LOGICAL FRAMEWORK.PARTNERSHIP PROGRAMME 2003-2005


IPTRID’s activities are oriented within the framework of the Partnership Programme 20032005. However, the deliveries are subject to the level of both human and financial resources available. While this Partnership called for a US$ 6 million budget and full staffing as reflected in Table 1, the reality is that on both counts the Programme fell somewhat short. In Table 2, the logical framework for the Programme Partnership as originally envisioned is presented. Therein the goals, purpose and outputs are given in the context of the Programme logic, Objectively verifiable indicators, Sources of verifications and Assumptions. Of particular interest is the cell defined by the Outputs and the Verifiable indicators that frame the Programme’s deliverables.

In Table 3, the same logical framework but with emphasis on deliverables is provided. A distinction is made between fully funded Programme Partnership (in terms of both human and financial resources) and the actual resources obtained. It could be brought to the attention of the readers that the actual outputs achieved are very much in line and even surpassed the targets based on the resources available. More in-depth information on these deliveries is found throughout the different sections of this report. Remarks are also included to provide additional information on the outputs.
