A. Appointment of Chairman, Vice - Chairmen, General Committee and Credentials Committee

1. The Council and the Nominations Committee elected by the Council in conformity, with Rule XXV,5 (b) of the Rules adopted by the Conference 1 recommended and the Conference approved the following appointments:

B. Arrangements for the Session

2. Resolution No. 1/59

THE CONFERENCE

Adopts the proposals submitted by the Council for the organization of the Tenth Session of the Conference (C 59/2);

Establishes:

(i) the Commission on Trends and Policies in Food and Agriculture (Commission I), to consider and report upon all items listed in Part I of the agenda;

(ii) the Commission on Activities and Programs of the Organization (Commission II), with the task of taking up all agenda items listed in Part II of the agenda;

(iii) the Commission on Constitutional and Administrative Matters (Commission III), to take up all the constitutional, administrative and financial questions listed in Part III of the agenda; and

Requests that the following six Technical Committees be established by Commission II to meet during the first week of the session and to report to Commission II:

Agriculture
Economics
Fisheries
Forestry
Nutrition
Information and Publications Services.

C. Appointment of Chairmen and Vice - Chairmen of Commissions

THE CONFERENCE

Having considered the nominations made by the Council in conformity with Rule VII - 1 of the Rules adopted by the Conference,

Appoints:

Dr. Max Myers (United States of America): Chairman of Commission I; Mr. Norberto A. R. Reichart (Argentina): Chairman of Commission II; Mr. C. H. Nordlander (Sweden): Chairman of Commission III and

Having taken into consideration the proposals of the General Committee in accordance with Rule XIII, para. 2 of the Rules Adopted by the Conference,

Appoints:

Dr. J. F. Booth (Canada) and Dr. J. de Castro (Brazil): Vice - Chairmen of Commission I;
H. E. M. H. Rahman (Pakistan) and Mr. H. G. Button (United Kingdom): Vice - Chairmen of Commission II;
Mr. E. R. Regala (Philippines) and Mr. El Shawa (Saudi Arabia): Vice - Chairmen of Commission III.

D. Agenda of the Session

4. Resolution No. 3/59

THE CONFERENCE

Adopts the provisional agenda circulated by the Director - General in July 1959 (C59/1), subject to the following amendments:

(a) the inclusion of a subitem, Internal Reorganization " under item 14, FAO's Program of Work and Budget for 1960 - 61;"

(b) the modification of item 15 (a) (iii) to read "Increase in the membership of the Council and proposal from the Viet - Nam Government for reconsideration of the distribution of Council seats;" and

(c) the deletion of item 15 (d) (iii) "Cooperation agreement with the European Economic Community." The agenda as adopted is set out in Appendix A to this report.

E. Plans for the General Discussion

5. Resolution No. 4/59

THE CONFERENCE

Acting upon a recommendation of the Council and in accordance with Rule XII - 19 of the General Rules of the Organization,

Requests the delegates wishing to speak in the general discussion opening on Monday, 2 November, to notify the Secretary - General of the Conference as early as possible and in any event not later than 18.00 hours on that day, at which time the list of speakers shall be considered as closed; and

Noting that the general discussion should not in principle extend beyond 6 November,

Recommends to the leaders of delegations that, in the interest of providing time for all those who wish to speak, they should try to complete their statements in thirty minutes.

F. Drafting committee

6. Resolution No. 5/59

THE CONFERENCE

Decides that each of the Commissions will either establish a drafting subcommittee or appoint a rapporteur for the preparation of their respective draft reports; and

Appoints the chairmen of such drafting subcommittees or such rapporteurs as the members of a drafting committee on resolutions which will be responsible for examining all draft resolutions before they are circulated to the Conference.

G. Verification of Credentials

7. On the report of the Credentials Committee, the Conference found the credentials of 75 delegations from Member Nations attending the session to be in order. One Member Nation was not represented.

8. The credentials of the delegations of the newly admitted Member - Nation and the nine newly admitted Associate Members were found to be satisfactory.

9. The credentials of the delegation of the Holy See, Permanent Observer of FAO, found satisfactory.

10. The names of the representatives of 58 participating international organizations, including the United Nations and specialized agencies, were duly, deposited as prescribed by, Rule 3, para. 2 of the Rules adopted by the Conference.

11. The Conference, on the proposal of the Credentials Committee, adopted the following resolution:

Submission of Credentials

THE CONFERENCE

Considering the desirability of ensuring the application of the criteria for the submission of credentials for national delegations

Resolves that such credentials, being in the form already prescribed in Conference Resolution 1/51 should be presented by delegations at the latest when registering at the opening of the Conference session; and

Invites the Director - General to draw the attention of governments to this resolution.

H. Election of Members and Appointment of Independent Chairman of the Council

12. Resolution No. 7/59

THE CONFERENCE

Requests the Commission on Constitutional and Administrative Matters to give priority to the consideration of Item 15 (a) (iii) of the agenda " Increase in the membership of the Council and proposal from the Viet - Nam Government for reconsideration of the distribution of Council seats, " and to report thereon not later than Friday 6 November and

Decides, subject to any decision it may reach on the report of the Commission, that:

(a) 18.00 hours on Wednesday, 11 November, shall be the deadline for submitting to the Secretary - General nominations for Council seats to be filled at this session (C 59/4 para. 3);

(b) the elections shall take place on Wednesday, 18 November; and

(c) the appointment of the Chairman of the Council shall also take place on Wednesday, 18 November.

I. Admission of Observers

13. Resolution No. 8/59

THE CONFERENCE

Approves the list of international organizations to which the Director - General extended a provisional invitation to send observers to the Tenth Session of the Conference; and

Invites the representatives of the Organizations so listed to attend the activities of the Conference 1 . in the capacity of observers.

J. Message of Sympathy to the Mexican Government

14. The Conference, deeply moved by the devastating cyclone that had struck the Pacific coast of Mexico, sent a message of profound sympathy to the Government of Mexico through its delegation.

K. Message of Sympathy on the Death of His Majesty, the King of Laos

15. The Conference unanimously agreed to convey its sincere condolences to the Government and the people of Laos through the Laotian Delegation to the Conference on the death of His Majesty, the King of Laos.

L. Inauguration of McDougall Memorial Lectures

16. The general debate of the Conference was preceded by a lecture, " Population and Food Supply, " delivered by Professor Arnold J. Toynbee. This was the first of the series of McDougall Memorial Lectures to be given at Conference sessions in memory of the late Mr. Frank Lidgett McDougall, one of the inspired founders of the Organization.
