Rules of the Organization.

    555. The application concerning Jamaica and Romania, however, required the suspension of Rule XIX of the General Rules of the Organization. The Conference resolved accordingly to suspend Rule XIX of the General Rules.

    556. The Conference proceeded to a secret ballot in accordance with Article II.2 of the Constitution and Rule XII.9 of the General Rules of the Organization and as a result granted membership to the countries listed in paragraph 553 (a) above and associate membership to those listed in paragraph 553(b) above, from 9 November 1961.

    557. As the applications on behalf of Jamaica and Tanganyika applied to nations which would shortly become independent, the Conference decided, at the request of the Metropolitan Power, and in accordance with a precedent established at its Tenth Session (a) that Jamaica and Tanganyika should be admitted to associate membership until they became independent, (b) that the status of each would become that of full membership after it attained independence and after the government of the newly-independent nation had submitted to the Director-General an instrument confirming its desire to be a member of the Organization and its acceptance of the obligations of the Constitution, (c) that such change of status would take place on the date of receipt by the Director-General of the aforesaid instrument, if found valid, and (d) that all Member Nations would immediately be notified accordingly.

    558. The results of the voting on the various applications are as follows:

    B. Appointment of the independent chairman of the council

    559. In accordance with Article XXIII of the General Rules of the Organization, the Conference appointed Mr. Louis Maire Independent Chairman of the Council for a further period of two years.

    At the same time the Conference noted that the allowance attaching to this office had remained unchanged since 1947 and decided to increase it to $6,250.

    C. Election of council members

    560. In accordance with the provisions of the Constitution and the General Rules of the Organization, the Conference elected the following Member Nations to membership of the Council, taking each group in succession:

    Third Group (1 Jan 1961 to Nov. 1963)

    Two additional seats having been created at this session for Africa, the Conference decided to allot them to the First and Third Groups, respectively. As the Third Group (January 1961 to November 1963) did not come up for election at this session, the Conference decided as an exceptional measure to fill the individual seat but only for the remaining part of the term of office of the Third Group, i.e. November 1961 to November 1963.

    561. For the European region, Yugoslavia withdrew in favor of Italy after the second ballot and prior to the election of the Second Group; for the African region, Ethiopia withdrew in favor of Cameroun after the second ballot.

    D. Appointment of FAO staff pension committee

    562. In accordance with Article XX of the Regulations of the United Nations Joint Staff Pension Fund, the Conference appointed:
